Policy Coherence And Private Sector Development In Egypt: Aligning Governance Reforms With Development Finance, Shereef El Tanahi

Despite record volumes of development finance flowing into Egypt, the private sector, particularly its micro, small, and medium enterprises, has yet to experience the broad-based growth these investments were designed to catalyze. Between 2020 and 2025, international development partners committed more than 15.6 billion dollars to Egypt's private sector, yet private investment remains a modest share of the national economy, and most domestic firms continue to face severe barriers to credit.

The growing use of Generative Artificial Intelligence (GenAI) and AI-assisted tools in journalism raises governance questions concerning accountability, human oversight, transparency, verification, editorial responsibility, and implementation. In Egypt, these issues arise within an emerging but fragmented governance environment that includes national AI guidance, media regulation, professional self-regulation, and developing newsroom practices. This study examines how these arrangements can be integrated into a coherent national sector-specific policy framework for GenAI and AI-assisted journalism.

ABSTRACT. Decentralized archipelagic states face governance challenges in translating national security frameworks into localized institutional practices. This paper analyses the formalization of coastal community participation into maritime security governance in Batam, Indonesia through multi-layered political mechanisms. The study uses a qualitative case study design incorporating insights from securitization theory and multi-level governance frameworks. Data were collected between March and July 2025, comprising 18 semi-structured interviews, policy document analysis, mapping of institutional coordination, and field observations. The findings reveal a persistent multi-level securitization gap: national threat narratives, particularly those articulated in terms of sovereignty, have not been proportionally translated into regional …

Public online communication has increasingly included violence-related content that is meme-based, ironic, visually stylized, multimodal, and only partially ideological. This comprehensive literature review synthesized research on online extremism, extremist memes, toxic multimodal content, dehumanizing digital communication, nihilistic violent extremism, warning behaviors, platform affordances, and youth-facing online environments. The purpose was to clarify what the literature had established; identify where the scholarship remained fragmented; and map research domains relevant to social, behavioral, public safety, and human services scholarship. Pilot fatigue remains a persistent systemic operational hazard in commercial aviation because it can degrade attention, reaction time, decision-making, and crew coordination during safety-critical phases of flight. Although regulatory duty-time limits and Fatigue Risk Management Systems provide baseline protections, these controls rely heavily on voluntary reporting and post-event analysis, which may fail to detect fatigue in real time. Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. Racial health inequities remain among the most persistent forms of health disparity in the United States, despite decades of policy efforts to eliminate them. African Americans, in particular, continue to experience disproportionately poor health outcomes rooted in generations of institutional racism and in inequities in the social determinants of health, income, wealth, education, housing, and access to care, disparities that the COVID-19 pandemic further exposed and intensified. These enduring, structurally produced harms strengthen the case for reparative investment as a potential intervention.
