Within the current political climate and discussions surrounding displacement, refugee resettlement is a ‘hot-button’ issue. While working at one of the largest resettlement agencies in New England, the author began to analyze how power itself is structured within the Refugee Resettlement Industry (RRI) nationally. This paper argues that the RRI is embedded within neoliberal governance and can be better understood and improved with this understanding. The author argues for the term “Refugee [Resettlement] Industrial Complex,” to more adequately understand the ways that power is enacted through the current structure, and how it inhibits social justice work rooted in advocating for …

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Happiness And Government: The Role Of Public Spending And Public Governance, Lok Sang Ho, Yew Kwang Ng

We use a quadratic form in the key spending variables to estimate optimal government spending, using World Value Survey data covering 78 countries. We found that the average of total public spending for countries of good public governance, at 36.45% of GDP, is almost identical to the average of estimates of optimal public spending at 36.49%. However, significant over-spending or under-spending is found for individual countries. Optimal spending on both healthcare and that for education increase with population aging. Spending on education is found to reduce optimal healthcare spending. Per capita GDP increases optimal healthcare spending but reduces optimal education …

In the United States, some, but far from all, employers offer certain forms of wage replacement when workers take a leave for medical or family reasons. In 2015, only 12% of all workers had access to paid family leave from their employers, 38% had access to short-term disability leave, and 65% had paid sick leave. Extending paid family and medical leave to all employees through a statewide program would share the costs and expand access, level the employment playing field, and reduce inequality among workers. Malnutrition is one of the biggest problems facing India today. Thus, the functioning of the Public Distribution System (PDS) - which provides subsidized food to hundreds of millions of people is critically important. However, while numerous studies have evaluated the performance of the PDS in rural areas, there is a notable lack of research in urban slums, a rapidly growing population. Through interviews with PDS beneficiaries and other stakeholders, the present study examines the PDS in one slum in Delhi and finds numerous problems, including low quality grain, corruption, and the lack of an effective complaint mechanism. This paper’s contribution to the understanding of marine recreational pursuits in Ireland is based on the estimation of the first sea angling demand function. We use this empirical work to inform the more general debate surrounding resource allocation between commercial fisheries and recreational anglers. The study compares the use of Poisson and negative binomial count data models to estimate sea angling trip demand. The models also account for truncation and endogenous stratification; two issues that need to be controlled for when dealing with on-site sampled populations. Writers like Mutasa (2009) and Ebegbulem (2012) argues that Africa is both the poorest continent in the world and one of the richest in terms of natural resources. Consistent with this observation the history of Liberia indicates that corrupt leadership deprives the general population of its fair access to Africa’s rich resources while exacerbating ineffective government bureaucracy and underdevelopment. The bureaucratized central government in turn entrenches corrupt practices which give rise to more serious underdevelopment as well as insurgencies and a possible state failure.

Pharmaceutical expenditure growth is a familiar feature in many Western health systems and is a real concern for policymakers. A state funded General Medical Services (GMS) scheme in Ireland experienced an increase in prescription expenditure of 414 % between 1998 and 2012. This paper seeks to explore the rationale for this growth by investigating the composition (Anatomical Therapeutic Chemical (ATC) Group level 1 & 5) and drivers of GMS drug expenditure in Ireland in 2012.

Governor Schwarzenegger’s 2008 Executive Order S-13-08 and the 2011 Resolution of the California Ocean Protection Council on sea level rise led to the proliferation of individual agency guidance documents (e.g., CalTrans (2011), BCDC (2011), CCC (2015)) that require emerging best available science (e.g., Pacific Institute Report (Heberger et al. 2009), NRC Report (2012)). This paper studies the asymptotic power for the sphericity test in a fixed effect panel data model proposed by Baltagi, Feng and Kao (2011), (JBFK). This is done under the alternative hypotheses of weak and strong factors. By weak factors, we mean that the Euclidean norm of the vector of the factor loadings is O(1). By strong factors, we mean that the Euclidean norm of the vector of factor loadings is O(pn), where n is the number of individuals in the panel.
