In Euclid v. Ambler Realty, the Supreme Court upheld the constitutionality of zoning, including zoning that excluded apartment houses and retail businesses. Although the decision was not unanimous, the Euclid minority did not write a formal dissent. The purpose of this article is to show what such a dissent should have looked like.

The objective of this case-study is to analyze the effects and the perception of different groups in possibly implementing market-based approaches of Pigouvian tax and Cap-and-Trade to manage the Guarani Aquifer, Brazil. The Pigouvian Tax is a corrective taxation that assigns a price for the negative impacts water consumption creates to aquifers, as a way to influence a more sustainable level of water consumption. Cap-and-Trade sets a maximum quantity of water allowed to be used from aquifers, and allow economic agents to trade quantities of water they have the right to use, as a way to adapt to the cap. …

Do You Believe In Ghost Apartments?, Michael Lewyn

According to the popular press, expensive cities are being overrun by "ghost apartments"- condominiums owned by wealthy foreigners, but used as investments rather than being rented out to local residents. This article points out that such apartments are in fact a very small percentage of housing supply, even in some cities that are supposedly overran with such condos. More importantly, the existence of new “ghost apartments” does not justify exclusionary zoning policies. If a city popular with foreign investors discourages construction of new housing, investors are likely to purchase older housing units, outbidding local residents for those units. In this …

This essay examines New Orleans maroon colonies as a precursor to the postsuburban constellations that shape the contemporary urban landscape. These communities served as the original neutral grounds where Africans, Afro-Creoles, and Native Americans created spaces beyond the purview of slave owners and government authorities. These protosuburban enclaves anticipated the vibrancy and prolificacy of the “global urban periphery” that Roger Keil describes in his research. They also inform twentieth- and twenty-first-century efforts by black New Orleanians to carve out their own urban neutral grounds: spaces resistant to the hegemonic forces of neoliberalism and neo-Bourbonism, as manifested in the traditions of …

Smart city technology is being adopted in cities all around the world to simplify our lives, save us time, ease traffic, improve education, reduce energy usage and keep us safe. This article discusses smart city projects being utilized in crime prevention and investigations. Specifically, this article highlights examples of gunshot detection devices and surveillance that have led to improvements in public safety in Cape Town, Chicago and Atlanta, and discusses their impacts to privacy.

With increasing climate change effects worldwide, rainwater harvesting is likely to become more and more important to ensure reliable alternative water supply and to conserve the environment. This article examines two goals to be accomplished through rainwater harvesting: (1) augmenting water supply for proposed development's use through regulations that have been formulated to make the proposed development responsible for at least a portion of the water supply needed to support the new development; and (2) managing stormwater runoff. This study explores a problematic disconnect associated with virtual heritage and the immersive 3D computer modeling of cultural heritage. The products of virtual heritage often fail to adhere to long-standing principles and recent international conventions associated with historic preservation, heritage recording, designation, and interpretation. By drawing upon the geographic concepts of space, landscape, and place, along with advances in Geographic Information Systems, first-person serious games, and head-mounted Virtual Reality platforms this study envisions, designs, implements, and evaluates a virtual heritage system that seeks to reconcile the dissonance between Virtual Reality and historic preservation. Parking Occupancy Datasets: These CSV (comma separated values) datafiles include parking occupancy data from the Seattle Department of Transportation (SDOT). Each of the 11 datafiles indicates the time period that it includes, with dates ranging from January 1, 2012 to December 31, 2017. Each file contains 6 months of data on block-by-block occupancy of paid parking. The number of available spaces were calculated from this dataset in addition to the median and mean occupancy rates for each Tract. This Article provides a novel investigation of how law both enables and constrains the ability of city residents to claim, name, and often rename their neighborhoods. A rich interdisciplinary dialogue in fields such as geography and sociology has emerged on the significance of place names, but this literature has largely ignored the legal dimensions of the phenomenon and its implications for urban governance, belonging, and community conflict. This Article’s empirical exploration of the role of law in change and conflict regarding neighborhood identity thus advances the discourse both for legal scholars focused on urban dynamics and across disciplines.

