Economic Impact Analysis

Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

School District Enrollment Forecast Reports

This report presents the results of an updated demographic study for the Canby School District (CSD) conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years and forecasts of district-wide and individual school enrollments for the 2009-10 to 2013-14 school years. CSD enrolled 5,015 students in Fall 2008, 139 fewer students (2.7 percent) than in Fall 2007. A small decrease had been forecast due to a relatively small birth cohort corresponding to the 2008-09 kindergarten class and a slowing housing market, but actual enrollment …

This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Objective The Oregon Department of Transportation conducted a test of an innovative technology to replace fuel taxes with mileage fees. In the test, some vehicles were charged a flat fee per mile and others were charged differential fees that were higher for travel in the Portland metropolitan area during weekday peak hours and lower for other travel. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, …

This paper uses contextual explanations of regional governance to explore how the limitations to voluntary regionalism can lead to the more centralized, more regulated method of using regional special districts. An ICA perspective is used to discuss the range of choices in institutional arrangements available to jurisdictions. Motivations that jurisdictions may have to use more versus less autonomous methods of ICA are outlined to frame how regional districts fall within this spectrum. The Republic of Korea's efforts to accelerate the development of its economy in the aftermath of an extremely destructive civil war led to the concentration of capital and activity in areas that resemble the growth poles described by Perroux (1950) and Hirschman (1958). These poles led to an extreme centralization of economic activity and people in the Seoul Metropolitan Area (SMA). More than 48 percent of the GDP, 90 percent of the headquarters of major firms, and 48 percent of the population is concentrated in 11.8 percent of the Republic's land (2006 figures). The Montgomery County and Cities of Dayton and Kettering Analysis of Impediments to Fair Housing (AI) is a review of barriers to fair housing in the public and private sector that restricts housing choices or the availability of housing choices based on a person’s membership in a protected class. Title VIII of the Civil Rights Act of 1968 (Fair Housing Act) prohibits discrimination in the sale, rental, and financing of dwellings to the protected classes, which include: race, familial status, disability, sex, religion, or National origin.

Global agri-food and transportation systems have dramatically expanded food production and distribution worldwide. This integration, however, also adversely affects human health. The negative effects arise from unequal access to healthy food, unequal access to transportation for agri-food workers, increasing geospatial and economic concentration in the agri-food industry, and an emerging competition between food and fuel. Because the health of individuals is inextricably tied to the health of communities, regions, and ecological systems, health and transportation professionals need to act to both mitigate current disparities and enhance the future viability and sustainability of these systems. Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

Residential Foreclosures' Impact On Nearby Single-Family Residential Properties;A New Approach To The Spatial And Temporal Dimensions, Timothy F. Kobie

This dissertation analyzes the impact that foreclosures have on neighboring property values. It focuses on foreclosures' impact based upon face blocks, not straight-line distances and it also incorporates time and the use of spatial statistics. Findings from this study show that properties in the foreclosure process longer have a greater negative impact on nearby property values than properties with more recent foreclosure filings. The first negative impact is not seen until a year after the filing. Therefore, policy responses need to be as swift as possible in preventing any negative impact on neighboring property values and should not focus on …

This dissertation seeks to increase our understanding of the factors that lead to student success at community colleges. Using data on a cohort of students enrolled at a two-year college, this dissertation presents the results of a longitudinal analysis. Citing the results of several persistence studies as well as the literature on sub-baccalaureate job markets, this dissertation constructs a hybrid model of student persistence. This model combines Tinto's theory of student dropout behavior with human capital theory to derive a benefit/cost model of student enrollment behavior. Residential Property Tax Abatement;Testing A Model Of Neighborhood Impact, Doreen Swetkis

Using a quasi-experimental research design, this study examines the relationship between residential property tax abatement for new construction, and urban neighborhoods in four Ohio cities. Neighborhoods were defined as census tract. The purpose of this research is to determine if there is a statistically significant relationship at p < .05 between residential property tax abatement programs for new construction and several different measures of neighborhood outcomes. The neighborhood outcome measures can be grouped under the broad concepts of increased private investment, blight removal, decreased criminal activity, and property tax equity. Subsequent questions investigated are the direction of these relationships and the existence of a threshold level at which point relationships become significant. The utilization of a comparable comparison group addresses the counterfactual scenario. Independence of samples tests and multivariate cubic regression are employed to answer the research questions. Results indicate that there are no discernable effects between residential property tax abatement and the indicators of neighborhood change as defined in the study. Second, there appears to be no threshold at which the number of tax abated residential units becomes significantly associated with the indicators of neighborhood change. Third, there were no significant differences on the indicators of neighborhood change between subject and comparison groups. In essence, there are no effects from residential tax abatement policy seen at the neighborhood level

An important issue for future improvement and extensions of highways will be the ability of projects to sustain challenges to Environmental Impact Statements based upon forecasts of regional growth. A legal precedent for such challenges was established in 1997 when a U.S. District Court judge ruled that the EIS for a proposed Illinois toll road was deficient because the growth projections were the same in the build and no-build scenarios. Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. The Enrollment Forecasts in this report were prepared in Spring 2008, based on historic enrollment data from Fall 2007 and previous years. However, the entire report was not ready for publication until after the Fall 2008 enrollment data became available. This preface briefly addresses the district-wide trends observed in Fall 2008 and evaluates the forecasts in the short term. A Journey To Tolerance: Overcoming The Politics Of Hate, Leanne Claire Serbulo

The article examines the history of race relations in Oregon and Portland, as well as the growth of hate groups. It also discusses anti-gay and anti-abortion violence and rhetoric, and what opponents of hate groups did to stem the growth of extremism in Portland. The author argues that the institutional conditions that gave rise to extremism in the 1980s need to be addressed because we are still susceptible to homegrown hate.
