Nativism In American Political Culture, Julie M. Wacker

The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

The Nevada procurement laws for public agencies generally require open, competitive bidding for any item that exceeds $10,000. Public agencies are also required to accept the lowest "responsive" and "responsible" bid. A "responsive bid is one which has addressed all the requirements of the bid documents. All forms must be properly completed and signed. A "responsible" bid is one in which the bidder proves the ability to perform the contract and has the resources to fulfill all the requirements of the contract. Evaluation Of The Nebraska Community Development Block Grant Administration Certification Program, Center For Public Affairs Research (Cpar)
Publications
The Nebraska Community Development Block Grant Administration Certification Program, in its fourth year of operation, certifies individuals who administer local grants received from the Nebraska Department of Economic Development (DED). Funds are provided by the U.S. Department of Housing and Urban Development. Included in the certification program, managed by the University of Nebraska at Omaha (UNO), are annual certification workshops, recertification workshops, and advanced training modules that are part of the recertification process.
UNO and DED decided in 1998 to undertake a comprehensive evaluation of the certification program. UNO contracted with the Institute for Social and Economic Development (ISED) and …

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …
