Staying Connected: Keeping Justice-Involved Youth “Close To Home” In New York City, Jeffrey A. Butts, Laura Negredo, Evan Elkin

When justice-involved youth are supervised by local agencies and placed with locally operated programs rather than being sent away to state facilities, they are better able to maintain community ties. They stay connected with their families, and they are more likely to remain in local schools. Policy reforms that localize the justice system are often called “realignment.” New York’s “Close to Home” (or C2H) initiative is a prominent example of youth justice realignment. Past Publications

On December 4, 2014, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2009 through 2013, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2009 through 2013. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

Own Children With All Parents In The Labor Force For The State Of Nebraska And Legislative Districts And Counties From The 2009-2013 American Community Survey, Center For Public Affairs Research (Cpar)

The following tables, graphs, and maps look at the number and percentage of own children living in families where all parents present are in the labor force. The data are from a U.S. Census Bureau program called the American Community Survey (ACS). The ACS is an ongoing, nation-wide survey conducted every month. Each year approximately 1 in 40 persons are sampled. During the past 5 years in Nebraska, there has been an average of about 40,000 persons interviewed per year.

The Nebraska Legislature's Planning Committee was created in 2009 with the passage of LB 653 in order to help establish a process of long-term state planning with the Nebraska Legislature. The committee was created to assist state government in identifying emerging trends, assets and challenges of the state and the long-term implications of the decisions made by the Nebraska Legislature.

In this brief, researchers from the Maine Rural Health Research Center (University of Southern Maine, Muskie School of Public Service) present findings from a SHARE-funded evaluation of the rural implications of Medicaid expansion under the ACA.

The authors examine the following issues:

• The extent to which prior public health insurance expansions have covered rural populations
• Whether rural residents who are expected to be newly eligible for Medicaid in 2014 differ from their urban counterparts
• The extent to which rural individuals might differentially benefit from the ACA Medicaid expansion in light of the expansion becoming optional

OMAHA – Recently released 2013 births data show that U.S. fertility rates among major racial and ethnic groups are now much more similar than in the recent past. This is in contrast to the perception that Hispanic fertility rates are vastly above those among Blacks and Whites.

This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. The Watson Institute was previously awarded a United States Economic Development Administration (USEDA) grant to complete an economic analysis of the North Central New Jersey Region. The USEDA approved that analysis and awarded additional funds to continue our work, culminating in this CEDS plan.

Current literature suggests that networks impact the diffusion of innovations. This dissertation seeks to uncover the reasons behind diffusion patterns of locally developed applications (LDAs) across the United States judiciary. Due to a lacuna in the relevant diffusion literature, the effects of professional networks on diffusion patterns are of particular interest in this study. Professional networks include inter-agency networks, national organizational networks, or external personal-professional networks. LDAs are products, mostly software, created within a judicial district to enhance its effectiveness or efficiency. Often these applications are developed to address an internal issue in a district. The theory of representative bureaucracy has been suggested as an equity oriented tool that could work to alter the negative aspects of majority rule. Ongoing debates over the best way to ensure and enhance equity for underrepresented groups continue to question the value of representative bureaucracy as it has concentrated on passive (descriptive) and active representation. Such representation where administrators look like the clientele they are serving and subsequently work to generate outcomes for those clients certainly has value.
