On the morning of 26 August 2026, the mountains above Nepal’s northern frontier delivered a disaster of almost unimaginable speed and scale. A massive mass of ice, rock, and sediment detached in the high Himalayan terrain near the Nepal–Tibet border, descended roughly 1,200 metres, interacted with the Lhende Khola system, and generated a debris-rich flood that surged through the Bhote Koshi and Trishuli river corridors, destroying settlements, markets, roads, bridges, hydropower facilities, and an international border crossing and transforming them into fields of mud, boulders, and wreckage within minutes (ICIMOD, 2026b; Reuters, 2026a). As data center development accelerates in the western U.S, there are growing concerns about impacts to land, water, and air. This is especially true in rural communities, where development is rapidly increasing and communities have fewer resources. Broadly, data centers increasingly face vocal opposition from siting communities, who are concerned about water use, energy demand, and air quality. However, the impacts of data centers are highly context specific and localized, depending on regional energy availability, cooling technologies, and, increasingly, state-specific regulations.

Busoga, Uganda's most sugarcane-intensive sub-region, hosts seven mills and an expanding outgrower economy, yet remains among Uganda's most food-insecure areas, with over half of its households food-insecure. This study examined how governance of climate change and sugarcane expansion shapes capabilities for food access, land tenure, and decision-making among women, youth, and land-poor households in Jinja and Buyende.
The study developed an integrated CA-CEP-RFS framework, combining the Capability Approach, Comparative Environmental Politics, and the Resilient Food Systems framework, with Sen's Entitlement Framework bridging capabilities to production, trade, own-labor, and transfer entitlements. As Nepal urbanizes, expands infrastructure, strengthens local governments, and explores deeper connectivity with India and China, climate change is increasing floods, landslides, heat, and water insecurity. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. The central challenge for Nepal is no longer just to accommodate growing towns and cities, but to build settlements that are safe, productive, environmentally resilient, and capable of sustaining long-term prosperity.

Sea-level rise poses a significant threat to coastal communities worldwide, yet understanding of how governance systems respond to this slow-onset hazard remains limited. This qualitative study examined how state and local government officials in South Carolina perceive sea-level rise risks and develop adaptation strategies in coastal tourism destinations.
Drawing on Resilience Theory and employing a phenomenological interviewing approach, this research analyzed perspectives from three South Carolina Office of Resilience officials and five local officials responsible for Myrtle Beach, Charleston, and Hilton Head Island. Data were analyzed using Reflexive Thematic Analysis.

This dissertation investigates how institutional communication, state bureaucracy, and Indigenous sovereignty intersect within Rhetoric and Writing Studies (RWS) and Technical and Professional Communication (TPC). Current TPC research increasingly focuses on social justice; however, the field still lacks ethical frameworks to deal with the complicated dynamics of transnational Indigenous Environmental Justice Communication (IEJC). This study addresses this gap by examining how two distinct Indigenous communities - the Tharus of Chitwan, Nepal, and the Ysleta del Sur Pueblo Tigua Indians of El Paso, Texas - communicatively navigate, contest, and resist state environmental policies.

The governance of new pollutants has been becoming a critical strategic demand for the high-quality development of China. The policy will be further advanced during the coming National 15th Five-Year Plan period. Fine particulate matter (PM₂.₅) poses significant risks to human health and disproportionately affects marginalized communities in urban environments (World Health Organization [WHO], 2021; Tessum et al., 2021). Using low-cost mobile sensors, this study explored spatiotemporal PM₂.₅ concentration patterns along a north–south transect of Halsted Street in Chicago. A 2B Technologies Portable Aerosol Monitor (PAM) mounted on a bicycle was used to continuously record PM₂.₅ concentrations with associated GPS coordinates at approximately two-second intervals during 16 sampling events between 08-12-2025 and 10-05-2025. Jakarta, a densely populated delta city and Indonesia's former capital undergoing post-relocation transformation, faces escalating climate change impacts, including land subsidence and tidal flooding. Annual subsidence rates of 5–25 cm in northern areas and recurrent tidal floods, including the December 2025 event, pose significant threats to urban sustainability and economic stability. This study employs a qualitative descriptive–analytic approach using a single-case study of Jakarta. We examine the relationship between climate-related disasters and subsequent county-level aggregate employment and earnings. We combine earnings and employment data from 2000 to 2023 with data on disasters to estimate local projection impulse response functions relating extreme disaster events to cumulative percent changes in employment and earnings. On average, disasters appear to reduce employment growth three to five years post disaster. There are small positive impacts on earnings. These results are largely driven by responses to hurricanes and tropical storms. This thesis identifies a critical gap in U.S. EV policy: current federal legislation regulates where batteries are sourced but not how cleanly or ethically they are produced. Flooding in coastal communities is shaped by the interaction between natural systems and urban development. Chatham County, a low-elevation region in the Savannah, Georgia metropolitan area along the eastern coast of the United States, is prone to coastal storms and frequently affected by flooding. This study examines the flow of value in ecotourism at Lekki Conservation Center (LCC) in Lagos, Nigeria, using a political ecology framework to analyze how economic benefits, participation opportunities, and environmental impacts are distributed among different community groups. Drawing on semi-structured interviews with 16 community members, participant observation, and photographic documentation, the study investigates how surrounding communities perceive and experience ecotourism, how revenue is understood to be distributed, and in what ways communities are included in or excluded from conservation decision-making.
