Understanding The Contribution Of Highway Investment To National Economic Growth: Comments On Mamuneas’S Study, Randall W. Eberts
Reports
This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. The paper then briefly summarizes the broad range of estimates from the literature to offer additional context. Finally, the paper offers …

Negative Effects Of Paternal Age On Children's Neurocognitive Outcomes Can Be Explained By Maternal Education And Number Of Siblings, Ryan D. Edwards, Jennifer Roff
Publications and Research
Background Recent findings suggest advanced paternal age may be associated with impaired child outcomes, in particular, neurocognitive skills. Such patterns are worrisome given relatively universal trends in advanced countries toward delayed nuptiality and fertility. But nature and nurture are both important for child outcomes, and it is important to control for both when drawing inferences about either pathway.
Methods and Findings We examined cross-sectional patterns in six developmental outcome measures among children in the U.S. Collaborative Perinatal Project (n=31,346). Many of these outcomes at 8 mo, 4 y, and 7 y of age (Bayley scales, Stanford Binet Intelligence Scale, Graham-Ernhart …

Deficits And Disaster, Ron Haskins
Brookings Scholar Lecture Series
The nation’s deficit path is unsustainable. The public debt is likely to increase by $1 trillion per year until 2020, and then increase at an ever increasing rate after that. Far from helping the nation address its exploding deficit, the last two administrations and every congress since 2000 have taken actions that have intensified the problem. It is time for Americans to face the high probability that due most fundamentally to their continuing demand for high spending and low taxes, sometime in the next decade or so one or more catastrophes will strike America. This presentation will lay out the …

Faculty Research - Newspaper and Magazine Articles
The devastation caused by the floods is unparalleled in Pakistan’s history. It has come at a time when Pakistan is already contending with the enormous losses incurred in fighting the terrorists and a global economic crisis.
No country with the resources and capacity of Pakistan could have been expected to meet the assault on the economy by these shocks. Pakistan’s response will depend upon the degree of stimulus provided by both the domestic and international community. Over the next few months, coordinated relief efforts to provide food, safe water and hygienic living conditions will have to be accelerated. As the …

Interdependent Preferences And Strategic Distinguishability, Dirk Bergemann, Stephen Morris, Satoru Takahashi
Cowles Foundation Discussion Papers
A universal type space of interdependent expected utility preference types is constructed from higher-order preference hierarchies describing (i) an agent’s (unconditional) preferences over a lottery space; (ii) the agent’s preference over Anscombe-Aumann acts conditional on the unconditional preferences; and so on. Two types are said to be strategically indistinguishable if they have an equilibrium action in common in any mechanism that they play. We show that two types are strategically indistinguishable if and only if they have the same preference hierarchy. We examine how this result extends to alternative solution concepts and strategic relations between types.

The Oecd And Economic Governance: Invisibility And Impotence?, Richard Woodward
Books/Book Chapters
Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination. Ultimately, however, the proliferation of international mechanisms of governance and the internal politics of the …

Findings From A Study Of The Working Well With A Disability Program, Catherine Ipsen, Charles Asp, University Of Montana Rural Institute
Employment
People with disabilities are employed at a rate of 36.9%, compared to 79.7% for people without disabilities (Erickson & Lee, 2008). Lack of accessible transportation, social insurance disincentives, and negative attitudes by employers are cited reasons for this disparity. People with disabilities also describe secondary health conditions as a barrier to employment (Ipsen, Seekins, & Arnold, in press; Kaye, 2009). Secondary conditions are health issues that are intensified by primary disability, including conditions such as chronic pain, fatigue, pressure sores, weight problems, and depression. Because access to health promotion programs typically occurs at the worksite, it’s troublesome that secondary conditions …

The Impacts Of Wind Power Development In Maine 2003-2010, Charles Colgan
Economic Impact Analysis
The development of wind power in Maine has emerged as a significant economic opportunity in the past several years, providing one of the few growing sectors in the latter half of the last decade. The impact of this development has been estimated in regulatory filings before, but has not been examined in detail using data on actual expenditures for wind power development. This report examines the economic impacts of three major wind power projects: Mars Hill in Aroostook County, Stetson Mountain in Washington County, and Kibby Mountain in Franklin County. (Stetson and Kibby were undertaken in two phases) These projects …

Concurrent Sexual Partnerships Do Not Explain The Hiv Epidemics In Africa: A Systematic Review Of The Evidence, Larry Sawers, Eileen Stillwaggon

The notion that concurrent sexual partnerships are especially common in sub-Saharan Africa and explain the region’s high HIV prevalence is accepted by many as conventional wisdom. In this paper, we evaluate the quantitative and qualitative evidence offered by the principal proponents of the concurrency hypothesis and analyze the mathematical model they use to establish the plausibility of the hypothesis.
We find that research seeking to establish a statistical correlation between concurrency and HIV prevalence either finds no correlation or has important limitations. Furthermore, in order to simulate rapid spread of HIV, mathematical models require unrealistic assumptions about frequency of sexual …

The Ties That Binds: Colonies , Culture And Education Among Immigrants, David Ortmeyer, Aaron Jackson, Michael A. Quinn

There is concern among many policy makers of a dual problem: too many immigrants overall but not enough highly-skilled immigrants. Using recently available data we examine the factors which influence both the quantity and average educational level of immigrants in OECD countries in 1990 and 2000. We find that geographic proximity and former colonial relationships positively influence the overall number of immigrants but are negatively related to immigrants’ average educational level. By contrast, variables such as greater economic freedom, more generous asylum policies, and a common language and religion increase both the quantity and educational level of immigrants. More highly …
