Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

This thesis examines how neoliberal transformation of social protection policy influences gender dynamics within the care economy. Care is necessary for well-being, but traditionally excluded from economic thinking. This thesis completes a historical overview of how care has been incorporated or excluded by different economic paradigms and is anchored in feminist political economy that emphasizes care as a central consideration. A comparative analysis across California, Texas, and Sweden demonstrates how social protection, specifically access to paid parental leave, varies across regimes and results in inconsistent care outcomes. In this thesis, I develop a theoretical and empirical framework to estimate whether participation in industrial clusters contributes to firm-level economic resilience to conflict-based shocks. Focusing on Ukraine following the full-scale Russian invasion in February 2022, the study situates industrial organization and firms’ resilience to conflict within a dynamic environment characterized by spatially heterogeneous exposure to conflict events and persistent institutional constraints. The Fund for Responding to Loss and Damage (FRLD), established at COP28 in 2023, represents a historic diplomatic breakthrough in multilateral climate finance, yet its design reflects the compromises necessary to secure political agreement rather than a just institutional architecture. This thesis evaluates the FRLD and two prominent reform proposals—the Bridgetown Initiative 3.0 and Esther Duflo's Grand Bargain—against a novel framework that provides a more precise way to evaluate the “justness” of different arrangements. Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This thesis focuses on investigating the relationship between income inequality, measured through the Gini coefficient, and drug addiction, proxied through substance-related mortality. Specifically, this thesis focuses on how these dynamics vary across rural and urban counties in the United States, using population size as a proxy. County-level data from 2016 to 2020 were collected through both the CDC and the Census Bureau and subsequently analyzed using Stata, with crude death rates from drug and alcohol causes serving as a function of the Gini coefficient, labor force participation, racial composition, and other socioeconomic indicators. Drawing on historical evidence from recent recessions in the United States, publicly available data, behavioral insights, and mathematical modeling, it argues that the benefits of extending UI outweigh the potential costs. For example, the costs of migrating from one place to another, as shown in Desmet et al. (2018). A key advantage of such models is that, given the structural definition of the market interactions, they can first create counterfactual scenarios based on the economic fundamentals. Particularly, aspects of decision making that cannot be observed in empirical data can be better isolated in an experimental setting such as bias and identity impacts. This dissertation uses three distinct experiments to further the understanding of individual biases, perceptions, and identity and how they impact the way people defer to these internal traits under incentives. Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. Brain drain is the out-migration of educated individuals from an area. It is a problem with which Mississippi is overly familiar. This thesis uses data gathered from a survey of 965 respondents to identify who is leaving the state and for what reasons. The data gathered suggest confirmation that brain drain is an issue for the state, with roughly two-thirds of respondents having left the state or seriously considering doing so. The impetus for this varies with each individual, but respondents underscore economic and societal factors within Mississippi as pushing them away from the state. Quality of life factors are …
