At approximately 11:20 the victim discovered a mine. This was his third that day and the first day that he had found any at that site. Instead of informing his Section Leader as he was required to do, he investigated it on his own. "For some reason the mine (or perhaps mines) detonated leaving him very seriously injured". This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. An analysis of perfect intelligence, perfect defensive, and perfect offensive systems reveal that a perfect intelligence system provides the greatest potential to meet the United States' counterproliferation …

The Section Commander was doing the prodding himself because he considered the work dangerous and wanted to be sure it was done properly. He was working in a kneeling position and not wearing safety spectacles. He did not use water to soften the ground despite the fact that it was very hard. "The explosion occurred when the Section Commander was prodding a mine 50cm outside the safe lane, his prodding tool slipped from the grassroots and landed on a Type 72 mine". The mined area was laid by the District Police and Militia to protect a dyke from attack. The reconnaissance team warned of booby trapped 60mm mortars and B40 RPGs. The Deputy Country Director was interviewed by the researcher on 18th November 1998 and later send a one page summary of the accident and two others (dated 01/11/95). He said that the victim had initiated a PMN mine at approximately 12:45 whilst prodding with his three-pronged fork. At the time an internal investigation [not made available] concluded that he had not used his detector in that area prior to the accident, which was against instructions from his supervisors. “If he had been using the detector the accident would probably have been avoided.”

An internal investigation concluded that he had been rolling up a trip-wire as he was working his way towards the mine. This contravened safety procedures, according to which deminers should not touch trip-wires at all but should call a supervisor.

A spent cartridge case exhibits characteristic markings (firearm fingerprint) that can be used to identify the type and possibly make of weapon in which the cartridge was fired. This report details research into the use of discriminant analysis for the purpose of matching spent rim-fire cartridge cases to specific make and model firearms. The discrimination and classification are based on several scalar shape parameters for the two-dimensional silhouette of the firing pin (FP) impression-- shape factor calculated from the second order moment of inertia, G factor calculated from the distance transform, and the P2A factor- as well as the distance …

A memo on the accident dated 6th January 1995 mentioned an investigation into the accident carried out by a UN TA [no copy was on file]. That investigation stated that Victim No.1 died in Maputo Central Hospital. Victim No.2 lost "one leg and fingers on his left hand". The memo stated that "the minefield survey is the most dangerous part of demining operations" and recommended suspension of surveying operations until SOPs had been "developed". No description of the accident was given and no blame was attributed.

The weather at the time of the accident was "sunny, clear, slight breeze and 85ºF". The victim was walking along the Safe Lane carrying a radio and notebook and thinking when he walked into a small tree. Two small trees (5cm stem thickness) blocked about 1/3 of the Safe Lane at the place. He stumbled sideways and was not able to hold the tree for support. He placed his foot "10-15"cm outside the Safe Lane and detonated a mine at 12:45. The Safe Lane marking tape survived the blast.

The victim was working in an area covered with tall grass and bushes. The soil was heavily contaminated by metal, so detectors were only used to detect trip-wires. He was not using a detector at the time of the accident. The procedure for trip-wires was to report a find to a supervisor and not to touch it. Defense Contractor Buyer-Seller Relationships: Theoretical Approaches, Carl R. Templin

This article examines the applicability of three theoretical approaches to defining defense buyer-seller relationships. Economic Free-Market Theory explains the relative economic power of the participants but ignores the legal, political, and socioeconomic aspects so pervasive in defense acquisitions. Transaction Cost Economics provides a framework for determining the most cost-effective type of contract governance for each transaction. Systems theory explores the degree of interdependence between the buyers and sellers systems. Each theory contributes unique insights into defense buyer-seller relationships that can be used to judge the appropriateness of contracting laws, regulations, policies, and management approaches for specific acquisition environments.
