Over the last two decades, China's People's Liberation Army Rocket Force (PLARF) and other PLA entities have provided the Chinese Communist Party (CCP) with a complex array of offensive capabilities, focused primarily on the U.S., allies, and partners in the Pacific. There has been explosive growth in ballistic missiles, cruise missiles, supersonic cruise missiles, hypersonic weapons, HGVs, and other threats. These salvo attacks are explicitly designed to attack theater air bases, seaports, and other facilities critical to U.S. military operations. On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

Why does France continue to intervene militarily in sub-Saharan Africa despite repeated commitments, both in practice and in rhetoric, to disengage and adhere to strict non-intervention? INTRODUCTION: Among service members, musculoskeletal injuries threaten military readiness and place a substantial burden on medical and financial resources. While musculoskeletal injuries (MSKIs) are a leading threat to military readiness, service members’ unwillingness to seek care constrains current prevention and surveillance efforts. A growing body of evidence shows US service members conceal a large proportion of injuries, especially in training environments. The Reserve Officers’ Training Corps is a critical training environment for future US military commissioned officers. This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. This new conceptual frame was used to evaluate the success, failure, and effects of US CT policy activities related to al Qaeda, using the records identified for the study. …

Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states.
