An experienced ex-pat deminer was working on manual clearance of PTMIBA-III AT mines. The mines were surface laid and in a regular pattern. He had disarmed several that morning and had changed with his No2. He returned after a rest break and approached the next mine in the row. He was witnessed approaching the mine, bending down and it is believed he had a tool in his hand. He reached the mine and his partner reported that he was brushing the sand from the top of the mine when it detonated.

The victim was coming to the end of his shift when he discovered a V-69 and began to expose it for demolition. His partner reported that the victim was racing against the tide to get the job finished, when suddenly the sand gave way and he slid into the hole he was excavating. This may have been because of his heavy weight and the sand getting wetter (softer) as the tide advanced. The mine functioned, bounded and detonated. It is not clear whether it detonated against his lower body or at a distance from it.

This study presents factors which require evaluation prior to entering into a cooperative arrangement. The purpose of the research was to create an evaluation framework to assist DOD managers of international projects with a tool to enable the selection of an appropriate cooperative arrangement type. The study was focused on the Pacific Rim and includes two case studies on the Japanese FS-X and the Korean Fighter Plane. Factors were identified through literature research, case studies, and personal interviews. The study concluded with the identification of six basic factors: technology, industrial base, political, economic, program stage, and requestor's motives.

Strategic Defense: Should The Air Force Change Its Doctrine, Lois J. Schloz

This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. The “informal SOP” at the time allowed operators not to drive the machine out of the mined area at changeover times. In this case, the victim tried to change from one track to the other as his replacement operator and his Team Leader approached. As he changed tracks, he stood on the ground between the tracks and trod on a VS50 AP mine. The VS50 is over-pressure protected (a sustained pressure is needed) and so “resistant” to detonation by flails.

In order to gain access to the PMN mines the victim had to climb over a pile of VS 1.6 (scatterable anti-tank mines). When he jumped down from the tank mines, he landed on three PMNs. This was inferred because three craters were found afterwards. It is thought extremely unlikely that PMNs would sympathetically detonate, so the victim’s colleagues thought it most likely that he landed with some of his weight on all three.

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. This research provided the conceptualization of a model that can be used to aid the operations planner in choosing employment strategies for peacetime contingency operations. The model uses object-oriented design and is constructed in two levels. The top layer of the model is a decision analytic model which provides a framework within which to structure the employment decision. It enables the user to quantify the probabilities of random events and the preferences of the commander and determine how these factors influence the decision. This article proposes, as a new element of the "liberal internationalism" that should characterize the post-Cold War world, a simultaneous solution to these three problems. The nations of the world should negotiate a series of multilateral agreements to stop the spread of advanced weaponry, and include in each of them, as an overt incentive for developing states to accept the disarmament and verification obligations, provisions that explicitly require the affluent, developed states to make specified monetary and in-kind transfers to the third world parties. The new regime should also provide stronger-than-customary treaty procedures for clarifying ambiguities, adjudicating claims, and resolving …

Difficulties faced by cooperative acquisition programs are identified as the inability to agree on common requirements and the existence of economic or political interests of the partner nations which conflict with or impinge on the program. These are the causes of failure of many of the past cooperative projects undertaken by NATO countries for the purpose of standardization. The accident occurred near a former Soviet hill post. The post had been subject to frequent night attack so the Russians had installed "listening devices" in a ring around the hill as an early warning system. The devices were "briefcase sized" and buried, protected against weather by plastic sheets. They were known to be protected by MS3 mines and the demining group, having no explosives for detonation in situ, had the policy of pulling the devices remotely. Many writers have discerned links between the welfare state and social democracy. A few have examined the connections between the welfare state and war. The links connecting war, social democracy, and the welfare state are here examined, and it is argued that all three can be fruitfully understood as aspects of a tendency to state capitalism which prevailed in the first half of the twentieth century but which has increasingly been offset by a countervailing tendency to internationalization. This thesis traces the history of the civilian air defense program in Norfolk, Virginia, between October 1941 and December 1943. It evaluates the capability of Norfolk's civilian air defense organization to respond to attacks by the German Luftwaffe and assesses the effectiveness of Norfolk's civilian air defense organization in mobilizing and preparing the public for such attacks. The major source documents for this paper include the Norfolk War History Commission papers and the three community newspapers: The Virginian-Pilot, the Norfolk Ledger-Dispatch, and the Norfolk Journal and Guide.

This article applies the Allisonian framework to the U.S. Government's response to a private arms control initiative undertaken in 1986 by the Natural Resources Defense Council (NRDC), an environmental organization. This case lends itself to fruitful analysis for several reasons. First, while it fits the criteria for second-level decisions, it also involves a critical area of international relations-the control of nuclear weapons. Second, the involvement of numerous government agencies in the project presents ample opportunity to examine processes within and among agencies.
