Nebraska's economy is in transition from a goods producing economy to a service producing economy. In a sense, this economic transition is a well established megatrend more than 100 years in the making, that has intensified during the last 5 years. From the mid- 1960s to 1979, the rate of growth in nonagricultural employment and income in Nebraska nearly matched that of the nation. Nebraskans must recognize that their economy is influenced largely by external forces, for example, national farm policy and monetary policy. Children represent the fastest growing group of poor people in the United States today. An increase in the number of children living with one parent, an increase in unwed teenage pregnancy, a lack of child support, lower wages and benefits for women than for men, the cost of child care, and unemployment and underemployment in two-parent families contribute to child poverty. Policy options ranging from changing eligibility requirements for assistance programs to establishing state funded health insurance programs are presented. Production agriculture in Nebraska is undergoing profound change. Longrun structural trends have emerged during the financially stressed 1980's. Increasingly, fewer farms account for most of the production volume, while thousands of smaller farms exist by combining nonfarm income with modest farm receipts. By the year 2000, Nebraska may have less than 30,000 farms, half the current number. These trends, in combination with the likelihood of continued economic stress for U.S. agriculture, pose considerable policy challenges to a state whose economy remains heavily interrelated with agriculture. A high proportion of Nebraska's population is age 65 or older and this is the fastest growing segment of the population. The population aged 85 years and older, which is the population most in need of long-term care, grew by over 45 percent between 1970 and 1980, and is expected to increased by 202 percent by the year 2000. This group includes individuals who are likely to require public assistance to help meet their medical and long-term health care needs. We estimate that the cost to the state to provide Medicaid assistance will increase from $60.4 million to 164.5 million …

Most communities in Nebraska experienced crease in net taxable sales during the early eighties. Nebraska City's decrease has not been as severe as that in other communities in southeast Nebraska, although the percentage decline was greater than the state average (table 1). This decrease in net taxable sales prompted the Nebraska City Chamber of Commerce and the Business Improvement District Board to commission this market area analysis.

Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. There can be no doubt of its universal acceptance as the key to the most fervently desired goals, security for the future and an understanding of self and others.

Beyond Severe Disabilities: Nebraska Services Guides, Lois S. Rood

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

Estimated Resources Available For Financing A Nebraska Housing Trust Fund, David R. Dimartino, R. K. Piper

One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.

The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.

Throughout the nation, most individuals with severe disabilities are unemployed and reside with their parents, or they are in institutions, segregated work activity centers, or sheltered workshops. Today, many youths leave public schools and find that vocational training or employment opportunities are not available.

As we studied these programs, it became clear to us that most of these programs have some intrinsic values and that it would not be practical or advisable for us to evaluate the programs, Instead of rating programs, we selected programs that met at least one of our ten critical factors for program selection, and many of them met several. Our decisions were also based on a desire to present a variety of programs, especially those that seemed to be appropriate for program planners in Nebraska.
