Neighborhood Voices: Getting It Together -- Connecting Local Neighborhoods And National Advocates, Anne Pasmanick, National Neighborhood Coalition

This report, focusing on the national relationship to local organizations, local and regional coalitions, and the forging of complementary relationships, shows that the work of advocates based in Washington can be bolstered by a renewed immersion in the day-to-day challenges of "local" groups. The frustrations of the "local" groups can be mitigated with a deeper appreciation of the constrained realities of federal advocacy in a period of devolution, retrenchment in social services and relentless assault on the role of government in providing basic supports for people and their communities. CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

This paper supplements reports and data released on the coastal and ocean economy of the United States by the National Ocean Economics Project. It provides a discussion of the relevant literature involved in the investigation of the ocean and coastal related economy, the theoretical background of measures such as gross domestic and gross state product, and provides details on sources, methods, assumptions, and limitations of the data provided by NOEP.

Lo primero que llama la atención es que todos reclamamos seguridad ciudadana. ¿Por qué no existen opositores? ¿Por qué no se ha logrado disminuir la violencia y más bien sigue ofreciendo? Mucho más cuando todos estamos absolutamente de acuerdo con esta propuesta. Me da la impresión que es un tema relativamente parecido a los de descentralización, democracia, derechos humanos o desarrollo económico a los que nadie se opone.

Finding And Keeping Affordable Housing: Analyzing The Experiences Of Single-Mother Families In North Philadelphia, Susan Clampet-Lundquist

The location, availability, and quality of housing shapes one's social networks, affects access to jobs, and impacts on social relations within the housing unit. However, access to affordable housing is limited for a significant portion of the population in the urban United States. In this study, I interviewed eighteen African-American and Puerto Rican single mothers in two low-income neighborhoods of Philadelphia about how they create and maintain their housing arrangements. Within the constraints of an affordable housing shortage, women told me how they struggle to share housing with others, rehab abandoned properties, live in substandard housing, and remain in unsafe …

In cooperation with the Human Relations Foundation of Chicago (HRF), CURL and the Jane Addams Hull House examined inequalities among racial and ethnic groups in Chicago. Drawing from a broad range of existing data sources, researchers documented areas of reduced inequality as well as other areas of persistent inequality.
Minding the Gap: An Assessment of Racial Disparity in Metropolitan Chicago examines seven quality of life measurements: income, wealth and employment, education, housing, transportation, health, the lives of children and the criminal justice system. ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …

Research Note: Determinants Of Bus Dwell Time, Kenneth Dueker, Thomas J. Kimpel, James G. Strathman, Steve Callas

This research note reports an analysis of dwell times at bus stops using archived Automatic Vehicle Location/ Automatic Passenger Counter (AVL/APC) data reported at the level of the individual bus stop. The data provide a large number of observations that serve to better understand the determinants of dwells, including analysis of rare events, such as lift operations. The analysis of bus dwell times at bus stops is applicable to TriMet, the transit provider for the Portland metropolitan area, and transit agencies in general. The determinants of dwell time include passenger activity, lift operations and other effects: low floor bus, time …
