This report shares the findings from an action research project conducted on behalf of Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme by the Management for Development Foundation (MDF) and the Australian Council for Education Research (ACER) Consortium, in its capacity as global learning partner (GLP). The project involved working directly with three organisations (grantees) in receipts of EOL funds, across five GPE countries. การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบ รายละเอียดการดำเนิน รวมถึงปัญหา และอุปสรรคในกระบวนการดำเนินการเกี่ยวกับการจ้างงานภายนอก (Outsource) ของฝ่ายการพัสดุ ธนาคารออมสินสำนักงานใหญ่ พร้อมทั้งสามารถนำผลการศึกษาไปเป็นแนวทางในการพัฒนาประสิทธิภาพในการจ้างงานภายนอก (Outsource) ของฝ่ายการพัสดุ ธนาคารออมสินสำนักงานใหญ่ ในอนาคตต่อไป โดยใช้รูปแบบการวิจัยเชิงคุณภาพ (Qualitative Research) อาศัยวิธีการสัมภาษณ์ แบบเจาะลึก (In-depth Interview) จากผู้ให้ข้อมูลสำคัญ (Key informants) ที่เกี่ยวข้องกับกระบวนการดำเนินงาน และการศึกษาข้อมูลจากเอกสาร (Documentary Research) ผลการศึกษาวิจัยพบว่า การจ้างบริหารจัดการคลังพัสดุมีรูปแบบวิธีการจัดซื้อจัดจ้างโดยวิธีคัดเลือก ตามมาตรา 56 (1) (ข) ของพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 ซึ่งเป็นการให้บริการ โดยผู้ประกอบการที่มีฝีมือเฉพาะ มีความชำนาญ หรือมีทักษะสูง และผู้ประกอบการนั้นมีจำนวนจำกัด รวมทั้งคณะกรรมการซื้อหรือจ้างโดยวิธีคัดเลือกใช้เกณฑ์ราคาประกอบการพิจารณา ซึ่งเป็นการเปิดให้กลไกตลาดเข้าทำงาน โดยบริษัทเอกชนผู้ได้รับการคัดเลือกเป็นผู้ให้บริการด้าน Warehouse for e-commerce หรือคลังสินค้าสำหรับธุรกิจพาณิชย์อิเล็กทรอนิกส์ สำหรับปัญหาและอุปสรรคของการจ้างบริหารจัดการคลังพัสดุ ประกอบด้วยสาเหตุหลัก 1) การออกแบบรายละเอียดคุณลักษณะเฉพาะ (TOR) ของหน่วยงานไม่รัดกุมเพียงพอ 2) โครงสร้างองค์กรและระบบรักษาความปลอดภัยสารสนเทศ ของธนาคารมีลำดับขั้นบังคับบัญชาและมีชั้นความลับสูง รวมถึงการจัดเก็บข้อมูลและการจัดการข้อมูลต้องจัดเก็บที่ Server และต้องติดตั้งภายในธนาคารออมสินเท่านั้น 3) การสูญเสียทรัพยากร เนื่องจากมีพนักงานของบริษัทเอกชนผู้ได้รับการคัดเลือกทุกจริต ลักขโมยทรัพย์สินของธนาคาร

จากการศึกษามีวัตถุประสงค์เพื่อ 1) เพื่อเปรียบเทียบปัจจัยการยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาผ่านระบบออนไลน์ และสาเหตุที่ส่งผลให้ผู้เสียภาษียื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาแบบกระดาษ ณ สรรพากรพื้นที่สาขา 2) เพื่อเสนอแนะแนวทางทางการพัฒนาระบบการยื่นแบบฯ ผ่านระบบออนไลน์ และส่งเสริมให้ประชาชน ยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาผ่านระบบออนไลน์ โดยการวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงปริมาณ ซึ่งได้ใช้แบบสอบถามเป็นเครื่องมือที่ใช้ในการเก็บข้อมูล จากกลุ่มตัวอย่างผู้ยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาในเขตพื้นที่จังหวัดสมุทรปราการ จำนวน 400 คน ตัวอย่างโดยใช้วิธีการสุ่มตัวอย่างโดยไม่ได้อาศัยทฤษฎีความน่าจะเป็น ด้วยวิธีการสุ่มแบบโควตา กลุ่มผู้เสียภาษียื่นแบบฯ ผ่านระบบออนไลน์ จำนวน 378 ตัวอย่าง และกลุ่มผู้เสียภาษียื่นแบบฯ กระดาษ จำนวน 22 ตัวอย่างผลการศึกษาพบว่า 1) ปัจจัยด้านประชากรและสังคมได้แก่ ช่วงอายุ อาชีพ 2) ปัจจัยด้านพฤติกรรมการยื่นแบบฯ 3) ปัจจัยด้านการยอมรับเทคโนโลยี ได้แก่การรับรู้ประโยชน์จากการใช้เทคโนโลยีสารสนเทศในเรื่องทำให้ได้รับเงินคืนภาษีเร็วขึ้นและทำให้รู้สึกประหยัดเวลา การรับรู้ความง่ายต่อการใช้งาน และ 4) ปัจจัยความสำเร็จของระบบสารสนเทศ ได้แก่ ปัจจัยด้านคุณภาพระบบ ปัจจัยด้านคุณภาพของข้อมูล ปัจจัยคุณภาพ ส่งผลต่อการเลือกวิธีการยื่นแบบแสดงรายการภาษีเงินได้บุคคธรรมดาแตกต่างกัน

