In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

We can reconceptualise warfare by contrasting Clausewitz with the modern practice of cognitive warfare, as evidenced by Ukraine’s defence methodologies. The strategic orchestration of ‘infopolitik’ and the sophisticated use of social media can shape narratives and public perception. This article revisits Clausewitz’s tenet of war as a political instrument and juxtaposes it with contemporary conflict’s multidimensional tactics. By scrutinising Ukraine’s digital and psychological warfare tactics, one may question the applicability of Clausewitz’s framework, seeking to understand if these novel dimensions of warfare compel a redefinition or an expansion of his thesis to navigate the complexities of contemporary geopolitical confrontations.

This report presents the results of an indirect assessment of the personality of Ukrainian president Volodymyr Zelenskyy, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Zelenskyy were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Zelenskyy’s primary personality patterns were …

Since the early part of the twenty-first century, US adversaries have expanded their military capabilities within and their access to new warfighting domains. When faced with the growth of adversaries’ asymmetric capabilities, the means, tactics, and strategies previously used by the US military lose their proportional effectiveness. “Military Conflict in Ukraine: Personality Profiles of the Principals – Vladimir Putin, Alexander Lukashenko, and Volodymyr Zelenskyy” was a panel presentation at the 46th Annual Scientific Meeting of the International Society of Political Psychology in Montréal, Québec, Canada, July 9–11, 2023.

Following an overview of the conceptual and methodological framework that informed their personality-in-politics inquiry, panelists presented the personality profiles of three national leaders central to the current military conflict in Ukraine: Russian president Vladimir Putin, Belarusian president Alexander Lukashenko, and Ukrainian president Volodymyr Zelenskyy.

Purpose: This paper aims to examine how the regional variable in country conflict modeling affects forecast accuracy and identifies a methodology to further improve the predictions.

Design/methodology/approach: This paper uses statistical learning methods to both evaluate the quantity of data for clustering countries along with quantifying accuracy according to the number of clusters used.

Findings: This study demonstrates that increasing the number of clusters for modeling improves the ability to predict conflict as long as the models are robust.

The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. We summarize and consolidate disparate sources of information about the practice of tattooing and its potential implications for military population health and policy. Each branch of the United States military has policies about tattoos for service members, but these have varied over time and do not cover health protection. The number of veterans receiving disability payments and the cost of those payments has been rising over time; the broad category of skin conditions accounts for 11% of disability claims. Any additional factor, such as tattoos that may increase the occurrence of adverse skin reactions, can substantially impact veteran benefit expenses …

The academic literature offers different views on the strength of Ukraine’s civil society, but Ukraine’s massive civic engagement and collective action, most recently in defense against Russian aggression, offers a startling picture of grass-root activism. Based on interviews, surveys and archival research, we highlight changes and nuances to Ukrainian civil society, civic engagement and motivations over time, from Euromaidan, through the hybrid Russian aggression in the East, to the recent full-scale Russian invasion. In doing so, we explore a more inclusive understanding of civil society complemented by sense of community and community responsibility.

The climate change crisis and COVID-19 crisis are both complex collective action problems. Neither the coronavirus nor greenhouse gas (GHG) emissions respect political borders. Both impose an opportunity cost that penalizes inaction. They are also increasingly understood as nontraditional, novel security threats. Indeed, COVID-19’s human cost is staggering, with American lives lost vastly exceeding those lost in recent armed conflicts. And climate change is both a threat accelerant and a catalyst for conflict—a characterization reinforced in several climate-security reports. As social and political discourse in most countries becomes more polarized, anti-Americanism has risen not only in the Middle East and Latin America but also among the U.S. allies in Europe. Social media is one platform used to disseminate anti-American views in NATO countries, and its effectiveness can be magnified when mass media, public officials, and popular figures adopt these views.
