Islamic State Online Recruitment: Narratives And Counter-Narratives, Makella Brems

This thesis looks beyond the sensationalized coverage of Islamic State and instead utilizes Islamic State materials as a window into the remote radicalization and recruitment process of susceptible English-speaking individuals in the West. This thesis considers Islamic State’s mode of operation in conjunction with the appeals made in its online materials to devise a framework for understanding how Islamic State materials interact with susceptible individuals. The framework lends insight into how the body tasked with creating counter-narratives within the U.S. State Department can more effectively disrupt the remote recruitment and radicalization process.

2017 marked the 20-year anniversary of the signing of the Anti-Personnel Mine Ban Convention, which laid the ground for coordinated mine action efforts worldwide. This treaty has become a reference agreement in both the humanitarian and disarmament fields. Today still, it provides an example of how international law can effectively contribute to a safer and more secure world. It is in this spirit that the GICHD continues to promote the universalisation and implementation of the different treaties relevant to mine action. Manipulating an opponent is nothing new to warfare, but what is new is the understanding behind modern tactics, psychology, and the how the two intertwine under real world circumstances. One modern tactic, particularly used by the Russian government, is called reflexive control. This hybrid warfare tactic is used to manipulate an opponent into unknowingly making decisions benefiting the manipulator while harming the opponent. Though executed through many outlets, reflexive control is aimed at flaws within the opponent's decision making process. The Islamic State of Iraq and Syria (ISIS) and its sympathizers utilize social media platforms to disseminate propaganda, radicalize audiences, and recruit foreign fighters. Some Western social media users are susceptible to these efforts. Although personal privacy and freedom of speech is largely protected by complex governmental limitations, the social media use of extremists sparked a national debate on how to protect American citizens. The purpose of this study was to assess the extent to which community colleges have implemented major post-Virginia Tech campus safety recommendations. In addition to gaining a comprehensive overview of the safety policies and practices in place, this study assessed if campus safety policy implementation levels at the community colleges correlated with institutional characteristics, and the internal and external forces that helped drive the implementation of these policies. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. This study highlights the core non-proliferation dilemmas we face and suggests an effective mechanism for reviving the spirit and the hope of the Non-Proliferation Treaty. An indispensable key to the treaty calls for a rethinking of what we believe should be referred to as its four pillars: disarmament, non-proliferation, peaceful uses of nuclear energy, and implementation of the 1995 Middle East Resolution. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. More specifically, through the examination of the case of Southeast Asia, the paper argues that these institutions, albeit without a specific and direct mandate to operate in the nuclear security domain, are fundamentally strengthening states’ capacity to assess risks and threats and to map vulnerabilities in timely fashion. The potential for a relatively non-advanced nation to covertly acquire a significant quantity of weapons-grade plutonium using a gas-cooled, natural uranium-fueled reactor based on relatively primitive early published designed is evaluated in this article. The economic and technical issues that would influence the design decisions of a covert ²³⁹Pu production program are considered.

Several unconventional uranium acquisition approaches were explored. Methods for extracting uranium from enrichment tails, seawater, and coal ash sources were considered.
