Portsmouth, Ohio, is an Appalachian city with a long history as a member of the U.S. manufacturing production hierarchy with a large working class population. Its largest manufacturing employers were shoe and steel companies. Historically, Portsmouth depended on manufacturing jobs for its economic survival. During the late 3 I 970s and early 1980s, Portsmouth's manufacturing base was diminished due to the deindustrialization process. This structural transformation affected the total population involved in the manufacturing jobs and yielded a city that depended on outside forces for its economic livelihood. Portsmouth moved into a state of dependent deindustrialization and community strain. When …

Isolated Ramp Metering Feedback Control Utilizing Mixed Sensitivity For Desired Mainline Density And The Ramp Queues, Pushkin Kachroo, Kaan Ozbay, Donald E. Grove

This paper presents a feedback control design for isolated ramp metering control. This feedback control design, unlike the existing isolated feedback ramp controllers, also takes into account the ramp queue length. Using a nonlinear H∞ control design methodology, we formulate the problem in the desired setting to be able to utilize the results of the methodology.

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

Throughout Europe there are many examples of the redevelopment of rail stations to include significant commercial development as well as the rebuilding of the stations themselves. In Ireland such development is in its infancy with the only major mixed station/commercial development to date being the concourse and office development at Connolly Station in Dublin. The potential of stations for commercial development may be limited by their location, the limited extent and capacity of the rail network and the attitude of the property industry to these locations. However, the potential of these locations in Dublin City may be about to change. …

Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull
The Journal of Sociology & Social Welfare
This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.
Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the second report that forecasts future enrollments for the Portland Public Schools. The first report (dated July 2000) was based on October 1999 enrollments; this report relies on October 2000 enrollments. The construction of Interstate 10 on North Claiborne Avenue in the mid-1960s is seen by many in the historic downtown New Orleans neighborhoods of Treme and the Seventh Ward as a pivotal event in the life of their community. For many years, North Claiborne, with its broad, oak-lined median, had served as an anchor for the social, economic, and cultural life of this predominantly Creole and African American community.

Factors Affecting Academic Performance Of Students In A Private College, Aw Seng Hong

This study investigates the relationships between socio-demographic and behavioral factors and academic performance of students at pre-university level in a private college. The subjects for this study are students pursuing Cambridge 'A' Level and South Australian Matriculation (SAM) courses at the college. The findings of this study show that past academic achievement (SPM aggregate) is the most important factor determining the performance at pre-university level. Those who obtained good SPM results tend to excel at pre-university level. Examination results also vary widely according to the socio-demographic characteristics of the students. Children of highly educated parents tend to perform better in …

This report provides a 2005-2015 school Enrollment Forecast for Horizon Christian School by grade level, and includes background demographic information and analysis for Horizon Christian School’s market area. The market area for this study consists of Northern Wasco County and Hood River County School Districts in Oregon, and White Salmon School District in Washington. Horizon Christian School, offering grades pre-kindergarten through 12, is located in the city of Hood River and its classrooms are located in rented spaces at three different sites throughout the city. This report provides a student enrollment forecast, including background demographic information and analysis, for Lower Columbia College (LCC). The report considers several factors that are likely to affect the College’s enrollment between 2000 and 2010, including and the geographical areas within and surrounding the service district (Cowlitz and Wahkiakum Counties, the cities of Longview, Kelso, Woodland and others in the vicinity). Five different scenarios of population, housing, and enrollment participation changes were developed to demonstrate their effects on enrollments. Inner-city business development is often proposed as a solution to inner-city poverty. However, research evidence suggests that creating new jobs in the inner city is unlikely by itself to significantly increase the employment or earnings of the inner city poor. Public subsidies for inner city business development may be justified by greater environmental, congestion, and fiscal benefits of inner city vs. suburban business location decisions. The research evidence suggests that some boost in inner city business development may be provided by a combination of economic development incentives with enhanced public services. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

Urban Violence Among African American Males: Integrating Family, Neighborhood, And Peer Perspectives, M. Daniel Bennett Jr., Mark W. Fraser
The Journal of Sociology & Social Welfare
Even though rates have declined in recent years, violence is a serious problem in many American cities. This paper reviews recent perspectives on violence among young, urban African American males. Special attention is afforded the "father absent" hypothesis, the effect of poverty, the character of neighborhoods, the roots of self-efficacy, and peer influence, particularly the influence of street codes. The latter are argued both to regulate some situational behavior and to promote the use of violence in disputes over social status, drugs, and money. The authors discuss implications for policy and community development.

A new niche business has increased in the United States from a handful of private van services in 1992 to almost 250 nationwide. Referred to by many as "kiddie cabs," these private business are more than buses, iii that, they will chauffeur children to after school activities, the dentist, school, and anywhere else that children need to go.

In order to better understand the effects of condominium conversions, this study explores the nature and extent of the conversion trend, and its social impacts on the Vieux Carré neighborhood. The increasing number of conversions in the Vieux Carré, also known as the French Quarter, has been the focus of recent controversy and has been perceived by many residents as a threat to the viability of the historic district as a neighborhood. The purpose of this project is to evaluate the response of coastal community comprehensive plans to the threats posed by sea level rise. The communities evaluated are Chincoteague, VA, Ocean City, MD, and Rehoboth Beach, DE. The results of the evaluations illustrate to what extent these communities are prepared to deal with sea level rise and provide a basis for recommendations to improve plan quality. The level of community risk and the components of the individual comprehensive plans are evaluated using new models created for this project. Updating and maintaining Geographic Information Systems-Transportation data (GIS-T data) is proving difficult. Different database formats needed to support diverse applications leads to inconsistencies and inaccuracies, and duplication in updating. A clearinghouse approach is recommended for the collection and dissemination of new transportation features that can be segmented in different ways to meet the needs of various applications and inserted to update existing GIS-T databases. The clearinghouse approach is advantageous in that it is based on collecting data about new or changed transportation features once and uses the data many times to update existing databases.
