From a modest four-man office in 1882 to a sprawling intelligence network by the 1940s, Scott A. Moseman traces the evolution of US strategic military intelligence through war, politics, and institutional transformation. Focusing on the Office of Naval Intelligence and the Military Intelligence Division, he reveals how competing visions from military leaders, government officials, and the public shaped the mission and identity of American intelligence agencies. This richly detailed history uncovers the roots of modern intelligence …

Hybrid Warfare: A Collection Of Scenarios, Adrian Borbély
DRI Press
Hybrid Warfare is nothing new but it has increasingly made the news - even if most of it remains beyond our awareness. Hybrid Warfare gathers all methods through which countries wage war against each other beyond traditional military, diplomatic and economic battlefields (cyber attacks, disinformation, transnational organized crime, appropriation of natural resources, lawfare, corruption, etc.). Such below-the-surface foreign aggressions are not limited to localized regions where armed forces shoot at each other trying to take each other’s positions. In hybrid warfare, society as a whole is the battlefield. In other words, hybrid warfare is not the concern of a few, …

Forecasting Budget Requirement For Indonesian Arms Modernisation With International Cost Escalation (Ice), Curie Maharani, Reyhan Noor, Sandy J. Pratama, Ganesh A. Wicaksono
Global: Jurnal Politik Internasional
In 2021, the question "How much is enough" emerged in national debate following the plan of the then Indonesian Defence Minister, Prabowo Subianto, to allocate 1.7 quadrillion Rupiah for military modernisation from 2020 to 2045. This article follows up on this debate by recommending a budget forecasting model for the weapons acquisition requirements of the Indonesian National Defence Forces (TNI) during the period 2025 to 2044. The model is built by considering International Cost Escalation (ICE), which is the increase in the unit cost of successive generations of similar weapons, causing a steady increase in the price of weapons systems …

Restoring The Organization For The Security And Cooperation In Europe’S Role In Human Rights And Security After Russian Invasion, Roman Nekoliak
Human Rights Brief
This Article diagnoses a systemic erosion of rights-based multilateralism driven by geopolitical realignment, reduced leadership by traditional human rights defenders, the rise of authoritarian coalitions, and the growth of transactional and securitized diplomacy. This Article argues that revitalizing the Organization for the Security and Co-operation in Europe (OSCE) around a rights-centered, cross-dimensional concept of security is essential to restoring both regional stability and the credibility of international human rights commitments. It places the war in Ukraine within broader patterns of democratic backsliding, institutional paralysis, and the rise of authoritarian governance, demonstrating how domestic repression and interstate aggression mutually reinforce one …

Europe In The Indo-Pacific - Implications For The United States, Joshua G. Zinicola
Graduate Theses/Dissertations
Within the last five years the Indo-Pacific has become a region of increasing interest to European NATO members. In particular, the United Kingdom, France, and Italy have assigned strategic importance for their national security to the region, signing cooperative agreements with regional allies of the United States and deploying significant forces to the region. These agreements include commitments to jointly develop new technologies and combat systems for employment in both Europe and the Indo-Pacific, such as the Global Combat Air Programme (GCAP), and the Trilateral security partnership between Australia, the United Kingdom, and the United States (AUKUS). They also include …

Deterrence Without Peace: Nuclear Weapons And The Rising Threshold Of Warfare, Catie Clarke
CISLA Senior Integrative Projects
Nuclear weapons fundamentally changed the international political landscape, leading to the emergence of deterrence theory and the notion of the Long Peace. This paper challenges these claims, arguing that nuclear weapons facilitated a more violent and volatile international system rather than stability. Drawing on constructivist theory, this paper develops the Threshold of Violence framework – a normative model which asserts that nuclear weapons elevated the perceived upper limit of tolerable violence in international politics. This raised threshold generated three trends in the nuclear era: increased frequency of proxy wars, escalating levels of benefactor involvement, and greater severity of conflicts fought …

Objectives: The purpose of this research project is to examine how nuclear deterrence intersects with the concept of security dilemma, i.e., when a state takes an action intended to increase its own security it may inadvertently create a risk or threat to another state and contribute to increased levels of tension. Fourth, how nuclear and conventional systems are becoming increasingly interconnected, which will serve to potentially amplify risks associated with these systems.
Methods: Utilizing a qualitative analytical approach of documents such as national strategy documents, defense policy statements and historical records of crises dating from 1945-2025, the study identifies four …

