Congestion Pricing: A Comprehensive Look At International Congestion Pricing Models And Applying Them To The United States, Ian Ertel

Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

Among industrial activities in Brazil, the automotive sector generates some of the most significant and multifaceted multiplier effects on the country’s gross domestic product (GDP). This thesis examines how neoliberal transformation of social protection policy influences gender dynamics within the care economy. Care is necessary for well-being, but traditionally excluded from economic thinking. This thesis completes a historical overview of how care has been incorporated or excluded by different economic paradigms and is anchored in feminist political economy that emphasizes care as a central consideration. A comparative analysis across California, Texas, and Sweden demonstrates how social protection, specifically access to paid parental leave, varies across regimes and results in inconsistent care outcomes. In this thesis, I develop a theoretical and empirical framework to estimate whether participation in industrial clusters contributes to firm-level economic resilience to conflict-based shocks. Focusing on Ukraine following the full-scale Russian invasion in February 2022, the study situates industrial organization and firms’ resilience to conflict within a dynamic environment characterized by spatially heterogeneous exposure to conflict events and persistent institutional constraints. I document how Ukraine’s contemporary economic geography reflects the interaction of Soviet-era industrial path dependence, uneven post-transition institutional development, and conflict-induced reconfiguration, evaluating how these dynamics generate systematic variation in both firms’ baseline vulnerability and their exposure to …

This thesis investigates how unemployment insurance (UI) affects individuals during and after unemployment. Drawing on historical evidence from recent recessions in the United States, publicly available data, behavioral insights, and mathematical modeling, it argues that the benefits of extending UI outweigh the potential costs. The analysis incorporates a wide range of sources, including empirical economic studies using regression models and psychology and business research that highlight behavioral responses to financial stress and job insecurity. Coproduction, or the interaction of citizens with their public service provider, has been used in policy responses to a myriad of service delivery problems, especially policing. This dissertation uses a three-manuscript approach to revisit coproduction both as a theory and a practice. The first manuscript tracks the evolution of coproduction as a theory from three different disciplines: economics, urban theory, and public administration. In addressing the three disciplines, the manuscript explains what broadly united the coproduction literature and the differences that hindered the early development of the concept. This dissertation explores how the US government identifies and responds to the problem of illicit finance, specifically, why the US Treasury utilizes certain approaches over others. I employ a comparative case study of three relatively recent, non-traditional approaches in the Treasury’s anti-illicit finance repertoire: targeted financial sanctions (a case of strong policy action), anti-money laundering in real estate (a case of tentative policy action), and the proposed demonetization of high denomination notes (a case of policy inaction). The number of projects exploring guaranteed income, or unconditional direct cash transfers, in the United States has exploded in recent years (Mayors for a Guaranteed Income, 2022a). Between June 2021 and June 2022, the number of city mayors engaged with the group Mayors for Guaranteed Income grew from 11 to 82 (Mayors for a Guaranteed Income, 2022b) and as of Winter 2023, there were over 90 guaranteed income demonstrations and projects in the United States (Guaranteed Income Community of Practice, 2023). In this thesis, I test my central hypothesis that United States government foreign aid flows and FDI flows from anywhere in the world to Sub-Saharan Africa are intertemporally related; thus, I test to what extent FDI flows follow—and, thus, are caused by—aid flows or to what extent aid flows follow—and, thus, are caused by—FDI flows. My panel dataset includes twenty-three Sub-Saharan countries and spans 1991 to 2018. Based on the results of pooled-OLS and panel fixed-effects regressions, and panel Granger causality tests, I show that aid and FDI are intertemporally related. This thesis paper strives to identify the relationship between Medicaid expansion and Emergency Department use. I use a Monte Carlo simulation for demonstrating the endogeneity problem and a copula model using the Oregon Health Program (OHP) data to show the previous literature has exaggerated the causal relation between Medicaid expansion and Emergency Department use. Background: Social isolation is an important predictor for poor health status, chronic diseases, and healthcare utilization and costs. There is a growing number of Americans with one or more disabilities, and evidence suggests that many are also socially isolated. This is especially true for those with immobility, as the built environment including housing structures are not universally designed to be accommodating. As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders.
