The Effect Of Retention Threat On Student Learning Gains: Evidence From Ohio, Sarah Souders, Robert Bifulco

Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. Gains in Grade 3 English Language Arts (ELA) are 0.077 SD and although effects partially fade over time, positive …

Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. Across the United States, persistent inequities continue to limit access to Science,  Technology, Engineering, and Mathematics (STEM) education for Black, Indigenous, and  People of Color (BIPOC) students. Despite increased national attention toward diversity,  equity, and inclusion over the past decade, measurable improvements in participation,  retention, and degree completion in STEM fields have not kept pace. These disparities  remain deeply rooted in structural inequalities that influence educational access, resource  distribution, and long-term career opportunities.

The design of a Promise program or place-based college scholarship requires community partners to make three key decisions: 1) Which students are eligible, 2) Where can students use the scholarship?, and 3) How should the scholarship be structured? Changes in available funding may affect all three decisions. This practice brief, developed in conjunction with the Kresge Foundation, lays out key principles for redesigning Promise programs when available funding changes, providing three case study examples to illustrate how program officials navigated redesign choices.

We estimate the causal effect of attending elite schools in England, Scotland, and Wales on human capital and labor market outcomes for cohorts of children from the 1958 National Child Development Study and the 1970 British Cohort Study. For identification, we employ a nonparametric partial-identification approach that provides bounds on the causal effect by assuming that, on average, there is positive selection into elite school attendance, and that attending an elite school does not worsen average potential human capital or labor market outcomes. In the United States, public policy does more than distribute resources. It distributes risk. The same policy can create profoundly different consequences for different people because policies operate on landscapes shaped by generations of unequal investment and opportunity.

To explore this process, I introduce the Stratified Risk Allocation (SRA) Framework to demonstrate how facially neutral policies reproduce inequality by allocating risk across populations with unequal capacity to absorb it. The United States student loan market is shaped by a variety of market failures–credit constraints, positive externalities, behavioral frictions including myopia, debt aversion, and misperception–that together justify government intervention in the market. The purpose of this study is to identify the lived experiences of CSU sociology graduate students pursuing a master’s degree. Seven sociology graduate students from six of the eight (75%) total sociology MA programs throughout the entire CSU system were interviewed. Their responses were designed to analyze the support systems and challenges they face while pursuing a master's degree, as well as to investigate whether their experiences correlate with or fail to correlate with the promises in the CSU mission statement, and to answer the study’s research questions and achieve the purpose of this qualitative study.

Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. In the average school district, pay-as-you-go spending currently amounts to 4.5 percent of district revenues. Assuming current benefit and funding policies remain, spending is …

The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. During the COVID pandemic, schools were widely believed to be a venue that facilitated disease transmission. While some worried Black and Hispanic students would disproportionately face greater risk of COVID exposure at school (school COVID risk) – given well-documented racially disparate school environments and resources – little empirical evidence exists documenting or refuting potential disparities in school COVID risk. Human capital theory posits that investments in health and education are complementary. Health investments boost education demand, thereby increasing educational expenditures. Drawing on this theory, this paper examines the impact of health coverage on three aspects of household educational investments: (a) the share of educational expenditures, (b) the level of educational spending, and (c) the probability of taking an educational loan. Using a health insurance scheme in India, this study employs a modified difference-in-difference strategy and two waves of the Indian Human Development Survey (2004-05 and 2011-12). In this paper, we use a natural experiment to measure the impact of a transitory positive income shock on college education. On March 11, 2021, the American Rescue Plan Act was signed into law. This act made provisions for the third round of Economic Impact Payment for eligible US residents. Each person in an eligible family received up to $1,400. This stimulus payment was an exogenous positive income shock on US college students if they received the payment. The “2024 Study: ‘Brain Drain’? The States With the Largest Net Gains and Losses of College-Educated Americans” report contains data from the Annual Social and Economic Supplement (ASEC) of the Current Population Survey conducted by the United States Census Bureau. The study includes data on where college-educated residents move and which areas experienced ‘brain drain,’ where college-educated residents move to other places.

This dissertation focuses on the labor market or educational outcomes using applied microeconomic methods. Chapter 1 investigates the impact of waiting an additional year to start kindergarten on the socioeconomic achievement gap in Nebraska using longitudinal administrative data from the Nebraska Department of Education. I utilize fuzzy regression discontinuity design to find the effect of waiting on test scores. I find waiting a year to improve the test score, and this impact fades away over time. This fading pattern shows a considerable amount of heterogeneity across different demographic groups, suggesting an acceleration of the achievement gap. The study also investigates …
