Odette Yousef is the North Side Bureau reporter for WBEZ 91.5FM, Chicago’s NPR affiliate. She works in one of three urban community bureaus to extend Chicago Public Media’s coverage to people and places that may not always make it into mainstream news outlets. In particular, Odette focuses on issues relating to Chicago’s Asian-American populations, as well as many other minority populations that live in the city’s far North Side neighborhoods. Prior to coming to Chicago, Odette was a reporter with WABE FM in Atlanta, and worked at NPR in Washington, DC. She also co-hosts the television show My Chicago on …

The Obama Administration has come under scrutiny by both the public and Congress, since former National Security Agency (NSA) contractor Edward Snowden made known the scope of government surveillance programs being utilized by the U.S. government to gather intelligence on domestic citizens. Snowden’s disclosures about the government’s surveillance practices to the mainstream media began in June 2013. I focus on how public opinion towards the government’s surveillance practices and an individual’s reasonable right to privacy has shifted after revelations made by Edward Snowden on the practices of the NSA. Metropolitan fragmentation is considered the root cause of inequality among local governments. Self-governing localities have the power to exercise zoning and land-use laws to lock up their resources, which gives them a competitive edge against their neighbors. Localities are unique in terms of their economic capacity, fiscal strength, geographic location, racial makeup of their residents and their income status. Such differences reflect into variation in preference for urban infrastructure and the capacity of local governments to provide preferred services at the lowest possible taxes and fees. Some scholars have suggested consolidating localities into large regional governments to overcome such inequalities. …

This project investigates comic book discourse. Specifically, I investigate how comic narratives provide readers with an interpretation for how they should discern and assess “appropriate” behaviors for women. The artifact of analysis included in this project is DC Comics Gotham City Sirens (2009). This text features popular female superheroes, Catwoman, Harley Quinn, and Poison Ivy. Because comic books utilize both textual and visual means to disseminate a message, this project evaluates the visual rhetoric of these characters within the narrative. Mainstream criminological theories often fail to incorporate demographic characteristics (which are robust predictors of criminal behavior). Also, many scholars suggest that theories of criminality need to move beyond sex or race or class etc. and utilize these dynamic characteristics in tandem. This theoretical perspective is often referred to as intersectionality. There is some criminological literature on the individual effects of these demographic characteristics as they represent social status as such they interact to effect experience, agency, and power. Samuels Southern University The Supreme Court’s recent decision in Shelby County v. Holder (2013) which invalidated the “coverage formula” of Section 4 of the Voting Rights Act of 1965 bears an eerie resemblance to the spirit of the Civil Rights Cases (1883). Today, the American landscape is more racially and ethnically diverse, yet minority populations have been and will likely be disenfranchised in the Post-Section 4 era. Minority voter participation Post-VRA has experienced some gains but achieving equality in terms of access and civic participation may be compromised. The Voting Rights Act is perhaps the most successful civil rights law ever. Yet while one set of scholars regards the legislation’s success as evidence that it remains necessary and appropriate, another set of scholars regards that success as a sign that the VRA is obsolete and inappropriate. In this article, I argue that disagreement about the VRA stems from two fundamentally different analytical approaches. The antidiscrimination paradigm focuses on how key indicators of political empowerment have progressed since 1965. The nondiscrimination paradigm focuses on how far those indicators are from what would be observed in the absence of racial …

Redistributing Power In Mississippi: The Reversal Of Section 4 Of The Voting Rights Act, Gloria J. Billingsley, Sylvester Murray

Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The first strategy considers successful financial incentives promoting public housing in historic properties within the United States - the Low Income Housing Tax Credit and the Historic Rehabilitation Tax Credit - and proposes how the Catalan government might find seed money to fund …

The domestic adoption system throughout the United States has been complex yet crucial in starting millions of families over the years. About 7 million Americans are considered adopted persons, and as many as 100 million Americans have adoption in their immediate families. Though these numbers seem impressive, there are still 130,000 children in the U.S. foster care system waiting to be adopted. Adoptions in the US fall into one of three main categories. The first is adoption of children from the public foster care system, the second is adoption through private adoption agencies or independently, and the final category is …

Even though the United States had historically high voter turnout in 2008 and 2012, there remains troubling patterns pertaining to political engagement and knowledge among its least educated youth. The literature and theory suggests that if the United States educational systems increase the amount of civic education courses, extracurricular activity, and youth volunteering opportunities in high schools, especially among the most disadvantaged youth, it will lead to an increase in political knowledge and engagement.
