Statement of Problem

Revitalization of downtowns across America continues to be challenged by the shift to the suburbs. The barriers to integrating large-scale retail in a small, medium, and large city downtown were examined.

Forces of Data

The System View Planning Theory (Taylor, 1998) guided the study of city planners’ and consumers’ perceived barriers to integrating large scale retail into the downtown. In order to ascertain the barriers to integrating large-scale retail into the downtown intercept-surveys with consumers (n=30, responded to the intercept survey in each city) and interviews with city planners were conducted.

This is a report of a 2-year collaborative study of homeless people aged 50 to 64 in Chicago between Loyola University Center for Urban Research and Learning and the Chicago Alliance to End Homelessness. With rates of obesity, heart disease, and related health problems increasing in the U.S. many policy makers are looking for ways to increase physical activity in everyday life. Using a bicycle instead of a motor vehicle for a portion of everyday travel could help address these problems. This research aims to fill a gap in the existing literature on the effect of different types of infrastructure, such as bicycle lanes or paths, on bicycling. The project used global positioning system (GPS) technology to record where a sample of 164 adults in the Portland, OR region rode their bicycles. Data was …

Despite growing interest in urbanization and its social and ecological impacts on formerly rural areas, empirical research remains limited. Extant studies largely focus either on issues of social exclusion and enclosure or ecological change. This article uses the case of sweetgrass basketmaking in Mt. Pleasant, South Carolina, to explore the implications of urbanization, including gentrification, for the distribution and accessibility of sweetgrass, an economically important nontimber forest product (NTFP) for historically African American communities, in this rapidly growing area. The Revitalization Of Older Industrial Cities: A Review Essay Of Retooling For Growth, Timothy J. Bartik

This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Increasing city residents' earnings requires progress on two fronts: increasing metropolitan labor demand; increasing the quantity and quality of the effective labor supply of city residents …

This report presents Enrollment Forecasts prepared by the Portland State University Population Research Center (PRC) exploring three possible scenarios for BSD enrollment during the next 17 years based on different assumptions about future net migration and fertility rates. Background: Physical inactivity and obesity are major public health issues. Recent studies have provided evidence that attributes of the built environment influence physical activity among adults and that factors such as greater urban sprawl are related to overweight and obesity. Few studies have developed objective individual-level measures of the built environment, a geographic scale that may be more relevant to certain types of physical activity, such as walking. In addition, further research is needed to assess the associations of both objective and perceived environmental factors with physical activity. This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

School District Enrollment Forecast Reports

The McMinnville School District (MSD) has experienced nearly uninterrupted enrollment growth for more than 20 years due to a growing economy and rapid housing and population growth within its boundaries. By Fall 2007, total K-12 enrollment reached 6,327 students. The Fall 2007 enrollment was an increase of 97 students over Fall 2006, and amounted to 735 more K-12 students than five years earlier, in 2002-03. During the five year period, elementary schools added 371 students (14 percent), middle schools added 171 students (13 percent), and high schools added 193 students (11 percent). The Federal Highway Administration (FHWA) has set a high priority on the use of existing dynamic message signs (DMS) to provide travel time estimates to the public. The Oregon Department of Transportation (ODOT) currently has three DMS in the Portland metropolitan area configured to display travel time information. In the near future, ODOT would like to make travel time estimates available on additional DMS, over the Internet on tripcheck.com and via 511. Travel time estimates are valuable to the traveling public; however, the estimates must be accurate to be useful. The FHWA indicates that 90% accuracy is ideal and suggests …

This assessment reveals food system sustainability trends in Oregon and Washington, focusing specifically on the producers in both states and the consumers in the Portland- Vancouver region. We began the assessment by asking a group of food system stakeholders from Oregon and Washington to define broadly supported goals for a sustainable food system. They also helped us identify the data necessary to understand trends in the food system. This information can be used in the future to establish benchmarks and to assess future progress toward food system sustainability goals. Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

This report presents the results of a study conducted by the Population Research Center (PRC) to address long-range planning needs of Marion County and to produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2030 in 5-year intervals. Expected future populations that result from the most-likely demographic trends throughout Marion County are presented in this report for all cities in the County.

Research on walking, the built environment, and healthy communities is a fairly recent area of inquiry, accelerated over the last ten years by an increased interest in the relationship between urban form and public health. A series of macro-oriented logic models and micro-focused data collection tools have been developed over this time in order to understand this healthy communities issue, as well as operationalize the hypotheses around the connection between the built environment and physical activity. This report discusses findings from a survey of 660 randomly selected Michigan residents in winter 2007. The survey examined attitudes of Michigan residents toward eight strategies to resolving situations where current revenues are inadequate to support local services at past levels. The strategies examined fall into two broad categories. The first set (tax increases, state and federal aid) seeks to increase local revenues available to support services at previously existing levels and quality. A New Index For Comparing The Diversity Of Population Inflows And Population Stocks, George Galster, Tatiana Homonoff

The paper introduces a new “diversification index” (DIV), which compares the composition of the current or recent population inflow and the composition of pre-existing population stock, with positive (negative) values signifying a process generating more (less) diversity in the stock. Higher absolute values for DIV signify larger differences in the composition of the inflows and the pre-existing stocks of population. DIV is easy to compute and interpret, adaptable to handle population inflows or outflows, and widely applicable to a variety of phenomena.
