The State of Nevada Certified Public Manager (NVCPM) Program is a nationally accredited leadership development program that has been designed to prepare managers and supervisors in the public sector. A program evaluation of the NVCPM Program was conducted to determine the effectiveness of the services delivered to program participants in terms of development of leadership skills and career advancement. In addition, this evaluation examined the value that the NVCPM provides to the agencies that the participant worked for related to the implementation of the participant’s Capstone Project. A program analysis and evaluation of the Nevada School of the Arts (NSA), a forty-year-old non-profit organization that provides musical education and advocates for the arts in Southern Nevada, was conducted. This paper serves as the completed report for the Nevada School of the Arts program evaluation and provides thorough analysis, findings from the graduate students’ research, observations, and recommendations for the organization to voluntarily accept.

An in-depth review of the use of force policies and practices used by the Las Vegas Metropolitan Police Department (LVMPD) was conducted after the alarming rate of officer involved shootings was publicized by the Las Vegas Review Journal (RJ) in 2011. The 75 recommendations handed down to LVMPD after the review not only helped guide the agency towards procedural and reporting changes, but also paved a way for the agency to begin rebuilding trust in police within the community. The purpose of this study was to evaluate Real Talk’s effectiveness on having a positive impact with at-risk youth here in Southern Nevada. Using data collected by Real Talk, the goal was to find new strategies for the program to further expand its outreach based on the impact they have made on the students that have successfully completed the program.

Assessment Of Intercity Bus Services In Nebraska, Center For Public Affairs Research (Cpar)

The Federal Transit Administration (FTA) defines intercity bus service as “regularly scheduled bus service for the general public that operates with limited stops over fixed routes connecting two or more urban areas not in close proximity, that has the capacity for transporting baggage carried by passengers and that makes meaningful connections with scheduled intercity bus service to more distance points, if such service is available.”

In rural states like Nebraska, intercity bus services are used most often to connect rural areas with larger urbanized areas.

The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. A cross-disciplinary group of Cornell researchers, the Cornell eRulemaking Initiative (CeRI), created the experimental platforms for public participation in policymaking processes. CeRI used selected live federal agency rulemakings and other policy discussions to discover how the design and process of online engagement can support public discussion that is informed, inclusive and insightful.

To test the feasibility of applying its ”Total Employer Cost of Compensation” (TECC) analytical framework to K-12 school personnel, the Center for Public Service (CPS) collected and validated data from five Oregon school districts (Beaverton, Hillsboro, Lake Oswego, Salem-Keizer, and Portland), along with two in Washington State (Seattle and Vancouver) and one in Idaho (Boise).

The four main categories of TECC costs – salary; employer-paid health care; retirement benefits; and the value of paid time off (PTO) – were then calculated for several different K-12 teacher “archetypes” – e.g., Entry-level teachers with a BA degree; Mid-stage teachers with an MA …

More law enforcement agencies are adopting social media as a progressive policing strategy each year. They utilize it for several reasons including, community outreach and engagement, public relations, notifying the public of safety concerns, recruitment, intelligence gathering for investigations, among other uses (IACP, 2017). This study explores Southern California Law Enforcements’ use of social media through a survey and content analysis. First, the survey results suggest that more than 93% of departments surveyed concentrate on community outreach through their social media channels. While there is considerable information on the crowdsourcing (CS) phenomenon among online and for-profit organizations (Kittur, Chi, & Suh, 2008; Sufen, Zhonghui, & Feng, 2013), our understanding about the phenomenon among nonprofit organizations is limited (Brabham, 2008). The purpose of this dissertation is to examine how integrating a CS apparatus among nonprofit organizations impacts their capacity. The study drew on Hall et al.’s (2003) conceptual model, in which the capacity of a nonprofit organization is determined by its financial, human resources, and structural capitals.

San Francisco's Response To Sexual Assault: Pathways To Creating A Survivor-Centered Criminal Justice System, Bianca Rosen

This research examines the process when adult sexual assault survivors in San Francisco decide to pursue legal justice and how survivors experience the local criminal justice system. My analysis exposes the mistreatment of survivors who participate with local law enforcement and recommends survivor-centered policies that could support the wellbeing of survivors pressing charges. The purpose of this research is to encourage law enforcement practices that prioritize survivors’ self-determination and welfare.

This report provides the results of a recent community survey in Bend Oregon. The purpose of the survey was to provide feedback on the Bend Police Department's recent performance in achieving their community-oriented goals from the agency's 2015-2020 strategic plan. Most of the residents surveyed report feeling safe in the city and the police received high performance ratings for being available when needed, dealing with problems that impact public safety, and for reducing crime. Likewise, residents who had been contacted by the police during traffic stops or investigations rated these interactions positively. Specific recommendations are offered in the report with …

On December 8, 2016, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2011 through 2015, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2011 through 2015. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

Income inequality and political polarization have been thought to be connected for centuries, as it was first proposed, formally, in the 10th Federalist Paper, by James Madison, in 1787. Madison proposed the notion that when citizens become politically polarized, one must look towards individual ownership of property, or income. Political scientists have heeded Madison’s claim, and have continued studying how income inequality and political polarization interact, yielding a wide spectrum of results. While some studies have lacked conclusive evidence to show correlation or causation, some have found statistical significance when examining the effect of income disparities on political polarization.