Social safety and social security are concepts that help explain a community's well-being by assessing how it manages and mitigate existing, or perceived, risks. However, these terms are often conflated, which can limit understanding, particularly in areas with unstable living conditions. This study explores both concepts in the context of residents living in slums. As the number of displaced people grows, slums and informal settlements are becoming increasingly common worldwide, making it essential to clarify these concepts. Residents of slums face numerous hazards, including crime, violence, inadequate housing, overcrowding, and limited access to essential services. To measure social safety and …

Gender As The Moral Framework Of War: Religious Discourse In Wartime Russia, Olga Vlasova Dr., Ulviyya Khalilova
Occasional Papers on Religion in Eastern Europe
The article explores how wartime religious discourse constructs the moral framework of war through gender rhetoric. Based on the critical discourse analysis of wartime public statements by Russian Orthodox and Muslim religious leaders (2022-2026), the study shows how gender can be used as a framework through which violence becomes meaningful and tolerable. It highlights that the discourse of masculinity provides precisely those moral categories (duty, sacrifice, and protection) which depict participation in war as a moral obligation. At the same time, femininity is primarily associated with the reproduction of social order through care, support, and motherhood, while remaining outside the …

Enhancing Military Health System Organizational Efficiency And Quality Of Care Through A Social-Ecological Framework, Eric L. Peipelman
College of Graduate Studies: Theses & Dissertations
Timely and fair adjudication of incivility-related actions within the Department of Defense (DoD) and Military Health System (MHS) is increasingly crucial for maintaining accountability, mission readiness, and quality of care. Ongoing delays in resolving workplace complaints and inefficiencies in resource-heavy adjudications highlight the need to shift from reactive complaint handling toward proactive civility promotion and transparent decision-making. This Integrated Learning Experience (ILE) introduces the Peipelman Civility Discussion and Assessment Toolkit (PCDAT)—a comprehensive, evidence-based framework designed to improve civility, optimize resources, and enhance communication, even in the MHS. Based on the Social-Ecological Model (SEM) and adapted from the Workplace Power and …

Nuclear Deterrence And Nuclear Modernization: A Strategic Analysis Of Global Nuclear Threats And U.S. Policy, Abraham Morland
Graduate Theses/Dissertations
The nuclear imperative comes from the idea that all three legs of the Triad must be retained to ensure a viable deterrent posture, provide flexibility in a response, and give decision makers options to create uncertainty in an adversary’s decision calculus. The nuclear imperative is the need to fund suggested shortfalls in the nuclear enterprise and modernize the U.S. Triad, not just one or two legs, but all three, due to the ever-increasing nuclear risk. To understand the current state in which the United States finds itself and the need for the nuclear modernization program, this thesis will review nuclear …

Drone Dichotomy: Investigating The Application Of Unmanned Aerial Systems For Offensive And Defensive Chemical, Biological, Radiological, And Nuclear-Related Tasks, Evan Jacob Martinovitch
Graduate Theses/Dissertations
This thesis investigates the application of unmanned aerial systems (UAS) for both offensive and defensive chemical, biological, radiological, and nuclear (CBRN) tasks to determine if they serve as a force multiplier on the modern battlefield. As CBRN weapons reemerge as realistic threats alongside the rapid proliferation of UAS, the intersection of these fields presents unique challenges and opportunities. Through a methodology that examines the history of the UAS-CBRN intersection, military doctrine, and the status of UAS technology, this research evaluates the capability of current and emerging UAS against specific CBRN delivery, reconnaissance and surveillance, and decontamination tasks. The analysis conducted …

Northern Luzon In A Taiwan Flashpoint: The Philippines’ Place In U.S. Strategy, Carson Keller
Graduate Theses/Dissertations
While the defense of Taiwan from a potential invasion by the People’s Republic of China (PRC) has long been a topic of debate and scrutiny in U.S. strategic thinking, the role of its southern neighbor, the Philippines, has received far less attention. This thesis argues that northern Luzon would constitute key terrain in a cross-strait conflict and may become an early target of People’s Liberation Army (PLA) operations. Its proximity to Taiwan and position along the Luzon Strait, particularly the Bashi Channel, places it at the center of efforts to control access to the hypothetical battlespace. Drawing on PLA and …

