Public transit agencies are adapting to a post-pandemic operating environment characterized by hybrid work, more dispersed travel demand, workforce constraints, and persistent fiscal pressures. This perspective paper examines how transit agencies, such as the Santa Clara Valley Transportation Authority (VTA), can strengthen ridership while improving the financial sustainability and long-term resilience of its transit system. The analysis synthesizes peer-reviewed research, government and industry reports, publicly available data, transit agency case studies, and expert interviews with thought leaders. The findings indicate that reliability, travel time, frequency, and customer experience remain fundamental drivers of transit use, but that traditional peak-oriented service planning …

This report presents a multi-hazard risk and resilience assessment of the U.S. rail network. The research identifies at-risk rail segments exposed to flash flooding, riverine flooding, extreme heat, and landslides using historical hazard records, federal accident and incident data, and meteorological datasets spanning 2000–2024. Flood exposure is mapped nationally by linking storm records to rail alignments and estimating the frequency and intensity of events at the segment level. For extreme heat, a fragility analysis of 153 documented thermal buckling derailments reveals that a significant share of failures occurred under relatively mild environmental conditions, pointing to infrastructure and maintenance factors rather …

The emergence of high-resolution automotive grade lidar sensor technologies and the development of advanced deep- learning frameworks open the door for accurate and real-time perception of the surroundings of mobile trains for improved safety and operational efficiency. Urban roadway flooding in flat metropolitan environments often shows up as small areas of standing water rather than large, flowing floods. In low-gradient urban environments, subtle micro-topographic features—such as pavement crowns, curbs, and localized depressions—often control where surface water accumulates following rainfall. Accurately identifying these localized ponding areas is important for roadway flood screening and infrastructure management. This study develops a LiDAR-based depression mapping framework to identify roadway segments susceptible to surface ponding in flat urban environments. The Community Resilience Extreme Events Portal (CREEP) provides a centralized platform for accessing wildfire danger indices, critical asset locations, and vulnerability scores for rail segments. The project team developed a data-driven, indicator-based vulnerability assessment framework that defines vulnerability as a function of exposure, sensitivity, and adaptive capacity. To build this framework, the team selected publicly available datasets, prioritizing national datasets whenever possible to ensure transparency, reproducibility, and scalability. Freight and rail networks across the United States face mounting risks from weather-related hazards and other systemic disruptions that threaten operational continuity, economic stability, and community well-being. While state freight plans are federally mandated, local and metropolitan freight planning varies widely, leaving gaps in how resilience is addressed across scales. Approved by California voters in 2008, the California High-Speed Rail (CAHSR) project is a planned 800-mile rail corridor across California aimed at delivering intercity passenger rail service to the state’s largest metropolitan areas. This was the first voter-approved high-speed rail project in the United States and remains one of its most contentious. The first phase of the project’s construction is currently underway in California’s Central Valley, including many communities that initially opposed CAHSR. Concrete is the primary construction material of bridges, roads, and other transportation infrastructure across the United States, but conventional normal-weight concrete (NWC) is heavy, prone to cracking, and expensive to maintain over time. This study examines the mechanical properties, durability, and lifecycle performance of lightweight aggregate concrete (LWC) and internally cured concrete (ICC) as alternatives in transportation infrastructure applications. Through laboratory testing, computer modeling, and lifecycle analysis, the research evaluates how these materials perform in terms of strength, flexibility, durability, cost, and environmental impact. Vehicle miles traveled (VMT) is a fundamental metric for assessing mobility trends and infrastructure needs. This study examines the spatial-temporal dynamics of daily VMT (DVMT) and per capita DVMT across California counties from 2019 to 2023, covering the pre-, mid-, and post-pandemic periods via GIS mapping and k-means clustering. To identify determinants of per capita DVMT, we compared traditional linear regression approaches (OLS, Ridge, LASSO, Elastic Net) with ensemble tree-based models. Ensuring transportation investments are equitable across different populations and travel modes is a priority for many agencies, yet existing tools often make these assessments difficult, especially for smaller and resource-constrained organizations. To address this gap, this report provides the findings of Phase II of our study on reviewing and developing transportation equity metrics. The Phase I project investigated transit equity metrics and provided recommendations on advancements in quantitative methods. The survey, open from March 2024 through February 2025, included questions that captured a person’s cycling over their life course, as well as their current cycling styles, habits, and preferences. Responses reflect the impact of various factors on an older adult’s cycling habits with respect to their ability and agility and their expectation to continue cycling. However, these benefits are not always distributed equitably. This study introduces a scalable framework for identifying and scoring Affordable Transit-Oriented Development (A-TOD) across the state’s High-Quality Transit Areas (HQTAs). This study was conducted as directed by California Senate Bill 381 (2023), which called for research to help policymakers develop effective laws and policy to support the twin goals of expanding electric bicycle use and protecting the safety of electric bicycle riders and other road users. Viva CalleSJ is an open-streets initiative where several miles of the City of San José’s streets are closed to vehicular traffic, allowing residents to walk, bike, scooter, and skate freely. This report evaluates the Viva CalleSJ event held in San José on September 7, 2025, which attracted more than 150,000 participants. Using a mixed-methods approach, this evaluation examines aspects such as attendance, activities, modal access, and economic impacts, utilizing data from participant surveys (in English, Spanish, and Vietnamese), interviews, and observational analysis.
