This thesis seeks to analyze the transformation of Russian active measures in targeted national elections since the Soviet era. Through a historical analysis of research on active measures and contextual analysis of active measures campaigns themselves, this thesis finds that Russian active measures techniques have not drastically changed since the Soviet era. Instead, as a result of technology, Russian active measures have utilized platforms of social media to become more targeted, continuous, and convert. Therefore, Russian active measures campaigns have been better able to successfully target specific audiences, arguably making these campaigns more effective.

The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

The Israeli occupation of Palestine and its impact on the proliferation and longevity of transnational Salafi jihad is largely underestimated in current literature. In this thesis, I argue that Palestine, defined as both the nation and physical borders before the Balfour Declaration, largely contributed to the twentieth century revival of transnational Salafi jihad and is used by both Al Qaeda and ISIS as liberation and annihilation movements, respectively. As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

The Penn State Center for Security Research and Education (CSRE), in collaboration with Penn State Homeland Security Programs and the Pennsylvania Emergency Management Agency (PEMA), held a tabletop exercise that addressed first-responder and whole-community response and resilience to the ongoing opioid crisis. The exercise, which took place Sept. 24, 2019, at PEMA headquarters in Harrisburg, Pa., also was supported by the Governor’s Office for Homeland Security and the Pennsylvania Department of Health’s Bureau of Public Health Preparedness. The Dickinson School of Law and Immaculata University were academic contributors. This article summarizes the main outcome in the current COVID-19 context.

The United States has been at war in Afghanistan for twenty years. For eighteen of these years, it has spent precious time, money, and resources to modernize the Afghan Air Force (AAF). In my thesis, I conduct a cost-benefit analysis of this strategy to determine whether the net benefits and the overall outcome of the program justify the level of U.S. investment. I compare U.S. efforts with the AAF to those with the Iraqi Air Force while exploring the idea of path dependency. My analysis reveals that U.S. efforts to modernize the AAF have been a failure.
