Recent advances in personalized sensing and comfort feedback have spurred the development of data-driven comfort models tailored to individual needs. However, because current models treat sequential comfort feedback independently, they are subject to unstable predictions and limited interpretability, hindering their deployment in building management. This study introduces a dynamic modeling framework that utilizes a Neural Ordinary Differential Equations-based Continuous-time Markov Chain to model the transitions in comfort states over time. Our modeling approach, developed through a field study utilizing smart glasses and mobile app feedback, tracks occupants' comfort transitions across daily activities and contexts. Over the past decade, financial innovation has moved from open banking, centred on consumer-permissioned data sharing, to banking-as-a-service (BaaS), which modularizes core banking functions through application programming interfaces. This shift allows fintechs and non-financial platforms to embed financial products seamlessly, reducing transaction costs and fostering innovation. Yet the 2024 collapse of Synapse in the United States exposed the fragility of this model when intermediaries operate outside robust oversight, leaving consumers without recourse and revealing liability fragmentation and regulatory blind spots. We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences across universities with different pre-reform shares of international student enrollment, we show that an international student shortage resulting from this policy reform significantly worsened the financial outcomes of universities and consequently led to reduced investment in their students. Regular maintenance during non-traffic hours (NTH) is vital for the resilience of urban rail transit (URT) systems, yet an insufficient NTH maintenance window poses a challenge for URT systems in various cities. For instance, the Hong Kong MTR Corporation has noted that the required NTH maintenance time often exceeds the available window, prompting service adjustments such as earlier late-night closures and/or later early-morning starts. Existing studies of China’s overarching ideological framework for national development, “Ecological Civilization”, have focused narrowly on environmental governance; how it reshapes sustainable rural development remains underexplored. This paper pursues two analytically distinct tasks. First, it reconstructs the policy history of how President Xi Jinping’s “Two Mountains” theory was incorporated into the Eco-civilization framework and how Zhejiang Province’s “Green Rural Revival” (GRR) program, as a lived example of Eco-civilization, was elevated as the national template for rural development in 2024. A power station or transmission line can be affected due to bushfires, increasing operation costs. We study a fundamental but challenging problem of planning the optimal power flow (OPF) for power systems under bushfires. We develop a model to capture the stochastic nature of bushfire spread based on Moore’s neighborhood model and propose an online optimization modeling framework to sequentially plan power flows in the electricity network. Our framework assumes that bushfire spread is non-stationary over time and that the spread and containment probabilities are unknown. Purpose – As meat-reduction policies are discussed across the globe, many are met with public resistance. Cultural values may help explain this pushback, yet their role in shaping support for food policy remains poorly understood. This study is the first to apply cultural cognition theory to food policy by examining how cultural worldviews shape the acceptance of meat-reduction interventions in Singapore and Switzerland—two economically developed countries with contrasting cultural profiles. The rapid expansion of ride-sourcing platforms has enabled freelance drivers to flexibly determine both their participation and working hours. Understanding this flexible labor supply behavior is essential for managing platform capacity and evaluating the impacts of pricing and incentive policies on driver welfare. This study develops a labor supply model in which drivers optimally choose whether to participate (extensive margin) and how long to work (intensive margin) to maximize their utility from consumption and leisure. Reviewing the literature on mandatory corporate disclosure from a political economy perspective, we synthesize the classic justifications for disclosure regulations while emphasizing why voluntary disclosure often fails to achieve socially efficient transparency. We also highlight how legal institutions, enforcement capacity, and political forces shape the design, credibility, and effectiveness of disclosure mandates. Drawing on evidence from international and China-focused studies, we review empirical findings on how mandatory disclosure affects investor protection, information environments, and firm behavior, showing that similar reporting rules yield different outcomes across institutional settings. This study addresses the integrated optimization of the first train timetabling and bus bridging service design (FTT-BBSD) for morning transfer challenges, two critical but interdependent passenger services in the public transit system. In contrast to most existing studies and conventional approaches, this study explicitly models the influence of passenger path choices and transfer mode selections on FTT-BBSD. Through a novel dual-level network representation that integrates subway and bus systems, we formulate the FTT-BBSD problem as a mixed-integer nonlinear programming model. This study investigates the impact of meritocracy on equal access to the public sector, focusing on public sector employment and services. While meritocratic principles promote impartiality and fairness in administrative processes, their effectiveness in improving equal accessibility remains understudied and contested. Drawing on the literature linking meritocracy to democratic stability, we argue that strong meritocratic systems enhance equal access to the public sector regardless of social groups and gender by fostering professional stewardship in the bureaucracy and strengthening checks and balances between bureaucrats and politicians. Ship logbooks represent a critical source of historical meteorological data, providing valuable observations of barometric pressure, air temperature, sea surface temperature, wind force and direction, and other variables. Substantial quantities of these records are unavailable to climate science as they have not yet been transcribed. We present ‘Weather Rescue at Sea’, a citizen-science project which transcribed millions of weather observations contained in 19th Century UK Royal Navy ship logbooks. About half the global population is now at risk of contracting dengue, a mosquito-borne viral infection that can cause severe morbidity and fatalities. Effective dengue control depends on controlling the mosquito vector, but finding the right mix of vector control policies has proved challenging. Using a content analysis of 208 Hansard records from parliamentary proceedings in Singapore, where dengue outbreaks have significantly increased in both frequency and magnitude since the early 1990s, we trace the processual evolution of Singapore’s anti-dengue policy mix from 1960 to 2023 and conclude that the evolution of dengue control policies is consistent with a customized …

