Despite record volumes of development finance flowing into Egypt, the private sector, particularly its micro, small, and medium enterprises, has yet to experience the broad-based growth these investments were designed to catalyze. Between 2020 and 2025, international development partners committed more than 15.6 billion dollars to Egypt's private sector, yet private investment remains a modest share of the national economy, and most domestic firms continue to face severe barriers to credit.

This thesis argues that the answer lies not in the volume of capital mobilized, but in the coherence of the policies that govern how that capital reaches firms. The …

This paper shows that the classic Mundlak (1978) result where the random effects estimator reduces to the fixed effects estimator when the regressors are all correlated with the individual effects, may not hold if the remainder disturbances have a general serial correlation variance-covariance matrix. This includes the popular AR(1), MA(1) and ARMA(p, q) processes for serial correlation. This is illustrated with an empirical example for the AR(1) case.

Childbirth is a life event that often disrupts maternal employment and household earnings just as family expenses increase. In the United States, families do not have access to a national paid parental leave program and must rely on a patchwork of safety net programs that were not designed specifically to support households during pregnancy and the immediate postpartum period. Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. Incorporating these persistent economic costs alters policy evaluation: the largest orders generate net benefits that dwarf their costs, but the …

Working from home has remained a prominent part of the labor market after the COVID-19 pandemic. However, in January 2025 President Trump issued an executive order restricting the use of work from home (WFH) in the federal government. This paper examines trends in WFH by class of worker: private for-profit, private not-for-profit, federal, state, and local government. It evaluates how WFH evolved across different classes after accounting for differences in occupation and education, with a focus on trends for WFH in the federal government, relative to the for-profit class, before and after the restriction in federal WFH. The Effect Of Retention Threat On Student Learning Gains: Evidence From Ohio, Sarah Souders, Robert Bifulco

Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. Gains in Grade 3 English Language Arts (ELA) are 0.077 SD and although effects partially fade over time, positive …

We examine the relationship between climate-related disasters and subsequent county-level aggregate employment and earnings. We combine earnings and employment data from 2000 to 2023 with data on disasters to estimate local projection impulse response functions relating extreme disaster events to cumulative percent changes in employment and earnings. On average, disasters appear to reduce employment growth three to five years post disaster. There are small positive impacts on earnings. These results are largely driven by responses to hurricanes and tropical storms. Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. While structural factors such as limited job creation and public sector contraction are well-documented, the role of family-level decision-making in constraining women's labor market entry has received limited quantitative attention. This thesis examines parental gender bias in employment standards in Upper Egypt, investigating whether and how parents impose systematically different job requirements for daughters compared to sons. Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

This thesis examines how neoliberal transformation of social protection policy influences gender dynamics within the care economy. Care is necessary for well-being, but traditionally excluded from economic thinking. This thesis completes a historical overview of how care has been incorporated or excluded by different economic paradigms and is anchored in feminist political economy that emphasizes care as a central consideration. Focusing on Ukraine following the full-scale Russian invasion in February 2022, the study situates industrial organization and firms’ resilience to conflict within a dynamic environment characterized by spatially heterogeneous exposure to conflict events and persistent institutional constraints. This report evaluates the benefits and costs of investment incentives for 50 large clean energy supply chain manufacturing and infrastructure projects. The findings suggest that these incentives generate modest but typically positive economic returns, with a median benefit-cost ratio of 1.47, meaning benefits exceed costs by 47 percent for the typical project. Returns vary significantly across projects—approximately 70 percent of projects produced net positive benefits over a 20-year period, while 30 percent failed to recover incentive costs.
