This research develops a multiparametric optimization framework for modeling joint multi-domain operational planning under uncertainty. We address the application of our framework to model the doctrine of adaptive planning. We apply set-based design, which is a program management practice of maintaining maximal design options through time as a response to epistemic uncertainty. We couple this with a multiparametric optimization method yielding both sets of solutions and sensitivity profiles. We use the sensitivity profiles to quantify risk associated with changes during adaptive planning. The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. Faced with declining defense budgets following the end of the Cold War in the early 1990s, US defense contractors needed to explore other sources of revenue outside of typical domestic defense sales to survive. Expansion into the international defense sales market was one of the avenues pursued by defense contractors attempting to capture profits (Deutch, 2001). However, not many studies have been found assessing the relationship between international defense sales and profitability since then. Given the high cost of missile defense systems, their ability to be overwhelmed, and rising tensions between the U.S. and adversaries in the Indo-Pacific region, a new modeled is proposed to investigate a new approach to missile defense. The Autonomous Aerial Defense Against Missiles (AADAM) system leverages reusable, small-scale UAVs to propose a cheaper, more effective system in defending against cruise missile threats. The purpose of this study was to assess the extent to which community colleges have implemented major post-Virginia Tech campus safety recommendations. In addition to gaining a comprehensive overview of the safety policies and practices in place, this study assessed if campus safety policy implementation levels at the community colleges correlated with institutional characteristics, and the internal and external forces that helped drive the implementation of these policies. The central hypothesis of this study is that terrorist organizations choose to use females as suicide bombers not only as tactical innovation but also to “signal” or send a message to various audiences. In order to meet the research objectives of this study, two terrorist organizations—the Liberation Tigers of Tamil Eelam and the Chechen Separatists or those individuals associated with the Chechen Resistance—are examined in detail from their inception through 2013 using a structured focused comparison methodology.

This thesis is an effort to mathematically model the nation building effort that is underway in Afghanistan. The thesis examines this nation building effort from the perspective of a local person who understands Afghan culture better than a foreigner. The thesis employs value-focused thinking to categorize the factors that we need to focus on for nation building in descending order of priority. This research adds a new dimension to the models already available in the literature and is likely to be more readily embraced by the local people who are sometimes in conflict with American priorities.

The growth in the acquisition cycle time of large defense systems from what was planned (i.e., schedule growth) creates several issues for defense acquisition managers and policy makers. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. During the height of the Cold War, the United States Department of Defense had a focused acquisition effort to produce major weapons systems. These weapons systems were developed as single service acquisition efforts. Their high costs were justified by their sophisticated technology, which enabled the U.S. military to gain and maintain air and ground combat superiority. Such acquisition practices significantly increased the defense budget, which peaked in 1985 at $414 billion.