Fear, Memory, And Deterrence: Reassessing Nuclear Peace In The 21st Century, Nathan H. Schroeder
Williams Honors College, Honors Research Projects
This research investigates the paradox of nuclear peace theory: the idea that nuclear weapons, despite their destructive capacity, have contributed to a more stable global order. By tracing the historical development of nuclear arsenals and the strategic logic of deterrence, the project examines whether the post-1945 decline in large-scale wars between superpowers and wartime deaths can be attributed to the threat of mutual annihilation. It also explores the psychological and cultural consequences of this deterrence-based peace, including the normalization of fear and its potential link to desensitization toward violence in younger generations. From Cold War-era school drills to modern apocalyptic …

The Cleveland Browns are expanding their CrossCountry Mortgage Campus by 16 acres. This research seeks to answer a core question: How can the design of the new expansion support both crime prevention and effective crowd management for events drawing up to 6,000 guests? Additional research questions include identifying the safety risks associated and determining which evidence-based strategies are most appropriate. The main goal of this research is to ensure that the expanded campus is safe for all visitors. This work is motivated by the significant increase in daily activity that the expansion will bring, not only during major events, but …

Revenge Of The Interceptors? The Dod, Congress, And The Return Of Space-Based Missile Defense During Trump 45, Chad Mcelroy
CMC Senior Theses
The initiation of the Golden Dome for America program has brought space-based missile defense (SBMD) to the forefront of American national security policy and rekindled debates that had laid dormant since the administration of President Ronald Reagan. How, forty-two years after President Reagan first proposed the Strategic Defense Initiative, did SBMD return as a national priority? In lieu of public information about the ongoing Golden Dome initiative, this thesis explores the first Trump administration, otherwise known as Trump 45, in order to analyze the development of SBMD proposals by its proponents in Congress and the Department of Defense. I used …

Revisionist Political Coalitions, Queering, And The Transmission Of Violence, Tom Y. Inouye
CMC Senior Theses
This thesis examines the ways in which violent non-state actors (VNSAs), specifically revisionist political coalitions (RPCs), emerge from a state-centric international system that denies them access to formal avenues of political advocacy, legitimacy, and recognition. Challenging dominant portraits in international security that cast non-state-perpetrated violence as irrational or deviant, I argue that RPCs turn to brutality as a strategic response to exclusion produced by the Westphalian paradigm. Queer theory, particularly the concepts of legibility and strategic disidentification, is central to the reconceptualization of RPCs as “queered” political objects whose existence falls outside the normative boundaries of sovereignty and legitimacy.

Lessons Unlearned: Cultural Competence And The Limits Of U.S. Army Doctrine In Iraq And Afghanistan, Kylie W. Ha
CMC Senior Theses
This thesis examines how the absence of comprehensive cultural and linguistic competence within U.S. Army doctrine contributed to operational and ethical failures during the wars in Iraq (2003–2011) and Afghanistan (2001–2021). It focuses on the gap between doctrinal recognition of culture and language and the failure to institutionalize these elements as measurable, force-wide competencies. The thesis analyzes doctrinal publications spanning the period from 2001 to 2014 and finds that, while these publications increasingly acknowledged the importance of cultural awareness, language, and local context—particularly in counterinsurgency operations—these elements were not embedded as standardized requirements across training, planning, or evaluation. Iraq and …

China-U.S Relations: Techno‑Nationalism, Strategic Entrapment, And Taiwan., Prince Y. Munya Mr.

Abstract
This thesis examines how China–U.S. relations evolved from a manageable strategic rivalry into a more rigid and increasingly difficult form of competition after the Obama administration’s “Pivot to Asia.” It argues that traditional explanations such as power transition theory alone cannot fully explain the deterioration of the relationship. Instead, the study introduces the concept of techno-nationalism, where technological leadership becomes tied to national identity, economic security, and geopolitical power, particularly in areas such as semiconductors, artificial intelligence, and supply-chain security. Through historical analysis and policy tracing, the thesis develops the concept of strategic entrapment to explain how both Washington …
