Through a study of China’s wind turbine sector, this paper demonstrates how China liberally implements industrial policies and then removes them when the WTO disputes them. China’s convenient compliance with the WTO rulings reflects Beijing’s realpolitik navigation through the organization’s dispute-resolution process, rather than socialization to international norms.

A region's workforce has been described as its greatest asset. Guided by human capital theory and new growth theory, regions have pursued economic development policies to increase the number of college-educated workers and expand the pool of STEM -- science, technology, engineering, and math -- talent. Academic literature and policy interventions have focused on a region's human capital in terms of educational attainment instead of a more fine-grained definition of human capital based on skills and competencies. Existing structures do not adequately address issues of access, governance, and sovereignty across the distinct domains of air transport, space operations, and high altitude unmanned aircraft operations. Globally, aviation policy and space policy have evolved independently as distinct fields. Introduction: Ireland had one of the highest pharmaceutical spends per capita in the EU in 2012. The General Medical Services (GMS) scheme is the largest community drug scheme in Ireland with approximately 40% of the population eligible for free drugs and appliances in 2012. The total cost of GMS prescriptions increased by 414% between 1998 and 2012. This paper projects Irish GMS cost from 2016 to 2026 and examines the implications of the estimated impact on GMS expenditure.

In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. In parametric stochastic frontier models, the composed error is specified as the sum of a two-sided noise component and a one-sided inefficiency component, which is usually assumed to be half-normal, implying that the error distribution is skewed in one direction. In practice, however, estimation residuals may display skewness in the wrong direction. Model re-specification or pulling a new sample is often prescribed. Since wrong skewness is considered a finite sample problem, this paper proposes a finite sample adjustment to existing estimators to obtain the desired direction of residual skewness. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. The study provided a detailed description of the interrelatedness of the aviation and aerospace industry with principal industries in Florida and Volusia County (VC) using Input-Output (IO) analysis. The economic impact measures included not only direct economic output and industry employment descriptions but also described the multiplier effects in the form of indirect and induced impacts using data for 2012.

Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

This paper looks at how government intervention shapes the evolution of the Singapore economy and accounts for its successes and failures over the past 50 years. Compared with other dynamic Asian economies, the Singapore government's approach to intervene in the economy is both more extensive and more intrusive, but with a narrow focus on GDP growth and surplus accumulation as the primary objectives. Foreign civilian nuclear start-ups have an increasing number of international partners capable of supplying fuel cycle technologies. The desire to prevent the spread of dual-use enrichment and reprocessing technology by asking partner states to rely on international fuel markets is a major obstacle for US negotiating civilian nuclear trade agreements, leading to delays. US participation in emerging nuclear markets is being undercut by foreign competition, leading to decreasing economic competition and influence in international nonproliferation issues. This study analyzes the determinants of early-stage VC investments by identifying characteristics in the economic, institutional, as well as cultural framework that could explain the diverging levels of early-stage VC investments across countries. Data was assembled for 16 countries during the period from 1995 until 2013. The results indicate that countries that are more open to trade are associated with higher levels in early-stage venture capital. A higher unemployment rate negatively affects a country’s level of early-stage VC funds. Higher R&D expenditures as a proxy for the technological and innovation capacity in a country as well as a higher value …
