School District Enrollment Forecast Reports

This report presents charts comparing historic and forecast enrollment in the North Bend School District for the 2009-09 to 2028-09 period. The enrollment history and forecast is broken down by grade and year, and includes the actual number of registered students in the district. It also presents data for birth cohorts and kindergarten enrollment forecasts. Finally, the report offers statistics for population, housing, social and economic profile for the district based on 2000 and 2010 census profiles.

Social Equity In Transit Service: Toward Social And Environmental Justice In Transportation, Torrey Lyons

This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors. Internet access has become critical to participating in modern American society, yet the private market is no closer to serving low-income and rural Americans.

In May 2018, the City of Hillsboro announced it would go ahead with a publicly owned and operated, affordable, gigabit-speed Internet service for the entire city. Multnomah County Commissioners voted for a feasibility study of their own in June. The Port of Ridgefield, Washington, has big hopes for its own fiber optic project. Meanwhile, the city of Sandy, Oregon, has been running its own municipal broadband service for the last six years.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Tigard‐Tualatin School District (TTSD). The study includes analyses of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2019‐20 to 2028‐29 school years.

Much of the literature on urban food systems has focused on the expansion of supermarkets and their ability to reach urban consumers. However, the current pace of urbanization and rising urban poverty have been accompanied by a major upsurge in informality and a growing role for the informal food sector. Private and public markets are two models of urban food retailing governance. This paper examines the public-private hybrid model of urban food provisioning system and its governance in Nanjing, China. Based on data from surveys, non-structured interviews, and bibliographical material analysis, we examine the public-private hybrid model and its linkages with urban food security. Our analysis shows that the public-private hybrid model of food markets and its governance ensures a relatively high-level urban food security in Nanjing. In South Africa, the informal food sector is either criminalized or ignored, despite the important role it plays in the economy in terms of employment, income generation, food distribution, and general livelihoods. This paper assesses the nature, operations, strategies, and challenges of the informal food sector in Cape Town. Data was collected through a survey of over 1,000 informal food vendors in the city. Survey results indicate that most of the enterprises were single-owner businesses, financed from personal savings, and started by owners seeking employment, independence, and improved financial security for their families. Small-scale food enterprises occupy a critical space in the food system of Kingston, Jamaica. While smallscale food retailers serve the entire population, they are disproportionately relied on by poor urban households. The nodes and networks of retailers play an important role in the value and commodity chain by providing access to comparatively cheap food but are often affected by economic vagaries and state-level regulation, among other factors that potentially challenge the sustainability of trade. The presence of work zones on freeways causes traffic congestion and creates hazardous conditions for commuters and construction workers. Traffic congestion resulting from work zones causes negative impacts on traffic mobility (delay), the environment (vehicle emissions), and safety when stopped or slowed vehicles become vulnerable to rear-end collisions. Addressing these concerns, a data-driven approach was utilized to develop methodologies to measure, predict, and characterize the impact work zones have on Michigan interstates. 2012’s Superstorm Sandy had a devastating impact on the New York City metropolitan region, including the suburban Long Island coast and the New Jersey shore. Given the size, density, complexity, and diversity of the region, many approaches have been used to address post-storm recovery. Planning has been central to these efforts. Using in-depth interviews with recovery stakeholders, this analysis of the planning responses to Sandy illustrates what an emergent model of resilient recovery planning looks like and highlights the kinds of resources and approaches that help facilitate this approach. The Port of Eureka, a fishing community set in a rural micropolitan city, is planning for a sustainable future by participating in a proactive strategic planning process. This thesis draws from a mixed-methods approach that included semi-structured interviews; public meetings and workshops; document review and secondary data analysis; and participant observation to evaluate sustainability and regulatory relationships in the port.

This thesis aims to demonstrate how the processes of gentrification and displacement are interrelated processes that invent new ways of perpetuating anti- blackness in the U.S. I demonstrate this through an engagement with Christina Sharpe’s (2016) analysis of the imagery of the wake, the ship, the hold, and the weather as axis points that position Black life in the afterlife of slavery—how the conditions of slavery are ongoing today—presenting the racist encounters at Lake Merritt as illustrative examples. The ownership of agricultural land has important implications for food systems, the environment, farmer livelihoods, and rural economies, communities, and landscapes. This article examines the changing ownership of agricultural lands in the United States, specifically focusing on Oregon, a state with a history of family farm ownership. I first review historical and recent trends in farmland ownership, including private enclosure, consolidation, investor purchase, development, and rising farmland prices. The emergence of urban heat as a climate-induced health stressor is receiving increasing attention among researchers, practitioners, and climate educators. However, the measurement of urban heat poses several challenges with current methods leveraging either ground based, in situ observations, or satellite-derived surface temperatures estimated from land use emissivity. While both techniques contain inherent advantages and biases to predicting temperatures, their integration may offer an opportunity to improve the spatial resolution and global application of urban heat measurements. Urban heat is a growing environmental concern in cities around the world. The urban heat island effect, combined with warming effects of climate change, is likely to cause an increase in the frequency and intensity of extreme heat events. The school nutrition context is comprised of supportive environmental features, programs, policies, and social relationships that shape students’ healthy dietary choices and patterns. When engaging students as change agents, advocates, and partners in making healthy nutrition choices easier, environmental assessment tools developed for adults may be too complex or inappropriately tailored for youth. Adolescents need practical, user-tailored tools that reliably measure the food and beverage environments they encounter in school to inform youth-led changes to the school nutrition context. In the decade following Hurricane Katrina, advocates fighting for the rights of people with disabilities changed the field of emergency management. Their pressure on FEMA led to the establishment of legal and planning precedents to include the needs of the whole community in emergency management.(4) There is now a national, legal requirement to plan for people with disabilities and access and functional needs. Despite this important victory for people with disabilities, there have been no direct legal or policy actions that address the disproportionate response along racial and socio-economic lines.

Traditional avenues of influencing planning decisions are not intuitive for diverse, historically underrepresented community residents in many neighborhoods and many immigrant residents come from societies where engaging in public discourse is discouraged or dangerous. The focus of this study, the Planning Outreach and Engagement Liaison (POEL) program, was designed to address these discrepancies, yet whether the program was successful is unknown.
