The paper implores a brief cultural analysis to examine racial tensions and injustices in the U.S. that have led to the Black Lives Matter movement. Specifically, implicit bias is of primary focus as the authors examine how bias of the Black male frames the “Black-as-criminal” mentality, as well as connotes fear of the Black male body. The authors further discuss how fear of the Black face and Black male body has led to discriminatory actions such as institutional racism and, in the most vehement yet consistent cases, the killing of unarmed Black men and women. When law enforcement officers, regardless of race and ethnicity, are exposed to messages of Black violence, these perceptions of danger can become deadly. In 2014, the Michael Brown case in Ferguson, Missouri elevated this concern; but, there were many other cases previously publicized in the media such as Amadou Diallo, and Sean Bell. Using a content analysis of news reports from 1994 to summer 2015, this paper offers an assessment of media influence in the construction of public perceptions of Black dangerousness that seems to impact Black male and law enforcement interactions that become deadly for the former. This article examines the impact of public policies in inner city communities. Using Ferguson, MO as an exemplar, the authors offer a contextual analysis of a community recently in the spotlight for the killing of an unarmed black man by a law enforcement officer. Through the lens of the social determinants of health, we examine “place” as a powerful determinant of health and community outcomes. We consider the implications of public policies and the subsequent impact on social and economic context. While scores of literature may hint at the tumultuous relationship between the criminal justice system and Blacks, such literature, however, fail to assess, comprehensively, the intersectional purpose of present criminal justice processes and race. This paper will examine contemporary applications of justice along racial lines. It is argued that current justice outcomes are advantageous to the status quo. It is no secret that the American system of justice has a race problem; however, if the goal is to administer justice then, as this paper argues, the current system needs to be seriously examined and rebuilt. Although normative questions about the role of the Supreme Court as a countermajoritarian institution have been commonly debated in political science research, an updated empirical question on Mishler and Sheehan’s (1993), study on public opinion and its impact on the Court must be asked. It has been 25 years since the publication of their study and numerous high profile cases such as Bush v. Gore, Citizens United v. FEC, and Obergefell v. Overall, the employment rate for Worcester youth has improved since 2000; yet mirroring the nation, Worcester continues to have a smaller share of youth 16-24 employed. This situation is intensified for youth of color and young people facing barriers such as homelessness, exiting foster care, juvenile justice involvement, and limited English proficiency. Mass, Inc. estimates that in Worcester there are 3400 disconnected youth—756 are between 16-19 and 2644 are between 20-24. From the youth employment program inventory, we learned that the city’s programs offer many opportunities for “first job” experiences; has some exemplary programs that integrate youth development and workforce …

Driven largely by dramatic increases in Oregon Public Employee Retirement System (PERS) costs, Oregon’s local governments face historically unprecedented increases in their “Total Employer Costs of Compensation,” or “TECC costs.” Even with 3% annual growth in general fund revenues under Oregon’s strict, voter‐passed property tax limits, the resulting budget squeeze could force reductions of 10% or more in the number of public employees who provide key public services – from police and fire/emergency medical protection to education, health care, and infrastructure maintenance.

The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.

In addition, the paper has three subsidiary objectives. The …

A Taxonomy Of Independent Electoral Reapportionment Systems, James Ruley

Indiana Journal of Constitutional Design

This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.

Thus, the purpose of this paper is not to normatively prescribe the best practices for composing and empowering an IERC, but rather to descriptively show how different countries conduct this process. While Part II makes some determinations about which commissions may conceptually …

On December 9, 2016, President Barack Obama directed the Intelligence Community to conduct a full review and produce a comprehensive intelligence report assessing Russian activities and intentions in recent U.S. elections. We have completed this report and briefed President Obama as well as President-elect Trump and Congressional leadership. We declassified a version of this report for the public, consistent with our commitment to transparency while still protecting classified sources and methods. Campus violence prevention often includes proactively reducing crime through noticing and resolving concerning situations. Within these efforts, interventions aimed at enhancing reporting have been considered necessary. The current study explored several reporting influences on college students’ responses to hypothetical and actual campus safety concerns. Students were unwilling to report most (i.e., 52%) vignettes of pathway behavior, and most students who witnessed campus safety concerns did not report (i.e., 87%). Students who witnessed several concerning behaviors from a nonfriend perpetrator tended to be more willing to report, especially if personally victimized and understanding the violence risk associated with pathway behavior. Community Attitudes Regarding Public Safety In Portland’S Parkrose Neighborhood, Kris R. Henning, Jason Jones, Christian Peterson

Criminology and Criminal Justice Faculty Publications and Presentations

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Parkrose neighborhood. Residents' top concerns were social disorder, property crime, and alcohol/drug use. The majority of residents surveyed reported that overall safety in the neighborhood had declined over the past 12 months and a significant proportion (63%) …