การศึกษา “นโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศ ในประเทศไทย” มีวัตถุประสงค์เพื่อศึกษารายละเอียดของนโยบาย ปัญหาและอุปสรรคที่เกิดขึ้นในการปฏิบัติตามนโยบาย และเพื่อนำผลการศึกษามากำหนดแนวทางการส่งเสริมให้มีการเข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทยมากขึ้น โดยใช้วิธีวิจัยเชิงคุณภาพด้วยการศึกษาข้อมูลจากเอกสาร และการสัมภาษณ์เชิงลึกจากบุคลากรของกรมการจัดหางาน ที่เกี่ยวข้องกับการนำนโยบายไปปฏิบัติทั้งระดับอำนวยการและระดับปฏิบัติการรวมถึงผู้รับบริการจากนโยบาย การศึกษานโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย เป็นการศึกษาโดยใช้แนวคิดวงจรนโยบาย (Policy Cycle) มีขั้นตอนการก่อตัวของนโยบายจากแนวคิดพหุกระแส ได้แก่ กระแสปัญหาที่เกิดจากความไม่เหมาะสมของเนื้อหาภาพยนตร์ การเข้ามาแย่งงานคนไทย กระแสนโยบาย จากอุดมการณ์แบบชาตินิยมของรัฐบาล และกระแสการเมืองจากการกดดันของสื่อมวลชนที่มีอิทธิพล หลังจากนั้นจะเป็นกระแสปัญหาจากความไม่ชัดเจนของขั้นตอนการดำเนินงานของหน่วยงานที่เกี่ยวข้อง กระแสนโยบายคือการมีคณะกรรมการภาพยนตร์และวิดีทัศน์แห่งชาติคอยผลักดันมาตรการต่าง ๆ และกระแสการเมืองคือการกำหนดนโยบายซอฟต์พาวเวอร์เป็นนโยบายระดับชาติ ในส่วนของขั้นตอนการนำนโยบายไปปฏิบัติพบว่ามีลักษณะของตัวแบบทางกระบวนของระบบราชการที่ผู้บังคับบัญชาของสำนักงานตามภูมิภาคสามารถเลือกที่จะปฏิบัติหรือไม่ปฏิบัติตามมาตรการหรือแนวทางที่ส่วนกลางกำหนด สำหรับขั้นตอนการประเมินผลนโยบายพบว่านโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย ของกรมการจัดหางานไม่เป็นการส่งเสริมให้มีการเข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย เป็นเพียงมาตรการเชิงรับเพื่ออำนวยความสะดวกหรือลดภาระให้แก่กองถ่ายทำภาพยนตร์จากต่างประเทศ โดยผู้รับบริการจากนโยบายมีความพึงพอใจต่อมาตรการหรือแนวทางที่กรมการจัดหางานกำหนด ในขณะที่ผู้ปฏิบัติงานมีปัญหาและอุปสรรคในเรื่องภาระงานที่เพิ่มมากขึ้น จากการศึกษาครั้งนี้นำไปสู่ข้อเสนอแนะ เชิงนโยบาย ได้แก่ การยกเว้นหรือผ่อนปรนมาตรการบังคับใช้กฎหมายกับกองถ่ายทำภาพยนตร์ต่างประเทศ และการบูรณาการเชื่อมโยงข้อมูลกับหน่วยงานที่เกี่ยวข้อง

Purpose: To systematically review the patient's satisfaction (PS) levels within academic hospitals in Saudi Arabia from January 2012 to the end of October 2022.

Data Sources: Articles were gathered from PubMed, ProQuest, Google Scholar and Web of Science.

Study selection/data extraction: This review identified studies that assessed PS in Saudi Arabian university hospitals. Articles published before January 2012, as well as commentary letters, conference papers, theses and dissertations, were excluded. The education system in Bangladesh has undergone significant change since the country’s independence from Pakistan in 1971. In 1973 the community-sponsored school system, in which communities felt a moral obligation to take an active role in schools, was transformed into a centralised national system. This caused a shift in the sense of ownership of the education system and a disconnect between community and school. The establishment of public health programs, such as universal health coverage (UHC), aims to ensure health and wellbeing for all throughout the life course. These health programs have far-reaching impacts that extend beyond physical health. This study examines the impact of UHC on people's subjective wellbeing through a cross-country analysis using a multidimensional measure of health: the wellbeing adjusted life years (WALYs). WALYs are derived from life satisfaction data from the European Values Study and World Values Survey (1990–2014). The study employs an instrumental variable approach and Lewbel's method—a heteroscedasticity-based identification strategy, and additionally incorporates personality into the model. Findings …

