The initiation of the Golden Dome for America program has brought space-based missile defense (SBMD) to the forefront of American national security policy and rekindled debates that had laid dormant since the administration of President Ronald Reagan. How, forty-two years after President Reagan first proposed the Strategic Defense Initiative, did SBMD return as a national priority? Revisionist Political Coalitions, Queering, And The Transmission Of Violence, Tom Y. Inouye

This thesis examines the ways in which violent non-state actors (VNSAs), specifically revisionist political coalitions (RPCs), emerge from a state-centric international system that denies them access to formal avenues of political advocacy, legitimacy, and recognition. Challenging dominant portraits in international security that cast non-state-perpetrated violence as irrational or deviant, I argue that RPCs turn to brutality as a strategic response to exclusion produced by the Westphalian paradigm. Queer theory, particularly the concepts of legibility and strategic disidentification, is central to the reconceptualization of RPCs as “queered” political objects whose existence falls outside the normative boundaries of sovereignty and legitimacy.

This thesis examines how the absence of comprehensive cultural and linguistic competence within U.S. Army doctrine contributed to operational and ethical failures during the wars in Iraq (2003–2011) and Afghanistan (2001–2021). It focuses on the gap between doctrinal recognition of culture and language and the failure to institutionalize these elements as measurable, force-wide competencies. The thesis analyzes doctrinal publications spanning the period from 2001 to 2014 and finds that, while these publications increasingly acknowledged the importance of cultural awareness, language, and local context—particularly in counterinsurgency operations—these elements were not embedded as standardized requirements across training, planning, or evaluation. A Self-Fulfilling Prophecy: Realism In U.S. Foreign Policy, Olivia M. Licata

This paper examines the influence of realist theory on U.S. foreign policy from 1776 to 2025. Through a temporal analysis of policy across three international power systems – multipolarity, bipolarity, and unipolarity – this paper determines that U.S. foreign policymakers follow realist prescriptions for state behavior given their perception of the United States’ status within the international balance of power system. As a result, the U.S. foreign policy has become rooted in realist assumptions and constrained to realism-prescribed behavior, which will ultimately lead to hegemonic decline. This paper calls for the reexamination of realist influences on foreign policy decision-making.

Much like movies, research on why women offend had historically focused on men as their stellar. However, towards the turn of the century and with the disproportionate rise in female incarceration, literature caught up to the fact that women and men do not experience the same socialization, standards, or reality and, therefore, have different reasons for and ways of offending. Much research has been completed on the forms of crime control theater (CCT), and the impact that the existence of CCT laws have on society. Research on CCT laws has shown that they are definitively unsuccessful in providing the safety they were created to provide. This thesis will utilize completed research to explain the main psychological phenomena holding people back from decreasing their support for CCT laws. It will also describe proven methods of correcting misinformation in order to change the perceptions of people who support crime control theater laws, and provide suggestions for how research should be continued.

There is a long-standing assumption in feminist international relations theory that women are more peace-oriented than men, and that, therefore, if more women were put in positions of power, there would be less war. This paper explores whether this assumption holds true in the United States federal legislature by examining the voting and congressional records of women in Congress over time, in both the Republican and Democratic parties, and comparing them to the records of male members of Congress to determine whether women exhibit a significantly different legislative approach to war.

This thesis discusses how local forces, despite being the weaker actor in a proxy relationship, manipulate external powers’ support to pursue their own objectives. Three factors – practical advantage, relative will, and diverging objectives – explain this counterintuitive power dynamic. First, local forces have better local knowledge, more extensive networks, and greater legitimacy, which give them leverage and make them desirable partners. Second, local forces' involvement is often existential rather than selective; unlike external powers, local forces are thus unconstrained by domestic political vulnerabilities. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. An original typology of terrorist celebrity is presented: traditional, martyr, and internet micro-celebrity. This thesis looks beyond the sensationalized coverage of Islamic State and instead utilizes Islamic State materials as a window into the remote radicalization and recruitment process of susceptible English-speaking individuals in the West. This thesis considers Islamic State’s mode of operation in conjunction with the appeals made in its online materials to devise a framework for understanding how Islamic State materials interact with susceptible individuals. This thesis explains how national media shape Indian foreign policy toward Pakistan. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. I created a database of news articles in the leading national English newspapers—The Times of India and Hindustan Times and then coded and analyzed them. I analyze the media’s role by identifying trends in media strategies such as framing, agenda setting, and manufacturing consent. The revelations of PRISM and XKeyscore by ex-National Security Agency (NSA) analyst Edward Snowden resulted in arguably the largest intelligence leak so far in the 21^st century. The leak revealed that the NSA was working with the British Government Communications Headquarters (GCHQ) on surveillance and data collection of individuals throughout Europe. Similarly, the NSA also colluded with the German Federal Intelligence Service (BND) on similar data collection and surveillance activities. In a golden era for comic based media, this paper uses the hypothetical emergence of superheroes to analyze the assumptions and predictions of three international relations theories: realism, liberalism, and constructivism. Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

In this paper, I will present a Kantian revision of the Doctrine of Double Effect (DDE). In order to do so, I will explain the concept of jus in bello – focusing in particular on the distinction between intent and foresight. I will then argue that we ought to take an agency-inspired look at the DDE. Finally, I will conclude by arguing for my thesis that Boyle’s theory of agency, while good, needs to be revised in order to accommodate concerns stemming from Kant’s Formula of Humanity… namely consent.

This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). This thesis is a review of U.S. foreign policy in Pakistan through a realist lens. It critiques the current state of U.S. policy and recommends that the United States prioritize national security interests, particularly with regards to counterterrorism, over building Pakistani democracy and running civilian aid programs. It then further recommends ways for the United States government to account for ground level dynamics in Pakistani politics in crafting foreign policy aimed at bringing Pakistan into line with U.S. counterterrorism priorities.
