Despite the injection of new taxes in the amount of $1 .2 billion in fiscal 1991, and recently announced cuts in the budget of approximately $464 million, the Commonwealth's fiscal condition - irrespective of the outcome of CLT's petition -is precarious. Although the political juices are flowing in Massachusetts, with an eye on November 6th, Massachusetts decision-makers have not faced up to the problems inherent in the long-term, structural spending patterns of the state's budget.

Our five-year budget projection indicates that if expenditure trends continue without dramatic restructuring - particularly in the "non-discretionary" accounts - the Commonwealth faces a steady …

"After the Miracle" documents the factors that have shaped the recent political debate in Massachusetts and are likely to determine continuing economic and fiscal conditions in Massachusetts in the near future. The paper indicates that 1990 may begin a decade of real limits for Massachusetts. The economy has stagnated and the next two years will be a period of deep economic uncertainty. It is also clear that a resurgence, like that of the boom period of the eighties, is unlikely to be replicated.

The government of the United States offers a guaranteed minimum price per bushel to farmers in return for a reduction in acreage planted. Through this program, the government attempts to control the supply of wheat and stabilize the price of wheat. There is growing debate in the United States as to the effectiveness and prudence of the current program.

This thesis will examine the effectiveness of the guaranteed minimum price program, using the two-stage least squares procedure to examine a demand and supply model. The study will look at the relative stability of the price of wheat and how and …

Women and men in the workforce face difficult dilemmas during family crises. Can one be a responsible family member and a responsible employee when an elderly parent is ill, a spouse is disabled, a baby is born or adopted, a child is sick? Employment leave with insurance for wage replacement is a cornerstone of family policy proposed in a workable format in H. 2191 now before the Massachusetts legislature. It can be a model for other states and, someday, the nation.

Enhancing the opportunities for women in the workplace in the next decade will become an economic imperative, not just an issue of social justice. In this article Lieutenant Governor Evelyn Murphy sets forth recommendations for policymakers in both the public and private sector that begin to change our notions of what constitutes a humanized workplace. If the economy is to remain strong, these initiatives will be required to improve business productivity as well as the life of all family members.

This article proposes a women's economic agenda to help fulfill the needs of working women. The first component outlined is the appointment of women who are sensitive to the needs of all women, including the poor, to key decision-making positions. The agenda then calls for employers to recognize changing workforce demographics by initiating programs that can accommodate the needs of single-person as well as dual-income households. The final component is an argument for the implementation of pay equity.

The precise nature of W. S. Jevons's utilitarianism as a guiding rule for economic policy has yet to be investigated, and that will be the first issue treated in this paper. While J. A. Schumpeter, for instance, asserted that 'some of the most prominent exponents of marginal utility' (including Jevons), were 'convinced utilitarians', he did not investigate the further implications for Jevons's policy analysis.¹

The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160. These estimates do not include fish harvested in the ocean or in the mainstem Columbia. Horizontal equity in property tax administration has been neglected by researchers in favor of research on incidence of the property tax. The present study, conducted within nine townships in Allegan, Barry, and Grand Traverse Counties in Michigan, investigated differences of practices in assessing residential properties. Three hypotheses test differences in ratio of assessed value to sale price for properties owned by nonresidents and residents, properties with water frontage and without water frontage, and properties of higher value and those of lower value. Both parametric and nonparametric statistics were utilized to test the research hypotheses.

Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

Spain acquired Louisiana from France in 1763 but was initially unsuccessful in integrating the distant colony into the Spanish commercial system. Encouraged by the colony’s chief financial officer, Intendant Martín Navarro, the Spanish Crown introduced legislation on January 22, 1782 to promote commerce. Free trade was to be permitted for ten years with designated ports in France. The liberal character of the code fostered the growth of numerous merchant companies in New Orleans who found markets for all of Louisiana’s exports in France, England and the French West Indies. Federal Supplemental Compensation (FSC) was the program that temporarily extended the duration of Unemployment Insurance (UI) benefits by 8 to 14 weeks during 1982-1984. This paper examines whether and to what degree the extension of benefits under FSC increased the expected length of UI recipients' jobless spells. The estimates are derived from a large Ul-administrative data base that spans the expiration of FSC and allows one to observe whether and (approximately) when a worker actually returned to work. Previous studies of the effects of extended benefits have had to make assumptions about UI recipients' return to work that appear to …

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. It is important that State Legislators, State Administrators, policymakers and community leaders understand the needs of this population and work to increase the financial resources and enhance the dignity of older women in the Commonwealth.

James P. Smith and Finis R. Welch, along with fellow economist Richard B. Freeman, have been primarily responsible for the much accepted notion that there have been “dramatic” advances in the economic situation of blacks in the recent past. Closing The Gap: 40 Years of Economic Progress for Blacks (CTG) is just the latest installment and reworking of this optimism. Freeman attributed the alleged progress to a “collapse” of labor market discrimination caused by “governmental and related antidiscrimination activity associated with the 1964 Civil Rights Act.” Smith and Welch, on the other hand, have always been somewhat agnostic about the …

Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions.
