South Dakota State University wants to develop a sustainable environment. However, the University has, thus far, refused to make a formal commitment to sustainability. This paper examines how the ecology, communication networks, politic decisions, and issue networks of the University have influenced the University administration to have a goal towards sustainability yet refuse formal commitments to improving the sustainability of the University. Interviews with individuals intimately involved with issues of sustainability at the University are used to present a case study of events from the time sustainability became a goal of University to current. An essay is presented which compares the development of Portland, Oregon, to the growth of other cities in the state. Particular focus is given to its economic stability and political influence. The changing relationship with Oregon's population, economics and cultural relations in the different parts of the state is examined. In addition, the urban-systems approach shows three equal periods in the state's development with close-in neighbors in modern economic geography.

Because stigmatizing and discriminatory attitudes and tendencies are largely prevalent in China, national and local mass media interventions have an important role to play in making Chinese citizens aware of the debilitating effects of stigma and discrimination and in reinforcing information on HIV/AIDS to reduce baseless fears of transmission.

In recent years, local governments in the United States have increasingly used eminent domain to promote economic development, raising concerns among property-right advocates over what those advocates view as unlawful, or what should be unlawful, takings of private property in order to benefit another private property owner. This philosophical and legal dispute reached a crisis point in the 2005 United States Supreme Court decision in Kelo v. City of New London. In that decision, the court narrowly upheld a Connecticut Supreme Court ruling granting the City of New London permission to redevelop land that had been seized from existing homeowners …

Must the strip mall and the eight-lane highway define 21st century American life? That is a central question posed by critics of suburban and exurban living in America. Yet despite the ubiquity of the critique, it never sticks--Americans by the scores of millions have willingly moved into sprawling developments over the past few decades. Americans find many of the more substantial criticisms of sprawl easy to ignore because they often come across as snobbish in tone. Recognition that city-dwelling people can benefit from contact with nature is not new. The urban open air movement of the 19th century advised retention of greenways and development of urban parks and gardens to stop disease spread through lack of fresh air, poor sanitation and overcrowding. Now, in the early 21st century, urban green spaces are under threat from inner city infill projects and clearing of remnant vegetation to accommodate suburban sprawl.

Left unused, these empty spaces can pose difficult challenges for their owners and surrounding neighborhoods; however, the uncertain futures of vacant sites also present unique opportunities for a variety of temporary uses. An LDRF grant was awarded to develop a pilot surveying and mapping program in Gentilly. Without this generous grant, the current surveying and mapping project that is continuing to spread throughout Gentilly would not have been possible. This grant has allowed the Beacon of Hope to partner with The University of New Orleans to create the Beacon of Hope/University of New Orleans Community Recovery Project (BUCRP) to create a more systematic approach to creating an overall surveying and mapping process that could be applied more broadly across the City of New Orleans.

The City of Portland and Multnomah County are developing new plans and policies to meet greenhouse gas reduction goals of 80% below 1990 levels by 2050. To meet these new steep reduction targets, actions will be needed at every level of society. Private sector development has been sluggish in China's west, where ethnic minorities make up a sizeable part of the population. In the northwest Xinjiang Uyghur Autonomous Region, the state maintains a steady presence in the small but growing private sector, largely populated by Han-owned firms and entrepreneurs. The Uyghurs, one of fourteen recognised ethnic minorities in Xinjiang, primarily reside in the poorer agricultural south where the private sector has made few inroads. Not surprisingly, Uyghurs have little presence in the private sector beyond informal trade. For social change organizations working to address intractable social problems throughout the USA, tackling race may not only be unavoidable; it may represent a way to fully engage stakeholders in social change work. We argue that illuminating the relationship between race and leadership can advance our under- standing of how social change leadership happens in practice. We build upon scholarship that emphasizes the ways in which seemingly essentialist, intractable racial categories are actually mutable, and the simultaneous emergence of academic research calling attention to the constructed and collective dimensions of leadership. Concerns about the feasibility of the Internet as an appropriate venue for deliberation have emerged based on the adverse effects of depersonalization, anonymity, and lack of accountability on the part of online discussants. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership.

This research explored "aging in place" among women age 65 and older living in Newton, Massachusetts. Study goals were to understand: the "places" that comprise the environment of "aging in place"; the factors that enable "aging in place"; "aging in place" in a suburb; and to refine definitions of "aging in place" Interviews with women used open-ended questions about women‘s early years in Newton and the changes they experienced in personal status, and places over time. Themes emerged using modified grounded theory with inductive and deductive approaches, and which acknowledged "sensitizing concepts". Six places comprised the "aging in place" environment: …

The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. While some impacts of these so‐called “buy and dry” transfers are largely unavoidable, many can be lessened by temporary arrangements that only shift water to cities in years when municipal supplies are inadequate, such as drought and post‐drought storage recovery, and by consolidating individual farm‐to‐city …

The area served by the Ashland School District (ASD) has experienced population and housing growth in recent years, but the District's K-12 school enrollment of 2,627 students in Fall 2008 was 703 students (21 percent) fewer than it enrolled in Fall 2000. The long period of falling enrollment began after the 1993-94 school year; enrollment has not grown by more than a few students in any year since. In 10 of the last 15 years there have been significant K-12 enrollment losses ranging from 31 to 133 students. This report presents the results of a study conducted by the Portland …

School District Enrollment Forecast Reports
The Tigard-Tualatin School District (TTSD) enrolled 12,595 students in Fall 2008, an increase of 135 students (1.1 percent) from Fall 2007. Growth was concentrated in elementary and middle grades, with increases of 99 students (1.7 percent) in grades K-5 and 36 students (1.3 percent) in grades 6-8. District-wide enrollment in high school grades 9-12 was unchanged from Fall 2007. Introduction: This report examines demographic and socioeconomic factors concerning New York City based Latinos in Washington Heights and Inwood – particularly Dominicans.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: Since the 1980s the upper Manhattan neighborhood of Washington Heights/Inwood has been transformed by the immigration of a large Latino population of whom Dominicans have been the most prominent national group. Latinos made up …