After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

The study aims to investigate the relationship between leverage on firms' opportunities to participate in export markets at the levels of aggregate sectors and subsectors of manufacturing of Indonesia by using Industry Survey data published by Badan Pusat Statistik (BPS) for the period 2007 - 2015. This study aimed to analyse the relationship between FDI firms with energy intensity in Indonesian manufacturing industry and its sub-sector. The data used are from the Manufacturing Industry Survey obtained from the Central Statistiks Agency (BPS) with observation period 2007-2015. The model in this study were estimated used the fixed effect estimation method. Estimation results from the model showed FDI firms tend to have a negatifly correlated to the energy intensity that mean there is a decrease in energy intensity which indicates energy efficiency. American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.

How will people get around after a major earthquake? The Ready Streets project examines ways to create a strong, connected, and disaster-resilient mobility network in the Parkrose-Argay neighborhood of Portland, as well as replicable criteria for future neighborhoods. This is accomplished by examining the existing conditions of the area, working with community members to determine key destinations and priorities, and formulating recommendations to the Portland Bureau of Transportation.

Thread Community Planning is a group of six PSU graduate students commissioned by the City of Vancouver, WA to create an anti-displacement plan (Reside Vancouver). With significant public investments on the horizon, Reside Vancouver identifies areas within Vancouver with high concentrations of residents vulnerable to displacement, and recommends equitable, community-informed strategies the City can employ to help mitigate displacement now and in the future.

Social scientists studying natural disasters have generally found an absence of panic, a decrease in crime, and survivors working together to find basic necessities in the days and weeks after a catastrophe. By contrast, political and military authorities implement measures such as martial law to prevent chaos and lawlessness threatening private property. The media amplifies narratives of disorder, creating the perception of uncontrolled masses wantonly committing crimes in a disaster’s aftermath. Historians study natural disasters to view political, social, economic, and cultural structures stripped of their everyday veneer. Effects Of Cisnormative Beauty Standards On Transgender Women’S Perceptions And Expressions Of Beauty, Delmira Monteiro, Mixalis Poulakis

The authors conducted a qualitative study exploring the effects of cisnormative beauty standards on transgender women’s perceptions and expressions of beauty. Twelve self-identified Caucasian transgender women completed a semistructured interview that provided descriptive data related to the women’s perceptions of societal beauty standards. Analysis of the data revealed the following primary themes: Participants viewed the beauty of transgender and cisgender women as diverse or as encompassing a broad range of variability; societal beauty standards were influential on participants’ expressions of beauty; and participants’ viewed out-group transphobia as a factor contributing to discriminatory and prejudicial perceptions of transwomen’s beauty.

For the past four years, as part of a group of currently and formerly incarcerated scholars, we have researched the “inmates” and staff at the Indiana Women’s Prison during the institution’s first decade. Then known as the Indiana Reformatory Institution for Women and Girls, the facility was located near downtown Indianapolis on Randolph and Michigan Street. We focused on a key constituent of the Indiana Reformatory for Women and Girls: the girls themselves, heretofore voiceless and uninvestigated.

Our primary sources include the annual reports of the reformatory and the original registries for the girls during the survey period of 1873–1884. …

After more than 50 years of widespread public corruption in Northwest Indiana, a small group of citizens and public officials met over a period of several months and developed a largely voluntary response. The result was the Shared Ethics Advisory Commission, which trains public employees on ethical decision making, provides specialized training for department heads and board and commission members, and hosts an annual ethics summit for the general public. Periodic employee ethics surveys indicate a positive effect of the training. In addition, the commission has developed a Candidate Ethics Action Pledge administered in each local election cycle, and a …

Challenging and excitatory parenting behaviors play an important role in children’s development, particularly in regard to the development of selfregulation; however, no well-established measures of parent-child interactions exist that record such behaviors. In the current study, I compare two recently developed coding systems that intend to address this issue: the Risky Interaction Support and Challenging (RISC) and Marbach coding systems. A subset of videos from the New Parents Project (NPP) data set at 12 and 18 months was coded using both scales, then a factor analysis was conducted for each scale. In recent years, municipalities throughout Indiana have passed antidiscrimination ordinances that protect the rights of individuals who belong to racial, ethnic, or sexual minorities. Political scientists have proposed competing theories of policy-adoption processes that suggest a number of internal factors (such as socioeconomic characteristics, governmental capacity, or issue salience) or external factors (such as mandates/incentives from higher-level governments or influence from neighboring communities) as predictors of policy adoption; however, most existing studies focus on state-level processes, and those that focus on municipalities consider only large cities in different states.
