The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

Transitioning the Energy Sector from fossil fuels to renewable energy is perhaps the biggest opportunity to sustainably mitigate climate change. This paper presents a multi-tier holistic framework to score and visually represent the key features of sustainability that could influence the long-term success of the energy transition in different social, ecological, and economic contexts. Because of the pandemic, the future feels difficult and uncertain, and few of us have much control over it, beyond doing our best to keep ourselves informed and those around us safe. The result is a lot of unhappy people. Gallup survey data show that pessimism about the future of the pandemic in the U.S. is rising. This is infecting our general outlook. This article explains on how one local government and health department successfully communicated during the pandemic and even increased community engagement. This was done through encouraging a sense of community ownership.

In April of 1995, the Royal Canadian Mounted Police (RCMP) launched their second ever “Mr. Big” operation: one that involves an intricate interrogation technique designed to elicit a confession from suspected criminals in cases where physical evidence cannot link the accused to the crime. The targets of this operation were suspected murderers Sebastian Burns and Atif Rafay. The highly publicized case was discussed extensively through traditional news coverage, as well as in various stories of the true crime genre.
