Monitored Natural Attenuation (MNA) refers to the reliance on natural attenuation processes (within the context of a carefully controlled and monitored site cleanup approach) to meet groundwater protection standards (GPS) for a CCR unit within a reasonable time frame (USEPA, 1999). MNA is being evaluated as an adaptive management strategy for a CCR unit groundwater plume with statistically significant lithium concentrations above GPS, though with little risk of offsite migration. Employee engagement has emerged as a critical employee attitude linked to employee motivation and organisational performance and has successfully embedded itself in governments around the world. Apart from a few exceptions, however, much of what we know about engagement does not attend to the institutional context of public institutions and whether private-sector theories and approaches to driving employee engagement work well in public sector organisations. Economic development in Sub-Saharan Africa has been shaped by two transformative policy shifts: widespread fiscal decentralization reforms transferring revenue and expenditure authority to subnational governments, and the pursuit of foreign direct investment to supplement domestic capital. Despite the breadth of these reforms, their effectiveness in promoting sustainable economic development remains empirically contested. This dissertation examines three interconnected questions about fiscal governance and capital flows in Sub-Saharan Africa: what determines the extent to which governments decentralize fiscal authority; how county fiscal composition and revenue autonomy shape subnational economic performance; and how foreign direct investment interacts with domestic investment and growth.

Adverse childhood experiences (ACEs), which refer to exposure to traumatic life events before age 18, and instability in caregiving experiences contribute to poor physical, mental, behavioral, and developmental health outcomes for both children and adults. Previous research shows that these experiences can have negative effects both in the short term and throughout a person’s life. However, children’s strengths, which are the internal and external assets that support their development, can help protect against the impact of ACEs. In the United States, public policy does more than distribute resources. It distributes risk. The same policy can create profoundly different consequences for different people because policies operate on landscapes shaped by generations of unequal investment and opportunity.

To explore this process, I introduce the Stratified Risk Allocation (SRA) Framework to demonstrate how facially neutral policies reproduce inequality by allocating risk across populations with unequal capacity to absorb it. Although extensive research has examined the creation and function of special tax districts in the U.S., little research has been done regarding the fiscal and governance implications of dissolution of these entities. This study examines the fiscal outcomes of dissolution versus restructuring special districts, using the former Reedy Creek Improvement District as the primary case study. Using a qualitative approach, the analysis compares restructuring and dissolution cases in California, Vermont, and Tennessee. Although South Korea currently maintains a relatively low public debt-to-GDP ratio compared with other OECD countries, rapid population aging, slowing economic growth, and the continued expansion of mandatory expenditures pose significant long-term fiscal risks. In 2022, the League of Women Voters discovered inconsistencies across Kentucky county clerk websites in how they offer voter information and in website accessibility and clarity. County clerk websites serve as an important source of accessible voting procedural information, trusted by constituents. Through an audit of county clerk websites and interviews with county clerks, this project identifies how county election office websites can better provide equitable, accurate, comprehensive, and consistent voting information. Disparities in high-level academic achievement – known as excellence gaps – remain a persistent equity challenge in K–12 education, particularly in access to advanced mathematics learning. This study examines school-level practices associated with narrower excellence gaps in Kentucky public schools. Principals of schools demonstrating higher-than-expected advanced achievement and relatively small gaps by gender and economic status were invited to semi-structured interviews. The interviews cover seven schools, spanning grade levels and other characteristics. This client-based capstone examines the drivers of higher-than-expected labor force participation rates across five counties in Kentucky, i.e., Kenton, Pendleton, Owen, Taylor, and Monroe counties. Our client, the Kentucky Chamber of Commerce, requested a qualitative analysis of semi-structured interviews with local stakeholders to identify and contextualize factors contributing to the five counties’ overperformance. Our findings suggest that factors such as collaboration and partnership; education and career pathway initiatives; and community champions all play important roles in supporting strong labor force participation. These insights can be used by other counties seeking to strengthen their local workforce.

This study explores Kentucky’s changing vulnerability to flooding. Relying on America Community Survey (ACS) survey data estimates for 2019 and 2024, we illustrate how Kentucky’s elderly population has changed over this five-year period. Using nursing home data and floodplain spatial data, provided by the Centers for Medicare & Medicaid Services and FEMA respectively, we identify all 269 facilities and their proximity to floodplains across Kentucky. I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

As they age out of children’s services, they face abrupt service discontinuation, disrupted therapeutic relationships, and adult systems ill-equipped to meet their needs.
