The controversial MRAPs raise two questions. First, does the MRAP experience support the contention that the Pentagon is not sufficiently able to field irregular warfare capabilities? Second, what factors best explain the MRAP failure, whether that failure is determined to be their delayed fielding or the fact that they were fielded at all? We conclude that MRAPs are a valid irregular warfare requirement and that the Pentagon should have been better prepared to field them, albeit not on the scale demanded by events in Iraq. We also argue that the proximate cause of the failure to quickly field MRAPs is …

Merging Two Worlds: Agent-Based Simulation Methods For Autonomous Systems, Andreas Tolk
Computational Modeling & Simulation Engineering Faculty Publications
This chapter recommends the increased use of agent-based simulation methods to support the design, development, testing, and operational use of autonomous systems. This recommendation is motivated by deriving taxonomies for intelligent software agents and autonomous robotic systems from the public literature, which shows their similarity: intelligent software agents can be interpreted as the virtual counterparts of autonomous robotic systems. This leads to examples of how simulation can be used to significantly improve autonomous system research and development in selected use cases. The chapter closes with observations on the operational effects of possible emergent behaviour and the need to align the …

I first met the amazing HeroRATs in 2008 when I was an APOPO deminer detecting landmines in Mozambique. I had been invited to APOPO’s HQ and Training & Research Center in Tanzania and was about to embark on my new career as a Mine Detection Rat Handler. Although I had worked with trained dogs before I was still amazed at the rat’s abilities; their speed and accuracy. The Tanzania team taught me about scent detection theory and technology, as well as animal welfare and veterinary skills. In return I told them about the suffering in my country. At that time, …

Historically, the LWVF has devoted the major proportion of its resources to establishing and improving accessible and appropriate prosthetic, orthotic (P&O) and physical rehabilitation services. This is evidenced through its extensive investments in the establishment and maintenance of P&O workshops; promotion of professional training, standards, and accreditation for P&O technicians; and support for increased mobility and physical functioning in general.

The current report will discuss an impact assessment of the AVR project. The impact assessment was made possible via the administration of the Pre & Post-Impact Assessments (PIA) survey. The PIA survey was designed for two purposes. Firstly, it was designed to establish a baseline on; i) the levels of community knowledge regarding small arms and SGBV, ii) the perceived prevalence of armed violence in the targeted regions, iii) the safety perceptions within the targeted communities, and iv) the knowledge within the targeted communities of appropriate reporting and security structures. The second function of the PIA was to act as …

Landmine and Cluster Munition Monitor provides research and monitoring for the ICBL and the CMC and is formally a program of the ICBL-CMC. It is the de facto monitoring regime for the Mine Ban Treaty and the Convention on Cluster Munitions. It monitors and reports on States Parties’ implementation of, and compliance with, the Mine Ban Treaty and the Convention on Cluster Munitions, and more generally, it assesses the international community’s response to the humanitarian problems caused by landmines, cluster munitions, and other explosive remnants of war (ERW). The Monitor represents the first time that NGOs have come together in …

This handbook is not an instruction manual for working with landmines and explosive hazards. It is not a guide for working with landmine, ERW and IED affected communities. Rather, its aim is to raise awareness and provide basic safety information concerning the threat of landmines, ERW and IEDs to organizations and individuals working in affected areas, and to help them:
• Establish appropriate safety procedures;
• Avoid contact with mines, ERW and IEDs and
• Take appropriate action in emergency situations.

Norwegian Peoples Aid has a longstanding tradition of closely linking our international solidarity work and cooperation with people’s own initiatives and agendas. This implies the strengthening of their organisations as a strategy for the. empowerment of people and communities, as well as for their ability to influence the conditions under which they live. Such focus and purpose are reflected in NPA’s support of liberation movements and people’s organisations in communities where open conflict exists as well as in societies in the process of democratisation. These intentions are also reflected in NPA’s statements regarding its governing principles as well as in …

The terrorist attack on a member of the Police service by a 15 year old boy in late 2015 sent shock waves not only through Australia but also throughout the world as the realisation of Islamic State targeting teenagers becomes a reality. This paper uses a blend of theoretical and empirical evidence to examine how the radicalised self is formed. Insights from various frameworks including: developmental psychology (teenage identity formation and role confusion), Foucault’s technologies of the self, governmentality and sociological issues including the perceived gap between Muslim values and those of the West. Coupled with these theoretical frameworks are …

A Guerra Como Trabalho Político: Como Utilizar As Ciências Sociais Para O Êxito Estratégico, Matthew J. Schmidt

Terrorist And Insurgent Unmanned Aerial Vehicles: Use, Potentials, And Military Implications, Robert J. Bunker
CGU Faculty Books
This manuscript focuses on the present threat posed by terrorist and insurgent use of unmanned aerial vehicles (UAVs) as well as associated future threat potentials. This work presents a counterintuitive analysis in the sense that armed drones are typically viewed as a component of America’s conventional warfighting prowess—not a technology that would be used against U.S. troops deployed overseas or against civilians back home. The emerging threat of such UAV use against the United States is investigated, and the unique analysis and creative approach related to the threat scenario variants generated are very informative. Hopefully, the larger implications posed by …

The rise of Islamic State has seen a rise in the threat and incidences of domestic terrorism. Sophisticated strategies are being used to target youth and draw them into the ideology of Islamic state and other terrorist groups. Two common strategies used by Islamic State are the use of propaganda tools as well as Neuro linguistic programming strategies. This paper looks at how these strategies were used through a longitudinal online ethnographic study on the social media site Facebook. Data collected revealed that these two strategies were used in a targeted manner and worked together in a symbiotic fashion to …

Intensity Based Interrogation Of Optical Fibre Sensors For Industrial Automation And Intrusion Detection Systems, Gary Andrew Allwood
Theses: Doctorates and Masters
In this study, the use of optical fibre sensors for intrusion detection and industrial automation systems has been demonstrated, with a particular focus on low cost, intensity-based, interrogation techniques. The use of optical fibre sensors for intrusion detection systems to secure residential, commercial, and industrial premises against potential security breaches has been extensively reviewed in this thesis. Fibre Bragg grating (FBG) sensing is one form of optical fibre sensing that has been underutilised in applications such as in-ground, in-fence, and window and door monitoring, and addressing that opportunity has been a major goal of this thesis. Both security and industrial …

The Commander In Chief's Authority To Combat Climate Change, Mark P. Nevitt
Faculty Articles
This Article first outlines the myriad national security threats posed by a changing climate, addressing the President’s and Congress’s powers to plan, study, and invest in climate-resilient infrastructure at military installations that are vulnerable to a rise in sea levels. Second, this Article asserts that climate change will stress and test persistent separation of powers concerns at home and abroad. Specifically, the President has less authority to protect military infrastructure domestically in the face of congressional intransigence, but has comparably greater authority as Commander in Chief to respond to climate-induced events abroad. Third, this Article argues that the threat of …

The best capabilities are usually achieved by having the latest technologies in defense systems. However, including the new, usually immature, technologies in a system design does not always easily result in achieving the capabilities at the right level, at an affordable cost, and in a timely manner. Many programs have suffered from immature technologies as cost overruns, late or no deliveries, and poor performance levels. Another impact of technology selection appears as obsolescence after the deployment of systems, or even before the deployment of the system. As the technologies of a system become obsolete, the cost of maintaining the system …
