Presidential Regulation, Timothy Meyer, Ganesh Sitaraman Jan 2025

Presidential Regulation, Timothy Meyer, Ganesh Sitaraman

Faculty Scholarship

This Article documents and analyzes the rise of a new mode of economic governance: presidential regulation. Today, the President regularly bypasses not only Congress but also the executive branch’s own administrative agencies and directly imposes sweeping new economic regulations. President Biden, for instance, created new regulatory regimes governing producers of artificial-intelligence technologies, companies that trade in or hold the personal information of U.S. citizens, and companies that can increase the production of energy-efficient equipment and technology. During his first term, President Trump regulated the kinds of technologies that U.S. telecommunications companies can buy and sell, placed restrictions on the electrical …

In a commentary, SMU Assistant Professor of Finance (Education) Aurobindo Ghosh, SMU postgraduate student and Research Assistant for the SInDEx Project Muskan Bagrodia and International Monetary Fund Economic Research Assistant Khyati Chauhan weighed in on why inflation expectations matter as much as economic data. They discussed how inflation expectations can be a self-fulfilling prophecy, and shared the key takeaways of the quarterly DBS-Sim Kee Boon Institute’s Singapore Index of Inflation Expectations (DBS-SKBI SInDEx) survey. They concluded that effective communication on inflation control measures, in addition to credible policy decisions, will help consumers feel assured and refrain from basing purchasing decisions …

Policy Underpinnings Of Budget, Ishrat Husain Dr. Jun 2022

Policy Underpinnings Of Budget, Ishrat Husain Dr.

Faculty Research - Newspaper and Magazine Articles

The annual budget is not only a statement of revenues, expenditures, fiscal deficit and government borrowings but also a powerful tool for efficient resource allocation and utilisation, equitable distribution of incomes and a signal to the private sector about the economy’s direction. The budget’s crucial element includes the speeches delivered by the federal and provincial finance ministers, which set the underlying policy framework. In present uncertain times where the tenure of the present government is limited, external economic environment is pernicious, political polarisation is at peak and international financial markets are not looking at Pakistan favourably, the importance of this …

Tapping On Growth Opportunities Through Trade And Investment, Andy Feng, Gerald Foong, Geraldine Lim

Research Collection School Of Economics

As a small and open economy, external developments play a crucial role in shaping Singapore’s growth prospects. In particular, external demand is pivotal in supporting the growth of Singapore’s gross domestic product (GDP) beyond the limits afforded by a small domestic market. Furthermore, due to the resource constraints faced by Singapore, its production of goods and services to meet both external and domestic demand requires a substantial use of imported inputs. Apart from trade, Singapore’s openness and outward-orientation also extend to its embrace of inward and outward investments to grow its economy and create jobs for Singaporeans. In view of …

Social Determinants Of Health: The Impact On Health Outcomes And Hospital Profitability, Danielle Mcpherson Dec 2020

Social Determinants Of Health: The Impact On Health Outcomes And Hospital Profitability, Danielle Mcpherson

Doctor of Business Administration Dissertations

Hospitals are experiencing decreasing profitability due to increasing healthcare cost. In this paper, I demonstrate that there is financial value to hospitals by addressing social determinants of health (SDOH) as this strategy improves health outcomes and yields cost savings. I estimate the impact of SDOH on the health outcomes using an IV probit regression analysis and estimated the impact of health outcomes on cost using a basic linear regression. I estimate that improving SDOH by one standard deviation will result in hospital cost savings as follows: addressing Violent Crime will decrease hospital cost between 0.16% and 0.21%, addressing Supplemental Nutrition …

The phenomenon, dubbed “brain drain” by experts, is characterized by the out-migration of a group of highly-educated people. “Brain gain” describes the opposite: when a location attracts highly-educated people. Several states are keeping and welcoming more highly-educated adults, while other states are rapidly losing talent. This migration pattern has important implications for social, political, and economic issues facing the country.

Political Science Faculty Publications and Presentations

Democracy is at risk worldwide. And the economy may be, too.

Seventy-one out of the world’s 195 countries saw their democratic institutions erode in recent years, according to the 2018 year-end report by democracy watchdog Freedom House, a phenomenon known as “democratic backsliding.” Signs of backsliding include elected leaders who expand their executive powers while weakening the legislature and judiciary, elections that have become less competitive and shrinking press freedom.

