This research examines the historic spatiality of commercial sex‑work in New Orleans by analyzing targeted addresses associated with the trade across three census years. Using the establishment and closure of Storyville (1897–1917) as a temporal frame, it compares demographic patterns in dwellings labeled as “houses of ill fame” in 1880, 1900, and 1920 to trace changes in household composition and social identity. Sanborn Fire Insurance Maps, newspapers, and city directories contextualize these patterns within three ten‑year intervals (1875–1885, 1895–1905, 1915–1925), revealing how sex‑work spaces were regulated, represented, and embedded in the urban landscape. In this moment of societal change and institutional capture, public educational institutions have become sites of contention where national ideological and political debates are carried out in local school and library board meetings across the country. In Louisiana, the creation and expansion of a statewide conservative organization has led to the defunding of public libraries sparked by accusations of grooming and inappropriate programming. In response, local library defenders have created another statewide organization to share information and organizing strategies to combat disinformation campaigns propagated by conservative organizers at local and state levels. This dissertation is a case study of New Orleans East, a collection of diverse suburban neighborhoods that comprise the easternmost part of New Orleans. This interdisciplinary research study chronicles the growth and decline of “The East” to more generally understand the challenges facing Black middle-class suburbs. Decades-long mischaracterizations and overstated negative perceptions of The East persist, unjustly and unceasingly detracting from economic development and prosperity and exacerbating the inequities that have long plagued the city’s Black residents. This study investigates the conflict that often develops between historians who aim to reveal difficult history or correct a biased view of history and influential stakeholders who possess the agency to maintain historic silences or a skewed version of history. Six subtopics are found throughout homeless-related literature including definitions of homelessness, mental health, substance abuse, policy, housing models, and COVID-19. Through conduction of 323 homeless lived experience surveys across 15 diverse cities in the United States, this research has found assumptions and conclusions between firsthand perspective and literature’s subtopics. A major gap in literature exists with the inclusion of lived experience, as this was routinely an emphasized response from the homeless population themselves. This thesis assesses how Tulsa, Oklahoma grew to utilize tax increment financing (TIF) to produce economic activity in Tulsa’s historic downtown area. Specifically, how the creation, history, and maintenance of ONEOK Field, a $60 million, 6,000-seat sports venue in Tulsa’s historically African American neighborhood became the catalyst for Tulsa’s current TIF policy. In 2015, New Orleans opened the Lafitte Greenway, a linear urban bike path. The Lafitte Greenway follows the footprint of the Carondelet Canal, a historic shipping channel developed in the late-eighteenth century. While it was created as a public resource, the Carondelet Canal became a thriving residential and commercial corridor during New Orleans’ antebellum period, accompanied by public spaces in which class- and race-based hierarchies were produced, contested, and reimagined. Using New Orleans as a case study, this thesis explores the conflation of vehicle probe data with various vessel datasets to characterize the interactions between container vessels and motor vehicles as it relates to interstate congestion in a port city. The case study investigates the impact of container vessel presence/size, fluctuations in container volumes, and container on barge services on roadway congestion. The exploration relies on comparing different conditions using cumulative distribution functions and the Innovative Trend Analysis. This study examines the applicability of Michael Lipsky’s (1980) concept of “street-level bureaucracy” to the profession of social work in 2019. Street-level bureaucrats are public service workers “who interact with citizens in the regular course of their jobs; have significant independence in decision making, and potentially have extensive impact on the lives of their citizens” (Lipsky, 1980:3). The influx of immigrant Sicilians into southeastern Louisiana in the nineteenth century resulted in a parallel rise of the French Quarter as a culinary destination. Through an analysis of menus, recipe books, city directories, newspapers and census rolls, this work maps the growing influence of Sicilian farmers, vendors, and restaurateurs on New Orleans foodways. This study seeks to understand how local and national newspaper articles and African American residents frame obstacles to returning to New Orleans after Hurricane Katrina. It explores how recovery planning processes and policy changes influenced the decision-making processes of African Americans displaced to Houston through a content analysis of the media and qualitative interviews with displaced and returned residents. The study shows the media and participants framed disaster recovery policies as creating opportunities and gaps in assistance that varied by location. How we develop cities in the twenty-first century remains a subject of contentious debate worldwide. As neoliberal strategies are implemented in redevelopment projects, public safety nets are reduced and low-income communities of color in declining urban neighborhoods become particularly vulnerable. This multiple case study seeks to understand the experiences of post crisis urban redevelopment for low-income communities of color in 5 major U.S. cities.
