The design of a Promise program or place-based college scholarship requires community partners to make three key decisions: 1) Which students are eligible, 2) Where can students use the scholarship?, and 3) How should the scholarship be structured? Changes in available funding may affect all three decisions. This practice brief, developed in conjunction with the Kresge Foundation, lays out key principles for redesigning Promise programs when available funding changes, providing three case study examples to illustrate how program officials navigated redesign choices.

How To Design A State Child And Dependent Care Tax Credit That Works, Gabrielle Pepin

High care costs for children and older adults put an increasing strain on American families, often pushing caregivers out of the workforce. While investments in affordable care deliver lasting benefits for families, employers, and the economy, the federal Child and Dependent Care Tax Credit (CDCTC) falls short—leaving states well positioned to make a difference. This Policy Blueprint highlights three ways the CDCTC fails families, and three solutions for designing a state tax credit that can help.

This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative. This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes. Does "Work First" Work? The Long-Term Consequences Of Temporary Agency And Direct-Hire Job Placements, David H. Autor, Susan N. Houseman

A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. Because welfare recipients who obtain jobs rapidly are positively selected from the pool of all Work First participants, a simple comparison of long-term outcomes among job takers and non-takers is …
