Pilot fatigue remains a persistent systemic operational hazard in commercial aviation because it can degrade attention, reaction time, decision-making, and crew coordination during safety-critical phases of flight. Although regulatory duty-time limits and Fatigue Risk Management Systems provide baseline protections, these controls rely heavily on voluntary reporting and post-event analysis, which may fail to detect fatigue in real time. The purpose of this project was to design and evaluate an artificial intelligence-enabled fatigue monitoring concept intended to reduce undetected pilot fatigue risk within the airline Safety Management System framework. This project examines the space security cooperation between two states that are frequently grouped together in discussions of U.S. allies in the Asian region, largely due to the trilateral alliance between the US, South Korea, and Japan. Within this framework, particular attention is given to what some scholars identify as the “weak link” of the alliance: the relationship between South Korea and Japan. Focusing on the space domain as an emerging area of strategic importance, this paper asks when and how states with historically tense relationships engage with one another in space. Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. Comparative analysis indicates that market-only subsidies leave severe equity gaps, whereas immediate single-payer transitions pose substantial fiscal and administrative risks. …

The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. From both theoretical and domestic and international practical perspectives, this study analyzes the connotation and classification of demand-oriented basic research. It examines the expenditure structure, main pathways, and major existing problems of demand-oriented basic research in China. Based on three levels—strategically guided systematic basic research, frontier-guided exploratory basic research, and market-oriented applied basic research—it categorizes and studies the funding mechanisms and organizational models of demand-oriented basic research in combination with practice, and provides relevant suggestions for improving the quality enhancement mechanisms of demand-oriented basic research.
