Inquiry Into The Implementation Of Bush’S Executive Order 13211 And The Impact On Environmental And Public Health Regulation, Elizabeth Ann Glass Geltman, Gunwant Gill, Miriam Jovanovic

Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. This final report documents the major findings of the evaluation of the Methamphetamine and Suicide Prevention Initiative (MSPI Year-6), also referred to locally as the Soaring Over Methamphetamine and Suicide Program (SOMS), funded by the Indian Health Service (IHS), Division of Behavioral Health. The University of Nebraska at Omaha, Consortium for Organizational Research and Evaluation (CORE) contracted with the Nebraska Urban Indian Health Coalition (NUIHC) to provide technical assistance in completing this evaluation and the report.

Exploring Transnational Economic, Social, And Political Participation Of Mexican Immigrants In Oregon, Anabel López Salinas

Dissertations and Theses

Using a mixed methods approach and expanding on the literature on immigrants' transnational civic engagement, this research explores the paths and barriers to Mexican immigrant civic, economic, political, and social engagement in both immigrants' communities of origin in Mexico and communities of residence in Oregon, a relatively new destination for Mexican immigrants. The majority of the adult Mexican population only arrived to the state of Oregon over the last 15 years. Today Latinos represent the largest racial-ethnic minority, twelve percent of the state population, with Mexicans making up 90 percent of this Latino population. Most of the Mexican immigrants in …

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. As population continues to grow the need for creating efficient and effective built environments that balance the three pillars of sustainability, environment, economic and equity, becomes even more pertinent. This exploratory research assisted in bridging the gap between understanding sustainable policy development and resulting impact on the corresponding outcomes, including influences from political culture. Followed by an overarching view of the changes in sustainable built environment outcomes over the course of nine years and how these outcomes influenced air quality measurements and inpatient asthma discharges. Failing public high schools are a perpetual limitation to community sustainability. Conversely, economically disadvantaged communities more often produce schools with reduced academic performance. Unfortunately, comprehensive community-based remedies are generally outside the scope of a school district's control. Social disorganization theory attributes variations in crime and delinquency to a breakdown in communal structure and relationships. Applied in a similar manner, social disorganization has also been associated with lower student achievement. This research examined how social disorganization is associated with Florida public high school academic performance in a two phase analysis at the community and school district levels. Contemporary natural resource management (NRM) emphasizes the role of the public in general and land owners in particular as voluntary participants in the process. Understanding the role of trust in voluntary cooperation is therefore critical, but the current state of the relevant literature is such that it fails to systematically address a few important issues. This inquiry sought to address these issues by presenting and testing a model of land owners’ trust in and cooperation with a NRM institution. The 2008 financial recession has seen increased poverty, job loss, and homelessness as well as decreased spending in health care, education, sanitation, and housing. These factors can lead to tensions across a number of sectors and underscore the need for innovation in for-profit, nonprofit and government organizations. One area of innovation in the nonprofit sector to supplement revenues is by adding social enterprise activity. Social enterprise is the pursuit of earned income activities for an organization that is driven by a community mission or value.