Global Economic Expansion And The Prevalence Of Militarized Interstate Disputes, Lucas Hahn

Honors Projects in Economics

Over the past several decades the entire world has experienced both the positive and negative effects of globalization. The question that this report will address is whether or not global economic expansion has led to a decline in the prevalence of militarized interstate disputes (MIDs) and what factors influence the prevalence of MIDs. This report will take an in-depth look at Thomas Friedman’s “Golden Arches Theory of Conflict Prevention”. It also includes a quantitative analysis in which regression techniques were used to see how different economic factors influence the prevalence of MIDs, while also introducing a previously unused independent variable …

Reconciling The Rhetoric And Reality Of Student Loan Debt, Elizabeth Akers

Brookings Scholar Lecture Series

Student loan debt has increased over the past three decades. This lecture will identify the factors that led to that increase in student loan debt what economic and social factors drove that increase. The talk will also consider the economic effects of increased or decreased earnings generated by individuals with student loan debt. This analysis will present data to assess the validity of several widely-held beliefs about the impact of student loan debt in the United States (e.g., increased student loan debt is depressing the housing market) and apply data-backed evidence to determine ways in which current and proposed policies …

Responses To Change In The Global Political Economy Of Innovation – The Role Of Sub-National States In Industrial Transition, Dan Herman

Theses and Dissertations (Comprehensive)

This dissertation seeks to explore how sub-national levels of the state promote the development of new industrial sectors. To do so this dissertation builds on a series of theoretical perspectives on the role of the state in the economy and develops a unique view of how sub-national states coalesce and contrast within these perspectives. It does so through a series of empirical case studies focused on sub-national jurisdictions in North America that highlight diverse varieties of state actions that contribute, if not lead, industrial transitions and the development of new innovation-oriented industrial sectors. In so doing, the dissertation presents a …

Innovation And Institutional Quality On Economic Growth In Asia, Nguyen Tran-Nguyen Apr 2015

Innovation And Institutional Quality On Economic Growth In Asia, Nguyen Tran-Nguyen

Honors Projects in Economics

When looking at the different effects of institutional quality on economic development, namely control of corruption, there are two different hypotheses that explain such effects. One is the “grease the wheel” hypothesis, which predicts that corruption is beneficial for growth, and the other one is the “sand the wheel” hypothesis, which says the opposite. Corruption is normally blamed for the slow economic growths in some countries, but some Asian countries’ exponential growths have proven the “grease the wheel” hypothesis otherwise. The “Asian experience”1 phenomenon occurs when corruption does not seem to hamper business activities in some Asian countries. This research …

Unify, Regionalize, Diversify: An Economic Development Agenda For Nevada, Mark Muro Nov 2011

Unify, Regionalize, Diversify: An Economic Development Agenda For Nevada, Mark Muro

Brookings Mountain West Publications

Nevada stands at a crossroads, yet it appears ready to remap its future.

Silver Staters sense that the current economic slump has not been just a temporary reversal but a challenge to the state’s traditional growth model—one that has revealed an economy over-dependent on consumption sectors, prone to booms and busts, and too little invested in innovation and economic diversification. And yet, for all that Nevadans have been early to recognize that the current slump will beget, in some places, innovation and renewal, and in other places erosion—and so requires action.

To that end, this report draws on an intense …

For 40 years Russia’s domestic economic and political development and its foreign policy ambitions have been driven by the varying fortunes of its oil and gas wealth. Understanding the role of Russia’s energy wealth is key to understanding what role the country may play in world energy security and geopolitics in the years ahead.

Reflection Moderation In The U.S. Senate On Economics, Social, And Foreign Policy, Brian E. Russell Aug 1998

Reflection Moderation In The U.S. Senate On Economics, Social, And Foreign Policy, Brian E. Russell

Graduate Theses and Dissertations

This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate. (3) Less than a majority of both groups of senators will moderate on foreign policy, …

Jevons's Applications Of Utilitarian Theory To Economic Policy, Sandra J. Peart Jan 1990

Jevons's Applications Of Utilitarian Theory To Economic Policy, Sandra J. Peart

Jepson School of Leadership Studies articles, book chapters and other publications

The precise nature of W. S. Jevons's utilitarianism as a guiding rule for economic policy has yet to be investigated, and that will be the first issue treated in this paper. While J. A. Schumpeter, for instance, asserted that 'some of the most prominent exponents of marginal utility' (including Jevons), were 'convinced utilitarians', he did not investigate the further implications for Jevons's policy analysis.1

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West Jan 1987

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West

New England Journal of Public Policy

Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. Here we report the results of a public opinion …
