This paper studies the accessibility of car-free areas to those with mobility impairments by examining three car-free and car-lite experiments in California. Whether slowly converted to car-free with long-term, careful planning, or expeditiously changed to car-free during the COVID-19 pandemic, these three car-free experiments show the shortcomings of planning for accessibility in car-free spaces, and how instead of improving accessibility, current planning practice often hinders it. The 2021 expanded Child Tax Credit (CTC) provided temporary enhancements to the existing CTC for the tax years 2021 and 2022. Under the expanded credit, families with children under the age of 18 were eligible to receive a credit of up to $3,000 per child ($3,600 for children under the age of 6). In addition, half the credit was paid out on a monthly basis rather than as a one-time payment at tax time. This provision was designed to provide more immediate financial support to families with children during the COVID-19 pandemic. However, it also supported families who were at …

Different kinds of action entities need different theoretical frameworks. A theory of change hypothesizes how an intervention is expected to achieve desired impacts in the world. A theory of philanthropy articulates a foundation’s role in supporting specific kinds of theories of change. This article extends that analysis to a theory of philanthropic alliance, which explains and hypothesizes how several foundations working together can have greater collective impact than they could working separately. This has raised questions among supervisors about how best to manage a remote workforce. Since research on virtual supervision is fairly limited relative to the popularity of remote work, studies are needed to understand the ways and conditions that influence effectiveness. Since the 1960s, the frequency and cost of floods have, on average, increased in the United States. Concurrent with this increase in flood losses has been an increase in flood insurance claims paid out by the National Flood Insurance Program (NFIP). The existing literature shows that participation in the NFIP's Community Rating System (CRS) program successfully lowered flood losses and NFIP insurance claims in the participating communities. In spite of these successes, community participation in the CRS is low and the NFIP is currently more than $20 billion in debt. Racial Disparities In School Poverty And Spending: Examining Allocations Within And Across Districts, Robert Bifulco, Sarah Souders

Using recently available school-level finance data, we compare exposure to low-income classmates and average per pupil spending for black, Hispanic, and white students. Using within metropolitan area comparisons, we find that the typical black and Hispanic students attend schools with much higher proportions of low-income students than the typical white student, and that per pupil spending in the typical black and Hispanic students’ schools is higher than in the typical white student’s school. Drawing on estimates of the additional spending required to provide low-income students equal educational opportunity, we find that it is unlikely that the additional spending in schools …
