The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. The Appalachian Regional Development Act of 1965 is one of the longest serving place-based regional development programs in the U.S., and is the largest in terms of geographic scope. I use county-level data from the 1960 thru 2000 Decennial Censuses to evaluate the effect of ARDA on poverty rates and real per capita incomes in Appalachia. The intent to treat parameter is identified in a difference-in-difference-in-difference framework by comparing outcomes in Appalachia to her border counties. The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

This report describes a preliminary version of an Upjohn Institute database that covers the economic development potential of different industries and occupations in Michigan’s regions. The MERIOD (Michigan Economic Region Industrial and Occupational Development) database surveys specialized industries and high-growth industries in each of the fifteen metro areas. It identifies export- based industries to the six-digit NAICS level and explores recent growth trends in these industries in both the Michigan metro area and at the national level.

The authors completed a net impact evaluation of the “Within Reach” component of the Goodwill Industries of Greater Detroit program (Moving Men and Women to Economic Independence). This program provided employment-related support services to disadvantaged adults as coordinated by WorkFirst. The net impact evaluation estimated the contribution of the program to the employment outcomes of the participants. It constructed comparison groups of individuals who were similar to the program participants, but who did not participate in the program. The net impact analysis focused on three employment-related outcomes: finding a job, retaining a job (workforce attachment), and earnings.
