Any discussion of foundations embracing impact investing must include some discussion of one of the largest — and growing — sources of philanthropic capital: donor-advised funds. These philanthropic accounts allow donors of all sizes to access many of the functions of a private foundation, including the potential to invest for impact. Sponsors of these funds, however, face unique challenges in catalyzing impact investments.

A guarantee instrument is a credit enhancement tool that can enable philanthropies to unlock millions or billions of dollars for societal impact. The Community Investment Guarantee Pool, created in 2019 by a collaboration of philanthropies and allied impact investors, or guarantors, is a novel initiative that uses guarantees to leverage the balance sheets of foundations and other institutional investors for enhancing the credit of intermediaries in the affordable housing, small-business, and climate markets. As the guarantees are unfunded, foundations continue to keep their endowment invested in the conventional market.

This research project examines the current state of the practice for disaster public communication, the distrust of government, the training available to public information officers, and the literature available to guide the design of effective public outreach messaging, especially for rapid on-set events. Frontline healthcare workers – especially direct care workers (DCWs), such as home health aides, struggle due to low pay, lack of benefits, and difficult working conditions. The need for these workers is growing. Unless frontline healthcare jobs improve, positions may be difficult to fill, and care for vulnerable members of society may be compromised.

In this study, we surveyed 2,321 frontline healthcare workers and conducted in-depth interviews with 30 of these workers concerning pay, benefits, work conditions, and financial well-being. Key survey findings included:

The Supplemental Nutrition Assistance Program (SNAP) is the largest food and nutrition assistance program in the United States. Burdens associated with SNAP recertification often lead to administrative churn, when a household experiences a gap in SNAP benefit receipt. Older adults are at risk of experiencing benefit gaps, which may negatively impact their health and nutrition. This brief summarizes results of a recent study that examined administrative churn among Missouri SNAP participants aged 60 years and older. The authors call for program changes that reduce the frequency and duration of churn among older adults.

Cities face intersectional challenges implementing climate adaptation policy. This research contributes to scholarship dedicated to understanding how policy implementation affects socially vulnerable groups, with the overarching goal of promoting justice and equity in climate policy implementation. We apply a novel framework that integrates social justice theory and the advocacy coalition framework to incrementally assess just climate adaptation in Boston, Massachusetts in the United States. Boston made an ambitious commitment to address equity as part of its climate planning and implementation efforts. This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. This study examines factors that exacerbate corruption in Kenya, focusing on institutional weakness as a key factor that fosters corruption in government institutions. Summary: Coastal squeeze is impacting communities across the United States. Agricultural lands are affected by groundwater salt intrusion, habitats are lost due to limited space for species to migrate inland, natural capital and flood protection values are impacted by reduction in undeveloped land for natural ecosystems, infrastructure such as transportation are affected by flooding, and insurance companies are withdrawing from covering properties in coastal communities experiencing sea level rise and flooding. Summary: Under-served and invisible communities have the characteristic of being historically left out of decision-making processes that affect them. They include rural communities, tribal communities, low-wealth communities, and marginalized communities. While engaging these communities, planners, academics, and government officials need to acknowledge and respect their priorities, needs, and capacity to participate. Researchers must acknowledge that some communities have good reasons to be skeptical of researchers, government officials, and outsiders. These communities may have been over-studied, but not on their own terms or in ways that benefited them. Summary. The discussion of research-practice collaborations to address equity through implementable, on-the-ground projects and programs converged around several interconnected themes that included: (1) prioritizing equity focus in defining and measuring projects’ success, (2) involving local communities in projects early on and through long-term monitoring, using interdisciplinary teams, and (3) incentivizing such projects through proper resourcing. Prioritizing equity in project measurement is only possible with the community’s involvement, and proper resourcing would ensure that community partners are resourced appropriately to support their resilience efforts.

Summary: Equity is increasingly becoming a consideration in resilience-focused policy. There is heightened interest in measuring how resilience policies, projects, and programs may impact equity. Equity may be advanced by a more inclusive policy process, well-developed communication channels, regular reference to the resilience research body of knowledge, and consultation with subject matter experts. There is need for increased clarity in the conceptual and operational definitions of equity, and consideration of the impact of resilience investments on a range of social and economic disparities.

Summary: Grant applications are increasingly scored using equity, justice, or vulnerability indices that rely on national or aggregate data. However, data at the national level may not translate to the needs of a community. There is a need for metrics that can be applied locally and validly capture the local conditions. Scale is a fundamental consideration as national metrics do not translate to the state level as actionable or transferable, nor do state-level metrics apply consistently to local levels.
