There is renewed interest in space-based boost-phase intercept (SBPI) for missile defense against ICBMs of near-peer adversaries. We discuss SBPI in the context of other missile defense approaches, and address one of its challenges, which is the expense of fielding a large enough constellation of interceptors in space to counter even a small number of ICBMs. We develop an early-launch approach that could substantively reduce the required density of interceptors. Because every second matters in boost-phase defense, early launch of interceptors can significantly increase the reach of each interceptor. The study investigates the structural and situational drivers of conflict-related sexual violence (CRSV) perpetrated by state security actors in the context of Nigeria’s counterinsurgency campaigns in Borno State. Drawing on militarized masculinity and strain and deprivation theories, and using a qualitative, interpretive research design, the study argues that CRSV is not an isolated or episodic form of deviance by individual soldiers and security personnel but is embedded in routine military–civilian interactions. The Effect Of Incompatibility Types On The Escalation Of Global Armed Conflicts, Michael Haratua Rajagukguk, Ruben Cornelius Siagian Rcs

Global armed conflicts show variations in intensity influenced by the type of issue incompatibility. This study aims to analyze the influence of territorial, ideological, and combined incompatibilities on the probability of high-intensity conflict escalation, as well as its implications for conflict mitigation strategies. Global conflict dyadic data were analyzed using a multilevel logistic regression model with controls for time, region, and conflict type. The results show that ideology-based conflicts have a lower probability of reaching high intensity than territorial conflicts (OR ≈ 0.51, p < 0.05), while conflicts with a combination of ideology and territory tend to be at greater risk of high escalation (AM effect ≈ +26.6 points), although the effect is not yet statistically significant. Temporal analysis shows a downward trend in conflict intensity over time, especially in the post-Cold War period, while regional effects and conflict types show significant variation. These findings fill a gap in the literature on the dual interaction of ideological and territorial claims, showing that the highest escalation of violence occurs when symbolic and material dimensions are intertwined. In conclusion, conflict escalation is more influenced by a combination of issues and structural characteristics of conflict than by ideology alone. The novelty of this research lies in the identification of the strengthening effect of dual incompatibility and the downward trend in conflict intensity after the Cold War, which emphasizes the importance of a relational and temporal context-based mitigation approach in global conflict management.

This thesis evaluates whether the Russo Ukrainian war represents a revolution in military affairs (RMA) by testing Stephen Biddle’s "modern system" theory of battlefield outcomes against recent combat operations. Applying Biddle’s formal model to the 2023 Ukrainian offensive in Zaporizhia, the thesis finds that the offensive's failure conforms closely to Biddle’s causal logic, with force employment variables drawn from 20th century combat sufficient to account for the outcome. Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.

This thesis examines how the absence of comprehensive cultural and linguistic competence within U.S. Army doctrine contributed to operational and ethical failures during the wars in Iraq (2003–2011) and Afghanistan (2001–2021). It focuses on the gap between doctrinal recognition of culture and language and the failure to institutionalize these elements as measurable, force-wide competencies. The thesis analyzes doctrinal publications spanning the period from 2001 to 2014 and finds that, while these publications increasingly acknowledged the importance of cultural awareness, language, and local context—particularly in counterinsurgency operations—these elements were not embedded as standardized requirements across training, planning, or evaluation.
