The Macroeconomics Of Nebraska's Competitiveness World Agricultural Markets, Frank Zahn

Nebraska faces a cyclical and a secular decline in its competitiveness in world agricultural markets. Economic instability and technological advances account for much of the decline, along with unfair trade practices and counterproductive government intervention. The short-term forecasts for the U.S. economy are fairly bright, but the farm economy, particularly in Nebraska, is gloomy. Because it is unlikely that government price and income supports will continue at current levels, Nebraska must take some bold steps to provide a healthier farm sector. Policy choices for state action include supporting federal policies that promote domestic and international economic stability, fair international trade, …

During the 1986-87 school year, the University of Nebraska at Omaha/Omaha Public Schools (UNO/OPS) Liaison Committee requested a study to determine how high school graduates from the Omaha Public Schools were progressing in their college careers at UNO. The author was asked to work with Paul Malcom of the Research Department of Omaha Public Schools to determine how the study might be conducted. Possible research questions were shared with the committee. The author met with Malcom to obtain lists of names of high school graduates.

The results of a health services questionnaire administered to over 300 Lexington area residents in April/May 1986 are presented in this report. The sample constituted 6.7 percent of the 4,507 households in the study area.

Homelessness is not a new phenomenon. The period between the Civil War and World War I, for example, witnessed a large increase in predominantly male transients who followed an active labor market and formed a highly visible subcommunity called skid row. Today's homeless population, however, includes more women, children, and minorities and fewer single men and drifters than previous populations. In addition to changes in the demographic composition of the homeless population, most experts agree that the problem of homelessness is increasing.

The purpose of this study was to obtain information from University of Nebraska at Omaha (UNO) alumni regarding their perceptions of various characteristics of the university. Alumni were asked to indicate their reasons for attending UNO, to rate various dimensions of the university, and to rate the importance of their UNO educations to their careers and lives. The questionnaire also gathered information on alumni pride in UNO and about alumni participation in continuing education programs.

This report outlines a management training plan for the United Methodist Community Centers, Inc. (UMCC). UMCC is a community service agency which focuses on bringing positive change for minorities and other disadvantaged people in the Omaha community. UMCC is one of Omaha's major community service agencies and has two locations, the Wesley House in north Omaha and the Woodson Center in south Omaha. A broad range of community programs are coordinated and managed from these two centers, including, for example: family enhancement programs, a woman's resource center, "sweat equity" housing development, senior meals programs, pre-school and after-school learning programs, and …

In February 1986, the Northeast Nebraska Economic Development District (NNEDD) contracted with the Center for Applied Urban Research GCAUR) of the University of Nebraska at Omaha to conduct a business survey related to training needs and business conditions in the region. The Northeast Technical Community College and NNEDD designed the survey instrument to collect information which would be useful in economic development program planning and determining training needs and areas of interest. A total of 896 questionnaires were mailed to businesses in the region during February by CAUR and 208 responses were received; a response rate of 23.2 percent.

In February 1986, Park East, Inc., a nonprofit redevelopment agency, contracted with the Center for Applied Urban Research of the University of Nebraska at Omaha to conduct a marketing survey related to the redevelopment of the Muse Theater at 24th and Farnam Streets. Representatives of Park East, Inc., believe that two critical trends have converged to create an opportunity for redevelopment in this area--the ongoing and already successful redevelopment of downtown Omaha and adjacent areas and the recent increase in the population of young, well-educated, professionals living and working near downtown Omaha. The purpose of the Nebraska Policy Choices series is to improve the basis for making state policy choices. This series tries to enhance Nebraskans' awareness of their many alternatives for steering Nebraska into the future. Each annual volume in the series will provide a forum for considering the major issues facing the state and for identifying the various policy options or choices available to Nebraskans. The goals are to broaden public understanding and to promote informed and responsible choices among alternative policies.

Economic theory and research data suggest that Nebraska policymakers should redirect economic development efforts toward the formation and growth of small businesses. A mechanism is presented for categorizing small businesses into sectors which are most likely to provide the economic growth so necessary to the state. Recommendations for implementing a search and screening process to identify businesses with high-growth potential in the state are discussed. Finally, recommendations for changing policies and programs to increase the formation and growth of small businesses in Nebraska are presented.
