The goals of policy analysis include understanding the objectives of public policies, ascertaining how to structure policies to influence behaviors and fulfill stated policy objectives, and creating improved policy-making processes. Identifying underlying values that influence the behaviors and attitudes of policy makers and stakeholders is crucial to fully understanding public policies, and analysis procedures that seek to explore values should be operationalized within policy-making processes.

Over the past decade, the adoption of Advanced Public Transportation System (APTS) technology has been motivated by transit providers’ desire to improve service reliability as well as to identify potential savings from improvements in scheduling and service planning. Casey (2000) reports that Automatic Vehicle Location (AVL) systems, a cornerstone of APTS, have been deployed by 61 transit agencies as of 1998.

This article assesses late-20th- and early-21st-century Portland, Oregon's distinctiveness as a city that supports education, environmental quality, and civic pride. Rated highly in such indicators as libraries, parks, voter turnout, and newspaper readership, Portland has enjoyed its reputation for having a high degree of "social capital" and civic activism. On the other hand, the quality of life has come at the expense of urban growth, weak labor unions, and a loss of local businesses taken over by national corporations. Its success, however, rests on strong public support for the community and a sense of pragmatism rather than ideology.

This study examined Wilson's hypothesis that economic restructuring accompanied by spatial redistribution of employment opportunities coupled with rising skills requirements for employment provide an explanation for the increasing concentration of metropolitan area poverty in its central city. This study also assesses the influence that racism, represented by racial residential segregation (Index of Dissimilarity), may have on the distribution of metropolitan poverty (Massey 1990, 1994; Massey, Gross and Shibuya, 1994; Feagin, 1999, Orfield, 1992). This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

The Massachusetts housing industry has come under some scrutiny over the past ten years. Issues of supply, demand, affordability, housing discrimination, and economic impacts are of increasing interest to government officials, planners, developers, and bankers. Despite an increasing need to provide affordable housing for the various populations within the state, there is a decrease in the supply of multifamily rental housing. There have been few efforts that comprehensively measure the impact of the housing industry on the economy. The Portland metropolitan region has planned and implemented transit-oriented developments (T.O.D.) along light rail alignments and traditional transit corridors based on the assumption that promoting mixed-use, high density residential development close to transit will reduce vehicle trips, lessen congestion, and reduce air pollution. Oregon has state and local transportation policies that rely on alternative modes of travel to help reduce vehicle trips, yet there is little documentation on how effective T.O.D.s are at actually reducing vehicle trips and total vehicle miles traveled. As a high school teacher, I have formulated a standing comeback for the complaints of my students who whine, “That’s not fair!” My retort is the very cliche, “Life’s not fair”. I tell my students they might as well get used to things that are unfair because they simply cannot go through the rest of their lives whining about it. Nineteen properties (22 buildings) within the Area of Potential Effect (APE) were evaluated for significance to comply with the California Environmental Quality Act (CEQA) and Section 106 of the National Historic Preservation Act. Inquiry-based instructional strategies function best with motivated students whose interest and imagination are already enlivened and whose curiosity will help them master new learning skills. The responsibility for supplying the initial impetus falls upon many diverse entities across the student's educational life. College teachers often inherit students with years of spoon-fed, low-expectation instruction, challenging instructors in higher education to overcome this deficit. Fortunately, most students possess a native curiosity that is eventually heightened by academic success, especially when their achievements are perceived to stem from their own work and thought processes. This is the power of inquiry-based learning.

Poverty And Public Services In Developing-Country Cities, Paul C. Hewett, Mark R. Montgomery
Poverty, Gender, and Youth
This paper examines the availability of basic public services such as water supply and sanitation in the cities and towns of developing countries, using data drawn from the Demographic and Health Surveys. Inadequate provision of public services can compromise health, hinder economic growth, and stymie efforts to reduce poverty. We find that wide rural-urban gaps remain in service delivery, and that smaller cities-where about half of urban residents live-are notably under-served by comparison with larger cities.

In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

The Sacred Heart Parish has contracted with the Portland State University School of Urban and Regional Planning Graduate Workshop to evaluate potential for development of a market-rate senior housing project on the parish's property. The purpose of this analysis is to provide supporting documentat~on to Sacred Heart's development application submitted to the Archdiocese Housing Office in February 2001.
The identified work products completed for the parish include: • A summation and documentation of the church's visioning process; • A comprehensive market study evaluating local demand and supply; and • A feasibility study including a financial pro forma.

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

The Majlis Perbandaran Johor Bahru Structure Plan (1985) and the amended Majlis Bandaraya Johor Bahru Structure Plan ( 1997) had identified planning issues relating to primary schools in the city of Johor Bahru. Amongst the issues were the shortage of primary schools which has given rise to overcrowding in classrooms. Consequently. children were forced to enrol in schools which are located further away from their homes. The land-uses surrounding the schools were also found to be incompatible with thl! school environment.