Theories of the policy process focus on policy dynamics in Western democracies with little application to non-Western democracies. This study explores the profound impacts of the COVID-19 pandemic on higher education, focusing on shifts in learning experiences and students’ intentions to utilize mental health services post-pandemic. Utilizing Andersen’s Behavioral Model of Health Services Use, this study assesses perceptions from a stratified random sample of college students on post-pandemic learning experiences and mental health service utilization intentions. Findings reveal a positive reception to university initiatives and a preference for ongoing virtual classes. This paper's focus is to investigate how the potential implementation of variable speed limit (VSL) through different types of communication and sensing technologies on CVs makes it possible to mitigate congestion at a sag curve bottleneck. A VSL algorithm is developed and implemented in a simulation environment for controlling the inflow of vehicles to a sag curve to minimize delays and increase throughput. This thesis proposes twelve specific policies based on precedents set by prior regulation of persistent organic pollutants (such as PCBs), the costs and benefits of short-chain PFAS, technologies available to remove and destroy short-chain PFAS, and the roles and limitations of California’s regulatory institutions. The twelve policies are chosen to be politically and financially feasible, effective at removing short-chain PFAS from water supplies, and equitable towards lower-income and minority Californians, who suffer the most from the consequences of PFAS and other environmental pollutants. This conceptual overview offers a comprehensive overview of systemic pathways that negatively impact the mental health of Black Men throughout their lives. Our argument highlights the importance for counselors and mental health professionals to utilize a thorough social risk assessment that considers these pathways in order to effectively address the mental health needs of Black Men while fostering positive working relationships. This overview strongly advocates for the use of context and structural determinants when evaluating mental health symptoms. Without an appropriate understanding of social risk and determinants, counselors may inadvertently perpetuate disparities by decontextualizing symptomology, and reproducing racist discourse.

Misinformation and biased information significantly impact public perception and political decisions, especially on critical issues such as climate change and environmental conservation. This study aims to understand how indeterminacy and contradiction influence public perception and policy formulation by applying neutrosophic theory to model the complexity and multi-dimensionality of ignorance. Using neutrosophic Likert scales, we capture a nuanced spectrum of opinions on the scientific certainty of human impact on climate change. To better characterize properties governing the sorption of per- and polyfluoroalkyl substances (PFAS) to biochar, twenty-three diverse biochars were characterized and evaluated as sorbents for perfluorooctanoic acid (PFOA). Biochars were produced at various temperatures, using two different technologies, and made from sewage sludge, food waste reject, wood wastes, and one reference substrate (wood pellets). The biochars were characterized in terms of surface area, pore volume and pore size distributions, elemental composition, leachable elements, ash content, pH, zeta potential, condensed aromatic carbon (ConAC) content (determined by benzenepolycarboxylic acid (BPCA) markers), and their -OH functional group content (infrared spectroscopy). While there is a developing consensus that governments need to address systemic racism, public administration scholarship has not played a large role in supporting policymakers who want to achieve that end. To institutionalize that effort, we analyze the budget process as a setting to identify inequities and incorporate social equity given its overarching reach across all programs and policies. This article uses the tenets of critical race theory to illustrate how to use the budget process to incorporate equity. This paper is polyphonic (i.e., a debate involving multiple perspectives) and highlights emerging interdisciplinary thoughts on past, current, and future social equity budgeting (SEB). We present a vision for the field and emphasize the potential impact of this paper. We hope to enliven debates regarding context, underpinning philosophies, and methods, thus fostering a greater theoretical and practical reconsideration of SEB. A student's relative age in their schooling cohort has been shown related to several measures of academic and labor market success. Here, we focus on a singular outcome: the probability of college course failure. Even within a sample constrained to students with traditional academic progression and who completed their college degree program, we find evidence relatively younger students were more likely to fail courses. The estimated impact is larger for males, minorities, and those with less academic success before college. Statistical significance remains constant across the parental income distribution. With a particular focus on West Virginia, this study utilizes state-level monthly panel data over 13 years (2010-2022) to examine the determinants of the rates of application of individuals for Social Security Administration disabled worker income payments (SSDI) and the initial recommendations of those applications for approval by the states. Application rates are particularly sensitive to the educational attainment of state populations and approval rates to economic conditions. However, in contrast to media coverage and public perceptions, both the number of applications for SSDI and approval rates have been declining nationally and in West Virginia.

This study examined the impact of the characteristics of commissioned hospitals on the satisfaction of veterans by using the satisfaction survey data of Korean veterans. As a result of a regression analysis using departments, beds, and specialists as independent variables and satisfaction scores as dependent variables, it was found that there was a positive correlation between the number of specialists and satisfaction in general hospitals. However, in clinics and tertiary hospitals, the number of beds was found to have a negative effect on satisfaction.
