On the morning of 26 August 2026, the mountains above Nepal’s northern frontier delivered a disaster of almost unimaginable speed and scale. A massive mass of ice, rock, and sediment detached in the high Himalayan terrain near the Nepal–Tibet border, descended roughly 1,200 metres, interacted with the Lhende Khola system, and generated a debris-rich flood that surged through the Bhote Koshi and Trishuli river corridors, destroying settlements, markets, roads, bridges, hydropower facilities, and an international border crossing and transforming them into fields of mud, boulders, and wreckage within minutes (ICIMOD, 2026b; Reuters, 2026a). We examine the relationship between climate-related disasters and subsequent county-level aggregate employment and earnings. We combine earnings and employment data from 2000 to 2023 with data on disasters to estimate local projection impulse response functions relating extreme disaster events to cumulative percent changes in employment and earnings. On average, disasters appear to reduce employment growth three to five years post disaster. There are small positive impacts on earnings. These results are largely driven by responses to hurricanes and tropical storms. The Fund for Responding to Loss and Damage (FRLD), established at COP28 in 2023, represents a historic diplomatic breakthrough in multilateral climate finance, yet its design reflects the compromises necessary to secure political agreement rather than a just institutional architecture. This thesis evaluates the FRLD and two prominent reform proposals—the Bridgetown Initiative 3.0 and Esther Duflo's Grand Bargain—against a novel framework that provides a more precise way to evaluate the “justness” of different arrangements. Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This thesis examines population decline in small Northern California towns as a process of functional depopulation. Demographic loss becomes most damaging when it weakens the institutions that make communities livable. Focusing on rural towns facing aging populations, economic contraction, climate risk, housing instability, and service erosion, the thesis argues that sustainability cannot be measured by population change alone. Instead, towns must be evaluated according to their ability to maintain municipal services such as schools, healthcare, emergency services, infrastructure, local governance, and civic life. Battery storage stabilizes intermittent energy sources, such as solar and wind, and enables clean transportation through electric vehicles. Lithium-ion batteries are the most widely used battery chemistry globally due to their performance capabilities. Climate disasters pose fiscal challenges for local governments by increasing recovery costs and demand for property tax relief. Homeowners with or without property damage face tax burdens that may not match changes to their property value. This study examines the impact of Hurricane Sandy on property values and tax assessments in New York City. Using a difference-in-differences approach and comprehensive property-level data, we find that (1) inundated properties faced greater tax burdens due to limited declines in taxable value; (2) unaffected properties in flood zones saw tax burden increases due to declining market values and unchanged taxable values; and (3) …

This policy paper examines how climate change accelerates cross-border displacement, especially in regions most vulnerable to ecocide and environmental degradation. Climate refugees remain unprotected under international law, as the 1951 Refugee Convention excludes environmental grounds for asylum, leaving populations exposed to human rights violations and securitized responses. It analyzes legal and institutional gaps, highlighting failures in global climate governance and the disproportionate risks faced by SIDS and other affected regions. The paper calls for COP30 to mandate a high-level UNFCCC forum on climate displacement and ecocide to build a just, cooperative, and rights-based international framework.

In this study, we develop the argument that geographic distance between the state and local governments undermines the state's capacity to influence the implementation of state policies by local organizations. Drawing from information economics and the attention-based view, we propose that physical distance reduces the state's monitoring effectiveness through two interrelated mechanisms: information asymmetry and state leaders' inattention to distant issues. Using data of Chinese public firms' implementation of environmental activities between 2008 and 2016, we find that firms conduct fewer environmental activities required by the state when they are regulated by local governments that are more geographically distant to …

This is a study of the effects of sectoral FDI inflows on the rates of change of forest land and the ecological footprint of economic activity measured in forest land. The one-year extension of the 2018 Farm Bill until September 30, 2024, has extended several government programs for the 2024 crop year including those in Title I: Commodities. This analysis looks at three different financial scenarios and analyzes five different alternatives for a case farm to select the optimal farm program decision for the operation by evaluating net farm income. This paper seeks to evaluate different technologies in energy storage to determine which ones have the most potential to benefit the energy grid. Technologies like pumped hydro, thermal, gravity, hydrogen, and compressed air storage will be evaluated based on overall costs, marginal costs, unique applications, and efficiency. This paper compares the technologies to batteries on the previous criteria. I also provide a discussion on the policy and economic barriers to the further use of non-battery technologies to support grid reliability during the transition to a cleaner grid that is more reliant on variable renewable generators.