Comprehensive evaluation requires testing across diverse scenarios that can trigger various types of violations under different conditions. While existing methods typically focus on individual diversity metrics, such as input scenarios, ADS-generated motion commands, and system violations, they often fail to capture the complex interrelationships among these elements. Given the growing global interest in Healthy Longevity Medicine (HLM), the field lacks understanding about public knowledge and interest, which are crucial for any public health intervention relying on HLM. This study presents findings from the Healthy Longevity (HELO) survey conducted in Singapore, assessing public knowledge regarding lifespan (number of years a person is alive), healthspan (number of years a person spends in good health), and interest in HLM. Public transport (PT) is crucial for enhancing the quality of life and enabling sustainable urban development. As part of the UK Transport Investment Strategy, increasing PT usage is critical to achieving efficient and sustainable mobility. This paper introduces Machine Learning Influence Flow Analysis (MIFA), a novel framework for identifying the key influencers of PT usage. Using survey data from bus passengers in Southern England, we evaluate machine learning models. Subsequently, MIFA uncovers that easy payments, e-ticketing, and mobile applications can substantially improve the PT service. A legislative text published for the benefit of its 56 member countries, the Commonwealth of Nations officially adopted the Model Law on Digital Trade (MLDT) in September 2025. The Commonwealth MLDT addresses a persistent barrier to digital trade (i.e., all trade that is digitally ordered and/or digitally delivered): the laws of many jurisdictions do not sufficiently recognise the legal requirements of electronic commerce (e-commerce) and continue to emphasise paper-bases for commercial communications and transactions in domestic and cross-border contexts.

This paper studies how dynamic pricing influences taxi drivers’ behaviors using a unique event, the inception of the JustGrab program in Singapore in 2017, which introduces dynamic pricing to some, but not all, taxi drivers. This is the first time in history that traditional taxi drivers have access to dynamic pricing. Using data covering the universe of taxi trips before and after the inception of JustGrab, we find that there is spatial reallocation that directs more taxi drivers to the previously less-served areas, that there is also a temporal reallocation that directs more taxi drivers to rush hours, as well …

Counter-Urbanization In China: A Systematic Review Toward A Comprehensive Typology, Chengxue Yang, Qian Forrest Zhang

Drawing on a systematic review of both international and Chinese-language scholarship on counter-urbanization in China, this article proposes a comprehensive typology of counter-urbanization migrations—consisting of eight types of new migrants—based on the diverse motivations driving such migration. We build a bilingual corpus of 273 research papers published between the 1970s and 2025. Integrating bibliometric mapping and qualitative synthesis, we conduct a systematic review to trace the temporal evolution and thematic diversification of counter-urbanization research. The review reveals persistent conceptual ambiguity surrounding counter-urbanization in the Chinese context, which this study addresses by conceptually distinguishing counter-urbanization from suburban expansion, population decentralization, and …

Grassroots and civic organizations are increasingly recognized as “middle actors” in sustainability, leveraging ICT-driven solutions to bridge top-down policies with bottom-up citizen engagement and behavioral change. This study examines how civic organizations in Finland and Singapore integrate digital tools to support sustainable waste management practices aligned with Sustainable Development Goals 11, 12, and 17. Guided by a Design Science Research (DSR) approach and drawing on Middle-Out and multi-level governance theories, we developed and validated the Integrated Sustainability Engagement Framework (ISEF) based on interviews with 21 civic organizations and iterative feedback.
