The State of Michigan is facing a $925 million budget deficit in Fiscal Year 2004 which began in October 2003. This research brief summarizes the findings of an analysis of the potential economic impacts to the state's economy of the following three budgetary policy options: 1. Eliminate the deficit by cutting state spending by $925 million. 2. Raise sufficient revenues to balance the state's budget by increasing the state's personal income tax rate to an estimated 4.7 percent. 3. Delay for one year the scheduled roll back of the state's personal income tax rate from 4.0 percent to 3.9 percent. …

In the last twelve years, interest has steadily grown in self-employment for people with disabilities. In part, this is due to research showing that people with disabilities report self-employment at a higher rate than the general population, and that 20-25 percent of participants in special “Choices” demonstration projects funded by the Rehabilitation Services Administration were interested in starting businesses. In light of persistently high unemployment rates among people with disabilities, it appears that many have chosen to pursue self-employment. The development of wind power in Maine has emerged as a significant economic opportunity in the past several years, providing one of the few growing sectors in the latter half of the last decade. The employment impact of this development has been discussed in regulatory filings before, but has not been examined in detail using post-construction data on actual wind power projects. This report examines the employment impacts of three major wind power projects: Mars Hill in Aroostook County, Stetson Mountain in Washington County, and Kibby Mountain in Franklin County. The dramatic government takeover of Fannie Mae and Freddie Mac in September, 2008 was motivated in part by a desire to ensure a continued flow of credit to the mortgage market. This study examines a closely related issue: the extent to which GSE activity crowds out mortgage purchases by private secondary market intermediaries. Evidence of substantial crowd out suggests that government support for the GSEs may be less warranted, whereas the absence of crowd out implies that GSE loan purchases enhance liquidity.

We explore the relationship between input–output accounts and the national revenue function. The generalized inverse of an economy’s technology matrix carries information relating changes in endowments with changes in outputs; its transpose relates output prices and factor prices. Our primary theoretical contribution is to derive an economy’s revenue function for an arbitrary Leontief technology. Our main empirical contribution is to compute the national revenue function for the American economy in 2003 and to describe its properties. We implement our ideas using two different models: one where all factors are mobile and another with sector-specific capital.

Time variations in expected returns are related to the business cycle. Evidence shows that expected returns are higher in economic recessions, since investors are less willing to hold risky assets, and lower in economic booms. This suggests that time variations in equity premiums should be accounted for by variables related to the business cycle. Being able to model equity premiums helps investors optimize their portfolios. Therefore, we develop a conditioning macroeconomic variable that captures time variation in risk premium across business cycles and we test its predictive power for future market returns. This paper studies large deviation properties of the generalized method of moments and generalized empirical likelihood estimators for moment restriction models. We consider two cases for the data generating probability measure: the model assumption and local deviations from the model assumption. For both cases, we derive conditions where these estimators have exponentially small error probabilities for point estimation.

We re-examine the link between changes in housing wealth, financial wealth, and consumer spending. We extend a panel of U.S. states observed quarterly during the seventeen-year period, 1982 through 1999, to the thirty-one year period, 1978 through 2009. Using techniques reported previously, we impute the aggregate value of owner-occupied housing, the value of financial assets, and measures of aggregate consumption for each of the geographic units over time. We estimate regression models in levels, first differences and in error-correction form, relating per capita consumption to per capita income and wealth. This paper studies moderate deviation behaviors of the generalized method of moments and generalized empirical likelihood estimators for generalized estimating equations, where the number of equations can be larger than the number of unknown parameters. We consider two cases for the data generating probability measure: the model assumption and local contaminations or deviations from the model assumption. For both cases, we characterize the first-order terms of the moderate deviation error probabilities of these estimators. Being Surveyed Can Change Later Behavior And Related Parameter Estimates, Alix Peterson Zwane, Jonathan Zinman, Eric Van Dusen, William Pariente

Does completing a household survey change the later behavior of those surveyed? In three field studies of health and two of microlending, we randomly assigned subjects to be surveyed about health and/or household finances and then measured subsequent use of a related product with data that does not rely on subjects' self-reports. In the three health experiments, we find that being surveyed increases use of water treatment products and take-up of medical insurance. Frequent surveys on reported diarrhea also led to biased estimates of the impact of improved source water quality. In two microlending studies, we do not find an …

The 1790 edition of Adam Smith’s Theory of Moral Sentiments presents significant changes from the 1759 edition. In the 1790 edition Smith seems critical of the moral consequences of commerce. By focusing exclusively on the approbation generated by showing of material possession, I propose that the 1790 edition is just an updated edition of the 1759, and does not represent a change of mind Smith had. Writing The Wealth of Nations Smith realizes the constraints in poor pre-commercial societies are diferent from the constraints in rich commercial societies and therefore behaviors and consequences will differ. The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. The IRC program and the MEP are charged with helping manufacturing in general, and small to midsized manufacturers in particular, improve their competitive position.
